First of all, it is illegal to be in this country without any documentation. That is a federal law, not just a state law, and, last I checked, federal law trumps state law every time. Second, the Arizona Diamondbacks will be coming into Milwaukee for a four-game series in August. Now, I don't know where the players are staying for the series, but I imagine they usually stay somewhere downtown, and I imagine they probably eat at the hotel or a restaurant somewhere downtown. Lots of rooms and dinners would be bought and paid for by a major league team visiting the city and county of Milwaukee. Now, let's say there is an Arizona boycott. Maybe Arizona then boycotts Milwaukee County and city. In The Onion issue of June 21, there is a brief article satirizing the often abysmal knowledge of many Americans of simple geography - something that used to be taught in elementary school. The article says, "An alarming new study released Tuesday by the Department of Education found that nearly 70 percent of Americans are incapable of pointing out a map when presented by researchers with a map." Ironically, that very same day, one of our political leaders, Milwaukee County Supervisor Peggy West, goes on record as saying that Arizona does not share a border with Mexico. When part of the façade of the O’Donnell Park parking garage fell away Thursday afternoon, killing one person and injuring two others, some speculated how long it would take before the tragedy was used for political gain by tying it to Milwaukee County Executive Scott Walker. However, political cynicism paled compared to the exploitation of the tragedy by WTMJ-TV in Milwaukee and Milwaukee County Board Chairman Lee Holloway.    By Thursday evening, WTMJ-TV news aired a news report from their “ITeam,” the investigative journalism unit of their broadcast. Aaron Diamint took to the air and, waving a handful of papers, said in an excited voice the “I-Team” had found evidence of nearly $600,000 of deferred “critical” maintenance to the structure.    “The bottom line is this. The entire O’Donnell garage operated by Milwaukee County Parks is in really bad shape. County leaders have known the specifics for at least six months and (waves papers) this is the evidence to prove it.”    The report then cut away to video of the accident scene with Diamint narrating.    “When a thirty foot piece of concrete fell off the O’Donnell Parking Garage and killed a fifteen-year-old boy Thursday, it put a big fat exclamation point on a very long list of known problems uncovered by the I-Team. Nearly six hundred thousand dollars in deferred maintenance to the garage, important repairs found by Department of Public Works inspectors last December as part of a county audit.”    Diamint listed some of the items found in the report without linking any 133896 of them to the concrete slab that fell. Diamint then said to his audience that “County leaders” would go through the list “line by line” to see if any of the issues in the maintenance report related to the accident Thursday, something the investigative reporter failed to do himself. Had he done so, he would have learned that none of the items listed had anything to do with the tragedy.    Diamint added for dramatic effect, “Problems the county knew about but put off to save money.” But not for long. Had Diamint looked into the matter further before rushing to air with his sensational report, he might have learned that the required maintenance items listed in the papers he waved were repaired. Perhaps Diamint’s source for the report failed to mention this salient fact.    The report cut back to Diamint in the studio to inform viewers that the total deferred maintenance for the parks system “including this garage” was a “staggering” $200 million. Of course, Diamint cannot pin point anywhere this deferred maintenance across the entire parks system had anything to do with the concrete slab falling.    Diamint helpfully added for his audience the story of the piece of concrete that fell off the County Courthouse that did not injure anyone or have anything to do with his report except something fell. It’s a wonder he did not mention the apple striking Sir Isaac Newton in his report. Even if at the time of the Thursday report Diamint was completely ignorant of the non-relationship between the required repairs and the accident, or if he was ignorant that the required repairs had been completed, when he did a follow-up report Friday he could no longer plead such ignorance.    The County Executive’s office issued a two-page statement detailing that the necessary repair work was done on Friday and stated that none of the required repairs had anything to do with the fallen façade.    However, Diamint’s follow-up report on Friday started with how the ITeam “broke the news” regarding nearly $600,000 in deferred maintenance, “specific structural and safety issues.” With that, the camera zoomed in on the scene of the accident implying deferred maintenance had something to do with the accident.    