As a national organization ofalmost 5,000 law enforcement leaders, we know from our professional experience, as wellas the research, that high-quality investments in at-risk children and families, like evidencebased home visiting, are among the best tools we have to prevent crime.Every year, there are nearly 700,000 reported cases of child abuse and neglect. We knowthat—due to underreporting—the actual number of victims is much greater. We also knowthat children who survive abuse or neglect carry the emotional scars for life, and are almost30 percent more likely to commit a violent crime in their later years. Fortunately, researchshows that evidence-based home visiting programs can substantially reduce child abuse andneglect and even reduce the likelihood of a child’s future involvement in crime.Extension of the MIECHV program through March of 2015 will provide much neededcertainty to states as they continue their efforts to expand access to crucial home visitingservices.
