Mnora "Dparrment of 'Services. - December 16, 2013 James Nobles Legislative Auditor Office er the Legislative Auditor Centennial Building, Room 140 658 Cedar Street St. Paul, MN 55155-1603' Dear Mr. Nobles: In a November 20, 2013, letter I wrote that "MNsure functionality now verifies both projected and current income against Internal Revenue Service information for individuals applying for health care assistance." At the time of the letter we believed this to be the case, but recently I learned that this functionality is not working as planned. .- Apparently shortly after MNsure attempted to deploy the verification associated with projected annual income, a bug was discovered, which required delayed implementation. MNsure's vendors are currently working to resolve this defect. While MNsure is able to verify current income for Medical Assistance clients, projected income verifications for MinnesotaCare and Advanced Premium Tax. Credits (APTC) rernains an issue. These are serious issues and I am disappointed and frustrated that they have not yet been resolved. We are working with MNsure to correct them. Because of the 90 day reasonable opportunity period to provide any required proof of income, eligibility determinations based on an individual's attested income are correct. This issue does not change the eligibility of Minnesotacare and APTC recipients for Jan. 1, 2014. We are working with to get this functionality soon. At that point, the system will compare the attested information to the electronic sources for all current Minnesotacare and APTC enrollees and determine if additional proof of income is needed.