So despite knowing that the repairs had been made and that none of the issues mentioned in the I-Team report had anything to do with the accident, Diamint and the camera still tried to establish a visual relationship between the deferred maintenance and the accident. Apparently it was a storyline too good to let go.    Diamint continued, “The County only recently had them fixed. We don’t know what caused the collapse, but County Executive Scott Walker told me he knows what didn’t.”    At this point the report cut away, showing more footage from the accident and a picture of the victim, and then showing video of Walker 133897 saying, “Obviously our structural engineers are going to look and try to get to the bottom of it.”    The report then cut away before Walker could explain that none of what was reported by Diamint had anything to do with the accident. The video changed to more footage of the accident and repeated the I-Team report from the previous day regarding deferred maintenance without, again, making any connection between the maintenance report and the accident.    “The I-Team dug, too, and found a long list of deferred maintenance on the parking garage.” After going through the list again, finally Diamint said in the voice-over, “On Friday, Milwaukee County Executive Scott Walker reported that the parks department, which runs the garage, had recently made the repairs and is convinced that none of them caused the collapse.”    Diamint asked Walker, “How can you be so sure that none of these deferred maintenance items on that list didn’t play a role in it?”    “Right. Because the bottom line is that none of them have anything to do with the façade,” said Walker.      Walker was allowed to explain that engineers would be focusing on how the façade was originally attached. “Right now, the point of focus is on how this was attached and if there was any question as to when it was attached originally, whether that was done properly or not.”    At this point Diamint finally mentioned that the original architect was fired from the project. Then the report cut to an interview with County Board Chairman Lee Holloway, a Walker critic with a history of a few building violations as a landlord himself.    “I want him to know that I’ll be a hound dog, checking every, uh, spot to make sure that this doesn’t happen again,” Holloway said.      It was as if Holloway has no responsibility for what happens in the county as the County Board Chairman, especially considering that Holloway was elected to the County Board while the O’Donnell structure was still under construction.    So despite the lack of any connection between the deferred maintenance reported and the accident itself, WTMJ-TV aired not one but two reports attempting to connect the accident to cost-cutting measures by Milwaukee County. The first report failed to establish any connection. The second report repeated the mistakes of the first, using visual cues to imply a connection before finally revealing otherwise.    Whether Diamint was fooled by his source for the original document, or the story was just “too good to check,” Diamint had a responsibility to his viewers to find out if the repairs in the report were completed or if they had anything to do with the accident before going on the air waving papers around as “proof.” 133898    Once it was clear that the first report was completely misleading, WTMJTV and Diamint had a responsibility in the second report to correct the false impressions they made. Instead, the second report again implied that the deferred maintenance had something to do with the accident and gave very little time to the actual focus of the investigation, the construction of the façade itself.    The second report by Diamint even gave Walker critic County Board Chairman Lee Holloway one more chance to connect the county executive to the accident even though the likely cause of the accident actually occurred before Walker was county executive and while Holloway was a member of the county board. Despite raising issues that had nothing to do with the tragedy, don’t be surprised to see excerpts of the “I-Team” report in political campaign ads this fall.    When surveys show a declining trust in the mainstream news media, it’s reporting like this that shows why the decline in trust is deserved. MCF notes, “At the press conference that occurred shortly after the tragedy, after appropriately expressing his sympathy for the victims, Walker felt it necessary to keep repeating that there was no deferred maintenance that he was aware of.  It was as if his first concern was that he didn’t get blamed for this catastrophe.” The piece was written by Chris Liebenthal, a county social worker and frequent Walker critic accused by the conservative group Citizens for Responsible Government of blogging on-the-clock, a claim supporters say is bogus, as reported in a prior News Buzz story. Lee Holloway Holloway called for an audit of county buildings on Thursday but stopped short of directly criticizing Walker. In a statement released not long after the boy’s death, he says, “I am pleading with the County Executive to work with the County Board to address the deferred 133900 maintenance backlog in parks as well as the long-term safety and maintenance of all County facilities.” The Neumann campaign issued a similar statement on Friday expressing condolences and recommending a review of county buildings.  “It is clear that along with this latest tragedy, the (Milwaukee) County Courthouse, the Zoo Interchange and the Hoan Bridge, a number of structures in Milwaukee County are in various stages of disrepair,” Neumann’s brief statement says. Rick Esenberg, a Marquette University law professor, wrote on Saturday it’s too soon to tell if deferred maintenance is to blame for the collapse. “But that doesn’t mean that the political ghouls have held their fire. The Recess Supervisor seems to have jumped on it before the next of kin could be informed,” he says. He also criticizes the blogging of McGuigan, a former county supervisor who was recalled from office in the county pension scandal. “You’d think he’d be wandering around Brown Deer in sack cloth and ashes. But no, he authors a blog with the ironic title of ‘Watchdog Milwaukee.’ A bit late on that, Jim, don’t you think?” Esenberg scowls. On Monday, conservative Journal Sentinel columnist Patrick McIlheran blasted Holloway for his reaction to the death. He says Holloway’s remarks were “grotesque” and “arriving a scant hour after the boy died, must have been flying from his fingertips as by reflex within minutes of the tragedy. View Larger The O’Donnell Park parking structure remained closed Tuesday as an investigation continues into a deadly accident that claimed the life of a 133901 15-year-old boy. Fencing has been placed around the entire parking garage to contain the scene and ensure the safety of pedestrians, Milwaukee County Sheriff David Clarke and Milwaukee County Executive Scott Walker said in a joint statement. A piece of the parking structure was scheduled to be removed on Tuesday for use in the ongoing investigation, they said. Jared Kellner of Greenfield, died at the scene June 24 after being struck by a 27,000 pound slab of concrete fell from the structure, which is located along Lincoln Memorial Drive immediately west of the Milwaukee Art Museum. Another 15-year-old boy, Eric Wosinski, and his 36-year-old mother, Amy, both of East Troy, were injured when they were struck by debris. Investigators are attempting to determine why the slab fell. Structural engineers from Milwaukee County, as well as engineers from Inspec, a Milwaukee engineering and architectural firm, will be on-site when Belfor Property Restoration, Milwaukee, and Litgen Concrete Cutting and Coring Co. of Wisconsin cut the parapet section from the structure. Price Erecting of Milwaukee will perform the crane-assisted lift of the portion of the structure. Investigators from the Sheriff’s Department and the District Attorney’s Office also will be on site. Clarke and Walker also pointed out that the staircase on the top of the garage that leads from Wisconsin Avenue to Lincoln Memorial Drive will be closed to pedestrians. "We've got urgent needs in our community" for improved mental health care, said Beckert, who manages the Milwaukee office of Disability Rights Wisconsin. "The time is really ripe to work for positive change." A federal inspection found multiple instances of assault and improper sex between patients during the last half of 2009. One case involved a 22-year-old who became pregnant after consensual and nonconsensual sex with another patient. The Journal Sentinel reported the findings in February. The subject came up only briefly during Tuesday's meeting, when one of the 14 advisory board members asked how the county's Behavioral Health Division deals with complaints of patient sexual assaults. John Chianelli, the county's behavioral health administrator, declined to discuss the issue until later. He said the issue would be reviewed in detail with a subcommittee on patient safety that meets July 14. Chianelli said steps had been taken to prevent patient assaults and improve handling of assault complaints, in the aftermath of the federal inspection. The hospital's policy banning sex between patients has been communicated to all hospital staff, signs have been posted outlining the policy and patients are advised they may take concerns about sexual harassment or assault to hospital officials or to Disability Rights Wisconsin, a state-designated patient advocacy group, Chianelli said. The hospital also is installing video surveillance cameras in hallways to better monitor patients, he said. "Sex is a treatment-interfering behavior," said Thomas Harding, medical director of the Mental Health Complex. "We will not allow sex in that environment." He said the county has about 650 buildings, but an audit likely would focus on the most frequently used buildings, including the courthouse, transit structures, human service buildings and General Mitchell International Airport. Heer said he does not yet know how long the audit will take, how much it will cost or how many buildings need review. "It's a matter of prioritizing what