In the early photos of this shoreline area, circa 1910, one can see closely spaced homes protected by a 5 foot tall stone masonry wall, set back on a steep sandy beach 40 to 60 feet wide. As time progressed, circa 1945, the stone masonry walls were replaced with concrete seawalls behind sandy beaches 40 feet wide. Fast forward to today, the old seawalls are gone, replaced by owner built and maintained seawall structures composed of a variety of materials, built to various heights. This project area along the east shore beach area, speci?cally located between house number 60 and house number 100, is focused on the enhancement and permanent protection of these residential structures. These structures have been damaged by numerous storms (and repaired) for more than a century, but most recently these homes have incurred structural damage from Hurricane Irene (2011) and Hurricane Sandy (2012). This project proposes to install a new seawall, placed immediately behind the homes to eliminate future storm damage due to ?ooding. The seawall will be built to a design height suf?cient to intercept ?ood waters at the 100 year ?ood elevation. Our conceptual design anticipates a 10 foot tall wall (top elevation 13.0? 500 feet long, set approximately 3 feet away from the existing house foundations, constructed of interlocking, coated, steel sheet pile, topped by a reinforced concrete cap. The life expectancy of this proposed wall is estimated at more than 50 years. This project will not only serve as protection to the ten (10) houses listed, but also to a large low-lying residential area across Townsend Ave. If erosion from large storm events like Hurricane Sandy is allowed to continue the homes described above, the State owned road of Townsend Ave, and the neighboring low lying residential areas face a serious vulnerability to damage and loss. This project is needed to prevent damage or destruction of the residential houses along the beach, the State owned roadway, and the low lying residential area next door. Financially, all funding sources have been exhausted in the FY 2013~2014 capital budget due to other Sandy related repairs and high priority maintenance needs. Additionally, the City applied for and was denied aid from the FEMA and Hazard Mitigation Grant Program for this project. This project falls under NOFA ?mding priorities 2, 3, 4, and 7.
