The poll, conducted by the Mellman Group for the Greater Wisconsin Political Fund about a month ago, found 40 percent of likely voters surveyed backed Barrett, while 39 percent supported Walker. That’s a much tighter race than a Jan. 26 Rasmussen survey that had Walker up 48-38. Mellman wrote in the polling memo that its results were virtually unchanged from a September 2009 poll that found Barrett up 39-37. The telephone survey of 600 likely voters was conducted Jan. 11-14 and had a margin of error of plus or minus 4.5 percentage points. The poll also found Barrett just ahead of Walker with the independents who were surveyed at 32-30. Just over half of those surveyed knew who the two of them are. Barrett told the Wisconsin Restaurant Association that he would follow the philosophy he developed during his years in Congress when it comes to the $8 billion set aside nationally for high-speed rail, adding the debate over whether to spend the money is already over. "My view is once the decision is made to spend money, my job is to make sure it's spent in our state," Barrett said. All three addressed the WRA as part of the group's lobby day, and all three promised they would make job creation their No. 1 priority if elected. Walker dinged Barrett as a continuation of Doyle's administration and policy, Barrett questioned Walker's claims of fiscal responsibility as a leader and Neumann said he was the only one of the three to ever actually create a private sector job. After delivering their stump speeches separately, the three individually took questions from the crowd. The questions focused on how they would create jobs, why state spending continues to increase and if the money set aside for high-speed rail was the best use of stimulus money. Walker told the crowd he had three questions about the project, including the true cost of building the line, what it will cost to operate and how much of a drain it could be on the state transportation fund. "Until we answer those questions, I don't think the state should be adding anything," Walker said, telling reporters after the speech that he'd consider trying to block the project if it wouldn't hurt other state transportation needs. Neumann said he had no problem with the rail line, so long as the businesses and consumers that wanted the rail line are able to support it without costing taxpayers anything. "If I have to ask a hard-working family in Burlington to pay for it, then yes," Neumann said after the forum when asked if he would try to end the project as governor if it wasn't self-sufficient. -- One of the questions Neumann got from the crowd was whether he'd make a good U.S. senator. Neumann, who narrowly lost to U.S. Sen. Russ Feingold in 1998, said he gets that question a lot. But he insisted he has no interest in running for the Senate again. Neumann earlier told the crowd about his hopes to build a model in Wisconsin that would lower government spending, make Wisconsin kids the best educated and rein in regulations while still protecting the environment -- an approach he said would drive job growth. Sometimes it feels like we’re slipping into a comfortable mid-winter slumber. However, like ducks on the pond, we may appear to be gliding along, but beneath the water, there’s a whole lot of paddling going on. 124674 Based upon several conversations at the Milwaukee Press Club’s Milwaukee City Birthday Party recently, here are some random predictions to watch for when the pond thaws in the spring. The effort to change state law to give control of Milwaukee Public Schools to the mayor of Milwaukee may be toast. The Milwaukee state legislative delegation is divided on the issue. Up-state legislators, who usually couldn’t care less about Milwaukee anyway, see no reason to carry the torch for the cause. The Republicans have no desire to throw Democratic Milwaukee Mayor Tom Barrett any kind of a bone this year as he prepares to run against either Milwaukee County Executive Scott Walker or former Congressman Mark Neumann in the race to be the next governor. Speaking of the gubernatorial race presuming Walker defeats Neumann in the Republican primary, Milwaukee would lose either its mayor or its county executive in November. That scenario has Democratic and Republican operatives scurrying about to line up candidates to be the next mayor or county executive. If Barrett wins, look for Democrats to turn to Milwaukee Common Council President Willie Hines Jr. or Alderman Michael Murphy for consideration to be the next mayor. Should Walker win, expect Republicans to lean hard on State Rep. Jeff Stone (R-Greendale) to make a bid for county executive. While we’re on the south side of the county, Oak Creek and Franklin have been unable to come up with the matching local funds that the Wisconsin Department of Transportation would require to build a new freeway interchange on Interstate 94 at Drexel Avenue. Later this year, look for Northwestern Mutual Insurance Co. to pony up and cover the heretofore missing dollars. The Quiet Company is hush about its plans, but sources say Northwestern Mutual needs the exit ramp to serve its sprawling campus on South 27th Street. The company also has acquired several parcels of land surrounding the campus, and a freeway exit at Drexel Avenue would add commercial value to the properties. Speaking of commercial real estate, the folks at Summerfest have narrowed their search for an architect to design their improvements on the south end of the lakefront grounds to four companies, three of which