to look at first," he said, "and what kind of records are already available." Some county records have maintenance reports, Heer said. But a 2009 county report demonstrated limitations with the software used to chart maintenance work at various county parks, he said. If the maintenance reports used limited software, county staff members might have to reassess certain structures, Heer said. "We may end up having to bring in extra help," he said. The county has a staff of 16 auditors, Heer said, and most of them are tied up with other projects. If the county uses consultants, it will cost taxpayers, he said, though he could not say how much without knowing the scope of the work. The county is projecting a $6.6 million end-of-year deficit, which will rise if Milwaukee County hires consultants, Heer said. "I don't think the County Board would say no, if that's what we needed," he said. The city on Lake Michigan about 30 miles south of Milwaukee is struggling with a loss of manufacturing jobs. Chrysler is closing its engine plant in nearby Kenosha and General Motors last year shut down its plant in Janesville, about an hour to the west. Manufacturing jobs have been leaving the city for 20 years, but Racine Mayor John Dickert said the trend is on the rebound. The mayor, who calls himself a conservative Democrat, said Obama's visit gives the city a chance to show how it's redeveloping the inner city and putting federal stimulus money to use. "We've taken every dollar he's given us and multiplied it by three to five times," Dickert said. But Wisconsin Republican Party Chairman Reince Priebus said it was a "dangerous move" for the president to come to Wisconsin, given that the state has lost tens of thousands of jobs since the stimulus passed. "I think he's going to be met with despair and disgust when he's in Racine," Priebus said. "It just personified failure when he comes to that area. ... This is sort of like being witness to a bad accident." It will mark Obama's third visit to Wisconsin since he was elected president. However, it is far from a fait accompli, even as GOP insiders such as Jim Klauser and Bill McCoshen are sending around nasty e-mails about Neumann. Ironically, their missives have had the unintended effect of solidifying Neumann's bid to cast himself as an outsider in a year in which incumbents have struggled. We must remember that most people outside of the Milwaukee media market could not pick Walker, Neumann or Democrat Tom Barrett out of a lineup yet, much less reach an informed decision about whom will get their vote this fall. Don't believe me? Just ask the folks up north. "I think you're right on. People up here at this point haven't followed what's going on in Milwaukee. They don't have a lot of information to make an informed decision yet. It's early," said Paul Mitchell, managing editor of Sawyer County Record in Hayward. "I don't think most people up here could pick those guys out of a lineup." People in Hayward and the rest of the northwestern part of the state get most of their local news from television stations in Duluth and Minneapolis. They are not hearing the Milwaukee talk radio machinery. They are more focused right now on the race to determine the successor of longtime Congressman David Obey (D-Wausau) than the state's gubernatorial primary, Mitchell said. In the northeast part of the state, Joe Casper, owner of Jokin' Joe's Bait & Tackle in Three Lakes, said, "I don't know much about these guys at all. I couldn't pick them out of a lineup. I heard one of them started a brown bag thing and gave some money back to the government or something. Which one is that? And who are the other guys? I think most people up here don't know these guys at all." In the Fox Valley, Joan Cunningham, co-owner of Schreiner's Restaurant in Fond du Lac, said, "In some ways I think the election is still so far away that no one wants to get started with all the campaign annoyances yet.  There will be enough of that to come." Interest rates fell in the Treasury market after demand for the safety of government debt grew. The yield on the 10-year note dropped to 2.95 percent, the first time it has fallen below 3 percent since April 2009, when the markets were in the early stages of their recovery from the financial crisis. The 133909 yield is used as a benchmark for many consumer loans and mortgages. The yield on the two-year note hit a new low. The markets began the day by following Asian and European stocks lower. Asian exchanges fell after an index that forecasts economic activity for China was revised lower. Then, shortly after U.S. trading began, the market was hit with news that consumer confidence fell sharply this month because of worries about jobs and the overall economy. Investors are also anxious as they wait for the Labor Department's monthly employment report on Friday. Companies have indicated that business is getting better, yet there are few signs that they are ready to hire in big numbers. The government is expected to say that the unemployment rate rose 0.1 percentage point to 9.8 percent in June. Industrial