At approximately 0330 hrs, agents conducting line watch duties observed multiple subjects loading bundles of narcotics into a brown Ford F-350 near the river area. Agents immediately relayed the vehicle description and direction of travel to responding units. As the vehicle traveled away from the river area, agents successfully deployed their service issued Controlled Tire Deflation Device, thus disabling the vehicle. The vehicle traveled approximately one half mile and the driver ultimately drove through a closed gate and bailed out upon arriving at the edge of the Rio Grande River absconding into thick brush. A search of the vehicle revealed 1110 packages of marijuana with a total weight of 1,807 lbs. The narcotics and vehicle were transported to the Rio Grande City Station for processing and storage. A thorough search of the immediate area for the subject was to no avail. OAM and K9 assets were not requested due to the close proximity to the river. Due to an ongoing investigation and information received pertaining to this load, the narcotics and vehicle will be turned over to Starr County HIDTA. As agents attempted to make contact with the vehicle it began traveling north. Agents deployed the CTDD, successfully deflating 2 tires. The vehicle was located a short distance away abandoned in the brush. A search of the vehicle revealed 50 packages of marijuana with a total weight of 947 lbs. A search of the immediate area for additional narcotics or the driver was to no avail. The narcotics and vehicle were transported to the Rio Grande City Station for processing and storage. The narcotics will be turned over to HIDTA as part of an ongoing investigation. Agents deployed the controlled tire deflation device (ctdd) on a 1999 Chevrolet Silverado after it was observed loading bundles of narcotics at the Rio Grande River. Agents responded and immediately discovered that the smuggler had abandoned the load vehicle. An inspection of the truck revealed numerous bundles of marijuana. The truck sustained 2 deflated tires as a result of this deployment. Agents followed up on intelligence gathered referencing possible narcotics smuggling in the Community of Midway just west of Rio Grande City, Texas. At approximately 0600 hrs, agents observed numerous subjects conducting counter-surveillance activities of the Rio Grande River area. Shortly thereafter, agents observed a 1998 Chevrolet Suburban drive south towards the river area at a high rate of speed. Moments later, numerous subjects emerged from the river area and began loading large bundles of marijuana into the Suburban. Within minutes, the Suburban traveled back north and was successfully disabled utilizing the Controlled Tire Deflation Device. The vehicle continued north for approximately 500 yards at which point the driver bailed out of the vehicle and ran into a thick brushy area. Responding Border Patrol Agents encountered the vehicle abandoned and an inspection revealed numerous bundles of marijuana throughout the cargo area. A thorough search for the fleeing smuggler ensued but yielded negative results. The vehicle will be seized by the Rio Grande Valley Sector Border Patrol and the narcotics will be turned over to the Drug Enforcement Administration for proper disposition. Based on i igence received (C), (b) from Border Patrol Lead Intel Agent (b)(7)(C), (b) we positioned ourselves by (b) (7) road for (6) narcotics activity. At approximately 2100 hours, we observed a white Ford F(E) 150 extended cab (6) pickup truck drive down to the river. Several subjects emerged from the river bank and began throwing bundles of what appeared to be narcotics in the bed of the truck. As soon the truck was full of bundles, the pickup immediately exited the river at a high rate of speed. We deployed the service issued Controlled Tire Deflation Device (CTDD) causing the deflation of the truck's right front, and two rear tires. After a brief search of the area, responding agents were able to locate the abandoned pickup truck in a nearby field. A search of the area for the fleeing driver yielded negative results. The narcotics and the pickup truck were transported to the Rio Grande City Border Patrol station for prope eighing and C Station, the content of the bundles were tested using the (b) (b) (7)(E) and the results were positive for marijuana. At approximately 2315 hours, we (b)(6) observed a white Ford Ranger pick up truck at the river's edge being loaded with bundles of what appeared to be narcotics by several subjects into the bed of the truck . Shortly thereafter, the pick up truck immediately exited the river area at a high rate of speed. We deployed the service issued Controlled Tire Deflation Device (CTDD) causing the deflation of the truck's left front, and right rear tire. After a brief search of the area, responding agents and Omaha 3TU were able to locate the abandoned pickup truck in thick brush. The white Ford Ranger crashed into a tree resulting in total damage to the truck. A search of the area for the fleeing driver yielded negative results. At approximately 0300 hrs, Agents (b)(7)(c), (b)(6) responded to sensor activity in the Los Ebanos are e d border violence and th o Grande is approximately (b)(7)(e) of (b)(7)(e) Road, I advised Agents (b)(7)(c), (b)(6) to situate themselves on E until al backup agents could a mitigation of possible narcotics traffic at the river. After several minutes of the sensor activations, the agents advised me that two trucks had driven south into Los Ebanos. A Ford F150 was driving without its headlights on while being escorted south by a dark in color Ford Ranger. Within a few minutes and before additional ed the Ford Ranger drive back north and stop at the intersection of (b)(7)(e) Shortly thereafter, the Ford F-150 proceeded north and As the Ford F 150 (load vehicle) approached the intersection of (b)(7)(e) , the driver managed to avoid the CTDD. The Ford Ranger immediately made low out the load but was successfully disabled via the CTDD. The Ford F-150 continued north into (b)(7)(e) City and was later found abandoned. An inspection of the truck revealed in plain view 150 packages of marijuana. The Ford Ranger was found abandoned approximately 2 miles north of where the CTDD was deployed. At (C) approximately 4:00 p.m, we observed multiple subjects loading packages consistent with packages of (b)(6) narcotics into a brown Chevrolet truck. Due to the fact that this area is well known for ggling, I requested and was granted permission from Supervisory Border Patrol Agent (b)(7)(C), (b)(6) to deploy the controlled tire deflation device to safely stop the vehicle. Once permission was granted, I immediately proceeded to wait for the vehicle just north of the river. As the vehicle headed north at a high rate of speed, I safely deployed the deflation device. A few minutes later the vehicle was found abandoned just north from where the deflation devise was used. The vehicle had three deflated tires and was loaded with numerous bundles. A search of the area for the driver was to no avail. A total of 121 packages were found in the vehicle. The packages were tested and returned marijuana with a total of 1,380 lbs. The narcotics were turned to DEA Special Agent (b)(7) (b)(7) . The vehicle was seized as per asset forfeiture policy.