are from Milwaukee. Here’s hoping one of the local firms gets the Big Gig. Meanwhile, some of downtown Milwaukee’s high-end restaurants are really struggling, as the recession diminished their clientele. Some of these venerable restaurants might not make it to the summer. Others may try to negotiate for cheaper leases to keep the doors open for a few more months. And speaking of retail, Walgreens will soon make a push to gain permission to sell beer at its stores in Milwaukee County. Finally, can you feel the economy picking up? Employment and construction are lagging economic indicators. Public relations is one of those industries I consider to be a leading indicator of things to come. The City Birthday Party was teeming with PR folks, many of whom told me that they’re off to a good start for 2010 and are fielding a lot more phone calls from potential clients than they did in 2009. Bill Bertha, president of U.S. Bank in Wisconsin, said U.S. Bank’s retail payments solutions division is looking to expand its credit card technology support team by 20 percent. The bank elected to expand in Brookfield. “It says a lot about the quality of our work force, the strong work ethic and the importance of the Milwaukee market for U.S. Bank going forward,” Bertha said. U.S. Bank’s technology and operations services group currently has approximately 300 employees supporting the credit card arm of its retail payments solutions group, which also provides debit and prepaid cards. About two-thirds of those are based in Brookfield, with the others in the Portland, Minneapolis and Denver locations. The additional jobs will bring U.S. Bank’s total employees to 3,331 in Milwaukee and the southeast Wisconsin area and 4,804 in the state. The fix: A real person instead of a computer must authorize the payments. "That's verbal approval, an actual phone call," said county retirement system director Gerry Schroeder. "We will say 'yes' or 'no.' It's no longer sending a code." The county's 7,200 retirees last week got a surprise extra pension payment, just a few days after regular January pension checks had been credited to the retirees' bank accounts. The county, its retirement system computer vendor and Wells Fargo 124693 bank are investigating exactly what went wrong. According to county officials, it boiled down to someone at Wells Fargo overriding a security password during a routine test of the pension payment system. "We want a final step to be a human being authorizing" any pension payments, Schroeder said. "The human process in an electronic age. It's a final catch." In addition, the county will check to ensure that money to cover any pension payout has been received by Wells Fargo, Schroeder said. That didn't happen last week when the bogus payments were authorized. Wells Fargo spokesman Jim Seitz said the bank "took immediate action" when it learned of the mistaken payments and had determined the cause of the problem. He declined to elaborate, citing client confidentiality. More than 98% of the $10?million in payments have been recovered through reversals by Wells Fargo, Schroeder said. Wells Fargo also is taking the lead in pursuing repayment of the remaining mistaken payments now lodged in other bank accounts or converted to cash, said David Arena, the county's employee benefits manager. For anyone who still hasn't relinquished the undeserved extra payment, the remaining sum will be deducted from the next regular pension check at the end of this month, Arena said. County taxpayers and the Pension Board will not be out any money, he said. Wells Fargo electronically routes pension payments to retirees' designated bank accounts. Vitech Systems Group maintains the county's $10 million computerized pension system launched about a year ago. A detailed report on reasons the extra pension payment happened will be completed in about two weeks, Schroeder said. About 100 retirees Wednesday morning at the county's annual Pension Board meeting were told the pension fund gained about 19% in 2009, finishing the year at nearly $1.8 billion. That figure includes nearly $400 million in borrowed money. In 2008, the fund lost 22.4%, some $500 million, in the stock market decline. Last March's $400 million pension obligation bond issue to bolster the county fund came at a crucial time, said Larry Langer, a financial consultant to the county. The county is paying about 6.2% in interest on the bonds and hopes to do better than that in investment earnings. The borrowed money "helped secure the benefits of the retirement system a little bit," Langer said. In response to a retiree question about the fate of pension funds if the county ever were to be dissolved or reorganized, assistant county corporation counsel Mark Grady said individuals' pensions were safe. The buck largely stops with them in terms of the government response to a massive snow removal necessary to clear roads and to dig out hundreds of thousands of Milwaukee-area residents in a reasonable amount of time. Both men also are probably keenly aware the road to political victory is littered with elected officials who didn't respond quickly or efficiently enough to the snow-removal challenge. If there's any doubt how big a factor snow can play in the fortunes of candidates, just ask former mayors Marion Barry of Washington, D.C., Michael Bilandic of Chicago or John Lindsay of New York. All had political careers damaged or derailed because of a big snowstorm that hit their cities before an important election. Most politicians have more