stocks suffered some of the steepest drops on fears that a stalled global rebound will cut demand. Aircraft maker Boeing Co. led the Dow lower with a drop of 6.3 percent. Caterpillar Inc., the maker of construction and mining equipment, lost 5.5 percent. Shares of coal producers pulled energy stocks lower on worries about a slowdown. Investors have been so burned by the financial crisis of 2008-09 that they fear any hint of a slowdown means the economy will start tanking again. And they're selling heavily at the end of the day, fearful about negative economic news that could start coming out of Asia just hours after U.S. trading ends. Paul Zemsky, head of asset allocation at ING Investment Management in New York, said investors are wrestling with two opposing ideas of where the economy is headed. He said the more likely case is that the recovery continues and corporate earnings growth make stocks look cheap right now. "The central issue that any investor faces today is fire or ice," Zemsky said. "There's no in-between. It's either one or the other." The Dow fell 268.22, or 2.7 percent, to 9,870.30, its lowest close since June 7. During the last hour, the Dow was down 326.60. The Dow has fallen 428 points, or 4.2 percent, in the past four days. The Standard & Poor's 500 index fell 33.33, or 3.1 percent, to 1,041.24. It was the lowest close for the S&P since Oct. 5 and the fifth drop of more than 3 percent in the past year. The index is now down 14.5 percent from its 2010 peak in April. The Nasdaq composite index fell 85.47, or 3.9 percent, to 2,135.18. Only about 260 stocks rose while about 2,840 fell at the New York Stock Exchange, where consolidated volume came to 6.3 billion shares, compared with a light 3.9 billion Monday. Mike Shea, managing partner at Direct Access Partners LLC in New York, took some comfort in the fact that the market closed off its lowest level of the day. That signaled that some buyers were willing to step in. The May jobs numbers were a disappointment because private employers hired only 41,000 workers. "I don't think Friday payrolls can do a lot to bring the market a whole lot higher if they're good. A slide in the 16-nation currency has for months indicated fading confidence in Europe's ability to handle big budget deficits. At National Review, he writes that documents released by the Clinton White House show Elena Kagan's "willingness to manipulate medical science to fit the Democratic party's political agenda on the hot-button issue of abortion." The account, if it is true, is a shocking one. A key event in the politics of partial-birth abortion was a report by a "select panel" of the American College of Obstetricians and Gynecologists (ACOG), a supposedly nonpartisan physicians' organization. That report included this statement, which the Supreme Court found highly persuasive in striking down Nebraska's partial-birth abortion ban:     ACOG declared that the partial-birth-abortion procedure "may be the best or most appropriate procedure in a particular circumstance to save the life or preserve the health of a woman." The Court relied on the ACOG statement as a key example of medical opinion supporting the abortion method. Here is the shocking part: the ACOG report, as originally drafted, said almost exactly the opposite. The initial draft said that the ACOG panel "could identify no circumstances under which this procedure . . . would be the only option to save the life or preserve the health of the woman." That language horrified the rabidly pro-abortion Elena Kagan, then a deputy assistant to President Clinton for domestic policy. This is what Kagan wrote in a memo to her superiors in the Clinton White House:     Todd Stern just discovered that the American College of Obstetricians and Gynecologists (ACOG) is thinking about issuing a statement (attached) that includes the following sentence: "[A] select panel convened by ACOG could identify no circumstances under which [the partial-birth] procedure ... would be the only option to save the life or preserve the health of the woman." This, of course, would be disaster -- not the less so (in fact, the more so) because ACOG continues to oppose the legislation. It is unclear whether ACOG will issue the statement; even if it does not, there is obviously a chance that the draft will become public. So Kagan took matters into her own hands: incredibly, she herself appears to have written the key language that eventually appeared in the ACOG report. Coffin writes:     So Kagan set about solving the problem. Her notes, produced by the White House to the Senate Judiciary Committee, show that she herself drafted the critical language hedging ACOG's position. On a document [PDF] captioned "Suggested Options" -- which she apparently faxed to the legislative director at ACOG -- Kagan proposed that ACOG include the following language: "An intact D&X [the medical term for the procedure], however, may be the best or most appropriate procedure in a particular circumstance to save the life or preserve the health of a woman."     