ATTACHMENT 1 Statement of Work for the Texas Border Security Enhancement Operations Contract 1. SCOPE OF WORK I A. The Vendor will assist the State of Texas develop a state?wide Border Security strategy to strengthen the ongoing efforts of local law enforcement agencies focus on the safety and security of Texas border communities. Concepts, methods, and procedures will be developed to assist The State of Texas develop a strategy to collaborate and coordinate the state and local efforts with federal agencies while focusing operations to deter, intercept, and apprehend criminals and terrorists to create safe and secure Texas border communities. B. The Vendor will staff the TBSOC with skilled experts who can transform information and intelligence into plans and operations to reduce crime in die border area. These experts will employ cutting?edge technologies to enable and law enforcement officers in the field to rapidly act to deter crime and rapidly restore the rule of law. Plans, exercises, and operations will focus on exploiting the of the interagency structure that exists between local, state, and federal agencies. These activities will focus on information sharing at all levels to ensure that the agencies have a common understanding of the criminal problem and potential solutions to overcome them. 2. SPECIFIC SERVICES TO Task 1: Vendor will provide the State of Texas Govemor?s Division of Emergency Management (GDEM) and his representatives with a Program Status Report specific to the State of Texas Border Security Technical Operations Task Order program elements. This report will include activities participated in by THE VENDOR staff and other events and issues directly or indirectly related to the State of Texas Border Security Operations Center. 13. Task 2: Vendor will assist in linking information technologies; improve analyst effectiveness, and create data presentation tools to establish integrated intelligence and operations capabilities in Texas. Subtaslt 2.1. Vendor will partner with the State of Texas program and project managers to ensure a robust, collaborative relationship exists between the State of Texas personnel and their vendors and contractors. The State of Texas program and project managers will maintain their roles of authority while The Vendor provides technical assessments, product evaluations, and recommendations as required. The vendor will produce an implementation roadmap and provide lifecycle impact assessments for the following applications: TDEX GC Intel Fusion Center Initiative LiveScan Texas Regional Resource Network (TRRN) Subtaslt 2.2: Vendor will coordinate and facilitate the design, integration, and develOprnent of an implementation plan for a web?based, networked surveillance system to detect and respond to criminal activities occurring on public and private land (ranches) located in the border areas. This surveillance network must have the capability for monitoring from geographically disparate locations and provide real time data to the closest and best?equipped law enforcement agencies for response. Ultimately, this surveillance solution will provide baseline capabilities and will have the ability to scale to include more sophisticated, complex functions based on law enforcement defined requirements. This subtask consists of the requirements to develOp an implementation roadmap Specifying initial operating capabilities (IOC) including tirneline for deployment and technical and Operational requirements, and a Concept of Operations (CON OPS). C. Task 3: Vendor will, at the direction of the GDEM, be the lead coordinator for the BSOC to organize, plan, prepare, and supervise operations in support of the goals and objectives for the Border Area of Operations. Additionally, the Vendor will focus the intelligence effort of the State of Texas in support of Border Security Operations Center. Subtask 3-.1 Vendor will support the operational cycle. for Operation Rio Grande by developing a Concept of Operations (CONOPS) to include a multi?phased operational plan that re?ects a varied scope and scale of effort during each phase. The vendor will also provide the State of Texas with Mission Preparation and Support to include mission support activities from the Border Security Operations Center and forward operational liaison support to plan, rehearse, conduct, and assess these regional operations. The State of Texas will conduct deliberate mission cycles to plan, rehearse, eiteclute, and assess interagency"Operations within the border area of operations. Subtask 3.2: Vendor will provide the National Guard, through the GDEM, with integrated operations support to develOp and evolve National Guard roles and missions as an integrated capability to support Operation Rio Grande. The Vendor 'will develop operational concepts necessary to integrate both air and ground National Guard forces and capabilities that are compatible with and compliment the Operation Rio Grande framework. 1Q Subtask 3.3: Vendor will develop a statewide Law Enforcement Augmentation Plan in support of Operation Rio Grande. The development of this program will include integration _of law enforcement capabilities as part of the mission support cycle for the border area of operations. This Law Enforcement Plan will include the planning for the deployment of state law enforcement capabilities throughout the State of Texas as part of an augmentation strategy, with focused activities aligned to State law enforcement core competencies- Finally, the State of exas Law Enforcement Plan will include a Border Mission Training Plan aligned 'to the Concept of Operations for employment; coordination procedures for operations; and Support and sustainment procedures and responsibilities for operations in the Border Area of Operations. Subtasl: 3.4: Vendor will oversee and coordinate preparation of weekly, and daily intelligence products, operational assessments, and Operational reports in the State of Texas Border Security Operations Center. PROGRESS REPORTS The Vendor shall provide a written progress report to the Project Officer (Gisela RyannBunger) by the 10th day of each month covering contract progress during the previous month. The report shall: 1) indicate the progress On each task, except for Task 1, in terms of the percentage of the project that is complete, and 2) Identify any issues that cause problems in meeting contract milestones, and 3) Indicate the actions being talren by the vendor to resolve the issues or actions recommended to to resolve issues. For Task 1, the vendor will report which members of its staff worked in facilities each day of the month and the number of hours each staff member work each day.