sense than Barry, who was out of town attending a Super Bowl in California in 1987 during a huge blizzard that shut down the nation's capital. Barry, of course, had other problems that led to his demise. Bilandic lost his race in the 1979 Democratic primary to Jane Byrne after being perceived as lacking in his efforts to respond to a paralyzing winter storm in Chicago. Lindsay was weakened politically after a massive blizzard in 1969 that prompted claims he favored Manhattanites over other New Yorkers and almost lost his next election. As these examples show, a city's mayor frequently seems to bear the brunt of political snow issues. That's why Barrett has more to lose if the Milwaukee cleanup doesn't meet standards, particularly in low-income neighborhoods that seem to be last on the list for attention from the snowplows. The plan would not put any cap on the annual interest rates that lenders could charge on loans, unlike a previous bill that would have limited them to 36 percent. But lenders would be barred from "rolling over" a customer's outstanding loan into a new, larger loan, a practice that critics say traps the poor in a crushing debt cycle. Lenders would also have to consider a person's ability to pay back their debt. Investigators executed search warrants Tuesday on the Fond du Lac employees believed to be engaged in the scheme to bilk the city of funds and receive property unlawfully, said Wisconsin Attorney General J.B. Van Hollen. The three employees are on paid administrative leave while the investigation is continuing, said City Manager Tom Herre. Allegations detailed According to the allegations leveled against the suspects: The employees would place an order through an outside vendor, and the vendor would invoice the city, claiming the order was generic labor or services, Kaminsky said. Mr. Ahmadinejad chose a major political event ? the 31st anniversary of the Islamic Revolution ? to announce what he depicted as significant progress in his country?s nuclear program. The setting reflected the central role played by Iran?s nuclear program in domestic politics as Tehran confronts its worst political crisis since the fall of Shah Mohammed Reza Pahlavi in 1979. The United States Treasury Department imposed unilateral sanctions on Wednesday against a corps commander and four companies linked to the organization. Iran?s newest enrichment effort took place partly in the presence of inspectors from the International Atomic Energy Agency, the United Nations nuclear oversight body. But I.A.E.A. officials said Thursday they could not confirm the Iranian claim that the enrichment process had been successful. Western experts noted that even if Iran possessed 20-percent-enriched fuel, that did not mean it could be used in a reactor without being converted into fuel rods. In a note distributed to the agency?s member states late Wednesday, the director general, Yukiya Amano, said that when the inspectors arrived at Natanz on Wednesday, they were informed that Iran had already begun to feed low-enriched uranium into a cascade of centrifuges for enrichment. The inspectors were told that ?within a few days? Iran would produce uranium enriched at 20 percent, the note said, according to diplomats who saw it. Iran had told the agency that the amount of low-enriched uranium to be processed was small, around 22 pounds. Iran currently possesses only one cascade capable of enriching to a level of 20 percent, the note said. Iran began its enrichment effort after a deal last October to swap low-enriched uranium for fuel rods from abroad apparently broke down. The agreement foundered partly on disputes over the timing of the exchange, with Iran insisting that the swap take place simultaneously on Iranian soil while international powers wanted Iran to export its stockpile for reprocessing into fuel rods to be returned to Iran later. That would have temporarily deprived Iran of the raw material for enrichment. Iran has insisted in recent days that the deal is still on the table, but Western diplomats familiar with the dispute said the Iranian position was part of the diplomatic maneuvering to prevent China in particular from supporting the Western demand for tighter United Nations sanctions. Fortunately for Milwaukee County citizens, Scott Walker has decided that government in secret is not in the best interests of taxpayers.   EDITED VERSION - 200 Words: (and I still think the last line is also campaigny).   In 2007, as governor of Missouri, I created the Missouri Accountability Portal to help citizens root out wasteful spending.  The Portal has been tremendously successful in allowing Missourians to track their tax dollars, making our government more accessible and transparent.   I have continued to speak out for greater transparency in government spending at every level - local, state, and federal.  That is why I was so pleased to learn that Milwaukee County Executive Scott Walker was creating the Milwaukee County Accountability Portal (MCAP). Just like the Missouri Accountability Portal, MCAP users can browse county expenditures by category, department, or vendor.  Eventually, salaries of county employees and information regarding tax credits can be included.  Users can access this information in near real-time, with information updated at the end of each business day. The MCAP does an excellent job of taking advantage of technology to keep citizens informed on local county government.  The MCAP has been lauded by pro-taxpayer groups such as Americans for Tax Reform.