Kagan's language was copied verbatim by the ACOG executive board into its final statement, where it then became one of the greatest evidentiary hurdles faced by Justice Department lawyers (of whom I was one) in defending the federal ban. Unless there is some other interpretation of these documents that does not occur to me, it appears that 133913 Elena Kagan participated in a gigantic scientific deception. On behalf of the Clinton White House, she deliberately subverted what was supposed to be an objective scientific process. The ACOG report was certainly seen in that light by the federal courts. Federal Judge Richard Kopf was deeply impressed by the scientific integrity of the report; he wrote:     "Before and during the task force meeting," he concluded, "neither ACOG nor the task force members conversed with other individuals or organizations, including congressmen and doctors who provided congressional testimony, concerning the topics addressed" in the ACOG statement. This statement was obviously false. The federal courts were victimized by a gross deception and a perversion of both the scientific process and the judicial process, carried out, the evidence appears to show, by Elena Kagan. Ms. Kagan has a great deal of explaining to do. Walker has a more unified party than Barrett at this point and is also winning independents. He gets 85% of the Republican vote to Barrett's 78% of the Democratic vote and has a 43-30 advantage with unaffiliated voters. None of the candidates in this race are particularly well known yet- 36% of voters haven't formed an opinion about Walker and 42% don't have one about Barrett- so it could certainly shift as voters start tuning into the race more but for now the GOP is favored to take this office back. They said the step was prudent to reassure the public in the aftermath of last week's accident at O'Donnell Park garage. A 15-year-old Greenfield boy, Jared Kellner, was killed and two others were injured when a 27,000-pound concrete panel fell from the ramp. The cause of that failure remains under investigation. The O'Donnell structure is expected to remain closed for weeks, said county Public Works Director Jack Takerian. Walker said maintenance and inspections of county buildings had not fallen behind. "We've had a schedule; we've stayed on pace" for maintenance, he said. "It's just one more thing that offers peace of mind," Walker said of the special round of inspections. He said he had no reason to expect any dangerous problems would be uncovered. Takerian said county officials wanted the special round of inspections "to ensure that we don't have another issue like what happened at O'Donnell." The building reviews will include facades, overhangs and other areas that might pose safety risks, Takerian said. High-priority buildings to be inspected first include the airport, the Coggs human services building, the county jail, the county correctional facility in Franklin and others, he said. Buildings owned by the county but operated by other organizations, such as the Milwaukee Public Museum, the Marcus Center for the Performing Arts and the War Memorial Center, also will be inspected. Other buildings may be inspected later. The firm Graef USA was tapped for the six- to eight-week job under a no-bid deal that Walker said was permissible for an emergency project. Graef was picked because of its good reputation and familiarity with county infrastructure, he said. Graef did work on O'Donnell Park, the county's aquatic centers and other structures, Walker said. Cost for the work has not yet been determined, the county executive said. The money may have to come at the expense of other non-essential county expenditures this year, Walker said. Takerian and Walker said the type of visual inspection being done by Graef probably would not have turned up anything wrong with O'Donnell Park, if it had been done before the accident a week ago. Takerian called the O'Donnell structure with its heavy decorative precast concrete panels a "unique installation. That's not a normal installation." Investigators are looking to see whether the panels were installed according to design specifications, which called for attaching the panels with stainless steel rods, hinges and bolts. The courthouse is not on the list because the county recently completed a full inspection of the building's upper ledges, Takerian said. A volleyball-sized chunk of the limestone cornice - a decorative piece on the upper reaches of the building - popped out and fell to the sidewalk in March. No one was hurt in that mishap. An ice buildup behind the cornice was tentatively blamed for the piece falling off. The special round of inspections will be done in addition to a review of county buildings by County Auditor Jerome Heer, also ordered in the aftermath of the O'Donnell accident. Boehner recently complained the reforms amount to "killing an ant with a nuclear weapon," and Dems have seized on the comments to go after Republicans. The president mocked the comments for comparing a financial crisis that "led to the loss of nearly 8 million jobs" and "cost people