PROVINCE OF NEW BRUNSWICK STATE OF MAINE COOPERATION AGREEMENT BETWEEN THE STATE OF MAINE, REPRESENTED BY HONORABLE PAUL LEPAGE GOVERNOR AND THE PROVINCE OF NEW BRUNSWICK, REPRESENTED BY THE HONOURABLE DAVID ALWARD PREMIER Hereinafter designated as the parties. July 21, 2014 WHEREAS, the State of Maine and the Province of New Brunswick share an interest in strengthening the economic vitality and improving the quality of life for all residents; WHEREAS, Maine and New Brunswick have a history of productive cooperation and sharing of information on a number of intergovernmental issues; WHEREAS, Maine and New Brunswick share common cultural and demographic ties of rural population; multicultural Francophone, Anglophone and Aboriginal communities; WHEREAS, the economies of both jurisdictions share a background of strong reliance on traditional resource industries; and WHEREAS, the governments of Maine and New Brunswick are committed to inter? governmental cooperation and to maximizing bene?ts to New Brunswickers and Mainers through co-operative action. NOW THEREFORE, the parties hereby agree to the following: 1.0 PURPOSE The parties agree to promote cooperation and understanding between their respective governments for the purposes of improving public services and promoting their mutual interests in regional and international fora. 2.0 MANAGEMENT FRAMEWORK 2.1 The parties will establish a Management Committee to coordinate the implementation of this Memorandum of Understanding. The Co?Chairs of the Management Committee will be the Deputy Minister (or designate) responsible for intergovernmental affairs in the Province of New Brunswick and an of?cial appointed by the Governor in the State of Maine. 2.2. The Management Committee will ensure the development of a workplan pursuant to this Memorandum of Understanding. 2.3 The Management Committee will assess progress on an ongoing basis, identify new opportunities for collaboration and report progress on an annual basis to the Governor and Premier. 3.0 SCOPE OF COOPERATION Notwithstanding the opportunity to increase the scope of cooperation on an ongoing basis, the parties agree to cooperate in the speci?c areas outlined below. ECONOMIC DEVELOPMENT The Governments of Maine and New Brunswick share a strong interest in expanding their economic partnership and building on the shared potential of emerging export opportunities within the Americas and around the globe. The parties agree to: 0 explore opportunities for joint trade development and promotions, beginning with the sharing of information on priority markets and planned activities; 0 support regional and federal initiatives to facilitate the border movement of goods and people; 0 facilitate the avoidance and resolution of disputes and potential cross?border irritants through close communication between state and provincial agencies; and 0 share publicly available information on and learn from each others? best practices and the world class expertise found in both jurisdictions. TOURISM Building upon the successful Two Nation Vacation marketing initiative, the parties commit to investigate potential new partnership opportunities to undertake joint efforts to market and promote tourism and travel to key North American and overseas markets. TRANSPORTATION Building on the long?standing history of cooperation and partnership between the State of Maine and Province of New Brunswick on regional transportation issues, the parties agree to: - strengthen multi-modal regional transportation planning and coordination to assure safe, sustainable and ef?cient ?ows of goods and people between the two jurisdictions; and 0 share research and best practices on the management of critical transportation assets such as roads, highways, and bridges. ENERGY Maine and New Brunswick are well-aligned with respect to energy security, energy diversity and energy competitiveness issues. The parties agree to: 0 further collaborative exploration in the areas of international energy corridors; natural gas supply; information sharing on clean and renewable energy; and regional electricity cooperation. CULTURE Recognizing the important contributions made by creative individuals, businesses and organizations to the economic and social well?being of communities, the parties commit to: - ongoing state to province cooperation in this area through the cross?border task-force established by the Maine/New Brunswick Memorandum of Understanding for Establishment of a Cultural Initiative of 2010 which continues to encourage cultural business and tourism; and 0 exploring cooperative opportunities in the area of francophone relations (or other) which may arise from the legacy of collaboration and exchanges developed through the 2014 Congres Mondial Acadien. 3.6 EMERGENCY NIANAGEMENT The State of Maine and the Province of New Brunswick have a formal arrangement for cooperation in the form of a Letter of Understanding on Civil Emergency Planning and Cooperative Emergency Arrangements dated September 9, 1975. The parties commit to the continued provision of mutual aid to each other. 4.0 TERMS AND PROVISIONS This agreement will be in force as of the date of its signature. This agreement or any provisions contained within may be terminated by written notice of either party. To ensure continued relevance of the agreement with current issues, the parties may, by joint agreement, amend this memorandum of understanding at any time by exchange of letters.
