Alvin Ortiz #84 Time: 2:45 Subject: "'C?aspi incident 12/12/04 I've been somewhat disturbed about this incident since it happened on Sunday morning. i did not write about it that morning because I was quite disappointed and I did not wish to show it in any report. I felt badly for the boy, that I did not arrive at the scene in time to save him from getting hurt. I had been enroute to his residence to pick up a parent to bring them to their son when I was called to respond immediately. As I pulled up to the scene, the boy was on the ground face down with 2 officers on his back and they were handcuf?ng him. PO Rosace kept making references to twisting something in his back. I immediately called for an ambulance to meet us at HQ. EMS responded quickly to check on the boy as his father arrived. Iailowed his father to see the boy in the holding cell while EMS was cleaning him up. Andy declined transport to United and the father said he'd let the boy sleep on it and if necessary he's take the boy to the hospital in the morning. The father signed off on the EMS papers. What disturbs me is that once again, a young man has been hurt after having contact with P0 Rosace. Andy Caspi is not a large intimidating individual. He was intoxicated as well and I don't believe he was in any condition to ?ght. I noticed when I came into work tonight that PO Rosace is out on comp once again due to this incident, yet he was well enough to work overtime on Sunday? As you all know, I have a problem with this of?cer's credibility. If he is going to put himself out on comp for any period of time over this incident, then might I suggest that the Rye Police Dept. refer PO Rosace to get a examination while he is out. There should not be a cloud of suspicion hanging over the Dept. everytirne Rosace has contact with youngsters and some kid always ends up in the This officer has got anger issues that are quite apparent to most people on this job but no one wants to talk about My guess is that some type of lawsuit will be forthcoming from this incident. I want it understood that when I arrived on the scene, that PO Anfuso was not involved in the altercation in any way. He has not been trained that way while working with me these past years. He did exactly what I would have expected from him and that was not to make matters worse. Case Document 123-1 Filed 02/11/15 Page 2 of 2 PO Rosace has this long standing reputation among the community's youth that he is tough guy and some have even felt his wrath. There is no better time than now to address this issue before it gets any more serious. There needs to be an investigation of his behavior from now on and he needs to be confronted on his record of injuries( verbal as well as physical) to people he has contact with. Also, it would be interesting to see which doctor is signing off on all of the these comp absences that he seems to always rack up. That should be looked at as well. Once again, he will be assigned to me this year and once again, i have to worry about what kind of incidents I should or should not send him on? That should never be an issue and yet it will be on the back of everyone's mind when he is dispatched on a call. All training that has taken place under my command in ten years as a supervisor has been about avoiding violence at all costs. We are in the business of protecting and serving people. The record of the people under my supervision has always been one of restraint and compassion. Young of?cers coming on this job should not be impressed by bullies and we are under obligation to scrutinize very care?illy who wears this uniform.