their homes and their lives savings" to an ant. "He can't be that out of touch with the struggles of American families," Obama said. "If he is, he needs to come here to Racine." Obama's comments were part of a broader effort to portray Republicans as a step backward. "We already tried the other side's ideas. We already know where their theories led us. And now we have a choice as a nation," Obama said. "We can return to the failed economic policies of the past, or we can keep building a stronger future. We can go backward, or we can keep moving forward. I don't know about you, but I want to move forward." Business leaders had also warned failure to do so could cost some 1,000 Bucyrus jobs around the country. U.S. Sen. Herb Kohl's office this morning released a letter from the bank to the Indian company expressing a willingness to consider the deal again and to enter into a memorandum of understanding to encourage the purchase of renewable energy technology. Obama did not mention the deal during the event. Following the meeting, Gov. Jim Doyle said he had spoken with Obama following the bank's decision and that he was pleased the deal could move forward. RGA banks $19 million for the quarter Politico By: Alexander Burns July 1, 2010 http://www.politico.com/news/stories/0710/39269.html The Republican Governors Association brought in just under $19 million in the second quarter of 2010 and ended the month of June with $40 million in the bank, according to an RGA source. The massive haul brings the campaign committee's total for the first six months of the year to a towering $28 million - approximately the same amount as the RGA raised for the entire year of 2006, under the leadership of then-Massachusetts Gov. Mitt Romney. The RGA's powerful financial performance is a fresh notch in the political belt of Mississippi Gov. Haley Barbour, who chairs the committee. And it will likely make the RGA, which does not operate under the same fundraising restrictions as federal campaign committees, better financed by far in the final four months of the campaign than the Republican National Committee, the National Republican Senatorial Committee and the National Republican Congressional Committee. Those groups have not reported their fundraising figures for the month of June, but at the end of May they had a combined war chest of $42.7 million. Their Democratic counterparts - the Democratic National Committee, the Democratic Senatorial Campaign Committee and the Democratic Congressional Campaign Committee - had a total of $60.1 million on hand. The RGA's most direct partisan competitor, the Democratic Governors Association, has yet to unveil its fundraising figures for the second quarter, but will be hard pressed to keep up with the RGA, which has historically outraised its Democratic competitor. The RGA has set a high bar for its fundraising this cycle: the Wall Street Journal reported in May that the committee hoped to spend up to $65 million in what's shaping up to be a target-rich environment for Republican gubernatorial candidates. And POLITICO reported last week that Barbour told attendees at a lunch at the American Beverage Association that he had dialed up the RGA's financial goals to compensate for weaker than expected fundraising by the RNC. "I had to raise the RGA budget by $10 million because the RNC is in such bad shape," he said. A committee official said the RGA's fundraising performance to date means it's "slightly tacking ahead of pace." "This will enable us to expand the playing field, and we're going to need to, because we're competitive in almost every one of these races," the official said. The RGA has already begun deploying its resources in some of the year's most competitive governors races. It spent $10 million during the last quarter on operations in the states, largely on four independent expenditure campaigns in Wisconsin, Colorado, Ohio and Massachusetts. In the first three states, the RGA has mounted seven-figure, multi-week advertising efforts on broadcast television, hitting Milwaukee Mayor Tom Barrett and Denver Mayor John Hickenlooper, two of the Democrats' top recruits, and incumbent Ohio Gov. Ted Strickland. And in Massachusetts, the RGA has mounted a sustained offensive against state Treasurer Tim Cahill, a former Democrat who is running for governor as an independent, and who has been viewed as a possible spoiler for the Republican candidate, former health insurance executive Charlie Baker. A Boston Globe poll released over the weekend showed the assault on Cahill had taken its toll, with the statewide official's support dropping to nine percent and Baker closing incumbent Gov. Deval Patrick's advantage to seven percentage points. Polls in the other three states show the top Republican candidates closely matched with their Democratic rivals. There are 37 governors offices on the ballot this fall. Democrats currently control 26 of the country's governorships and Republicans hold 23 - Florida Gov. Charlie Crist is an independent - but Republicans appear well positioned to tip the balance in their favor.
