Dear Representatives Kirkpatrick, Sinema, and Green:

Thank you for your letter concerning the potential risks to consumers associated with certain types
of leases offered for rooftop solar panels. The Consumer Financial Protection Bureau (Bureau) is
committed to ensuring that all consumers bene?t ?'om fair, transparent, and competitive markets
for consumer ?nancial products and services and that consumers are protected under applicable
Federal consumer ?nancial laws.

Your letter raises several concerns about the leasing of rooftop solar panels, sales techniques
associated with such lease agreements, and the protections available to consumers who may wish
to enter into long-term agreements to lease solar panels. The Bureau is currently studying a
number of overlapping issues that may implicate the leasing of roottOp solar panels, including
?nancing, market conditions, and industry practices that may affect consumers. We will assess the
issues raised in your letter and continue to consider steps that may be necessary to address potential
impacts to consumers in this area. The Bureau will work with other agencies, as appropriate, to
address any concerns.
