Other: N/A IV, NARRA TTVE OF OBSERVA TTONSfDTSCUSSJON WITH OPERA TOR: On February 27, 200 I, I and Tina Robertson-Holefield met with Jim Marzolino, Environmental Manager for Exide Technologies, Inc. formerly GNB Technologies, Inc. The purpose of our meeting was to conduct a Comprehensive Evaluation Inspection (CEI). Mr. Marzolino granted us permission to conduct the CEI , and I began the interview with asking for an overview of the facility ' s hazardous waste operations. Mr. Marzolino stated that the process has not changed since my last CEL He stated that the facility receives used lead-acid batteries and other lead scrap from off-site. The lead from the batteries and scrap is recycled on site and sold to be used in the manufacturing of new batteries. However since my last inspection Exide Technologies bought GNB Technologies. Mr. Marzolino stated that the modifications to their hazardous waste operation, ordered through a Consent Agreement issued in May 1999, have been implemented. He stated that the corridor project and drop-out box project have been completed and that the facility is presently installing the new wastewater treatment plant. At this time Mr. Marzolino informed us that he had an a family emergency, and if we concluded the inspection for today, and reconvene next week . I told Mr. Marzolino that we would resume that inspection on March 6, 200 1, and he confirmed the time. Inspection Report Exide Technologies, Inc. Page 5 On March 6, 200 I, I reconvened the inspection. Mr. Marzolino gave consent to continue the inspection. I spent the day reviewing the operating log and manifests. The facility receives about half million pounds of lead batteries per day, which are eventually process into lead pigs to be used in the manufacturing of batteries. Due to the vastness of the operating log and associate manifest, the review took the entire day. After reviewing the operating log and manifest I concluded the inspection for the day. On March 12, 2001 , I reconvened the inspection, and began with a walk-through of the facility. Mr. Marzolino gave me consent to continue the inspection. We began the site visit at the area designated as the new waste water treatment plant. The new waste water treatment plant is not in operation at tllis time. The foundation, which is surrounded by secondary containment (photos I and 2) has been installed and the facility is awaiting delivery of the tankage. Next to the new treatment plant is the railroad tracks used to transport hazardous waste and material on/off site. The end of the railroad tracks end at the perimeter of the facility . This area which is sloped, can cause the release of waste water run-off from the facility. The facility has installed several sumps (photos 3 and 4) in this area to collect waste water run-off before it leaves the site. The water is pumped from the sumps into the waste water treatment unit. There are 6 areas (photos 5, 6, 7, and 14, 15, and 16) that receive batteries from off-site prior to the batteries being placed in the battery wrecker for treatment. During the walk-through of these areas, several pallets of batteries were not marked with the dates they were received. However, before 1 concluded the inspection the pallets were marked with the dates they were received. Next we visited the storm water retention pond and recently installed drop-out box (photos 8, 9, 10, II, and 12). It had rain, three days prior to my inspection, and the retention pond contained water but was not above its capacity. Mr. Marzolino stated that they have started pumping the water into the drop-out box, which will be eventually pumped into the waste water treatment plant. He stated that the facility is limited by the sanitation district on the amount of storm water that can be processed in the waste water treatment system per day . At the RMPS building the three mud tanks and two oxidation tanks have been surround by secondary containment. Mr. Marzolino stated that after the new waste water treatment tanks are installed, tankage which is a part of the old waste water treatment unit, that is located in the RMPS building will be removed . He stated that the only tanks in RMPS that will require secondaty containment will be the Santa Maria and Wart tanks . Inspection Report Exide Technologies, Inc. Page 6 We concluded the walk-through and reconvened with the record review . During the record review I found violations in the following documents : The training records did not contain the job title for each position at the facility related to hazardous waste management, and a written job descriptions of the type and amount of both introductory and continuing training. The inspection records for the hazardous waste treatment tanks did not contain a notation on how repairs or remedial actions were taken when discrepancies are discovered on inspections. Mr. Marzolino stated that he will reiterate with his staff the importance of reporting remedial actions after discovering discrepancies. He stated that the training program is being changed, and that he will design the new training records to include the above mentioned information. EXIT lNTERVIEW lNSPECTION REPORT: On March 13 , 200 I, I returned to the facility for the exit interview.
