June 17, 2009 David E. Demerjian Los Angeles County District Attorney's Office Public Integrity Division 320 West Temple Street, Room 766 Los Angeles, California 90012 In reference to: PID Case No.: 09-0321 Dear Mr. Demetj ian: I am i.n receipt of your letter dated May 19, 2009. You indicated that, in order to proceed further, the Public Integrity Division requires detailed information of criminal allegations. I trust the following will fuliill your request. Mr. Eric Egena acts as the City of Bell's prosecutor (he is an attorney} and building 8: safety department director. Last January Sergeant James Corcoran learned that Mr. Egena was possibly accepting bribes in return for approving building permits. Sergeant Corcoran interviewed a building contractor who corroborated this information. Additionally, the sergeant learned that Mr. Egena was in the habit of coniiscating merchandise from illepl vendors, appropriating the goods, and subsequently selling them for personal gin. It also came to light that Mr. Egena had confiscated several gambling machines that he stored (and used) at his place of residence. Midway through his investigation Sergeant Corcoran was instructed by Mr. Rizzo to cease any further action. During the Marci: 3, 2009 election Mr. Egena, still technically under investigation, was named Election Commissioner. I suspect Mr. Egena, acting in this capacity, falsified a number of ballots. Please realize, Mr. Demerjian, this represents but a fraction of the issues involving Mr. Rizzo and alleged corruption. Very truly yours, Victor Bello 3739 Bear Court Bell, California 90201
