SCOPE OF WORK: A. Continue to develop and refine the State of Texas Strategic Plan for Border Security to counter the threat of organized crime, terrorism, and the flow of contraband and human trafficking to ensure a secure border region. This strategic plan for the Texas Border region will outline processes, procedures and technologies to foster interagency cooperation between federal, state, and local levels resulting in focused operations to deter, disrupt, intercept, and apprehend criminals and their contraband. This strategy will lay the foundation for a multi~year phased program-that annually increases the concepts, practices,-technologies, procedures, and capabilities to deter criminai activities in the border region. . Continue to develop and implement an operational concept based program for Border Security Operations with multi-year spiral development to advance operational effectiveness to an adaptive threat and changing operational environment. . Continue to develop and implement operational and intelligence support and coordinating authority for Border Security Operations. Operational plans and intelligence support are to be established and implemented with the goal of ensuring the BSOC remains the centralized point for the State of Texas' commitment to border security. . Continue to develop and implement advanced operational capabilities and competencies for day/night air?ground border security operations. This includes developing and implementing a sustained phased program over multiple years to advance the State?s operational capabilities and competencies for day/night air and ground mobile border security operations. - . .Continue to develop plans, programs, and oversee implementation of the Texas plan that will result in communication, technologies, and database development and integration into an interoperable system to facilitate federal, state, local interagency operations. This plan will lay the foundation for the technologies in the Texas Border Security initiative (TBSI). Plan must sustain a multi-year phased plan that will provide programs to extend, cover gaps in radio coverage along the border region, in fixed and mobile situations. Plan must integrate technologies for mobile operations for law enforcement; integrate databases among interagenCy organizations operating in the border region. Plan development and implementation must be consistent with- the TSBI. . Provide sufficient personnel highly skilled and who have extensive experience in operations, training, inteliigence analysis, and planning, to provide on site staffing of the BSOC located at the Governor's Division of Emergency Management, Texas Department of Public Safety over multiple years. Staffing must have the ability to provide support to field operations and simultaneously provide support to technical tasks. BSOC manning must be sustained and the ability to surge additional personnel for operational support or crisis action is also a requirement. Task 1: Provide the State of Texas Governor?s Division of Emergency Management (GDEM) and its representative with a Program Status Report specific to the State of Texas Border Security Operations Center?s Management and Operations Task Order program elements. This report will include activities participated in by the Vendor staff and other events and issues directly or indirectly related to the State of Texas Border Security Operations Center. Subtask 1.1: Provide the GDEM and its representative with a Program Status Report specific to the State of Texas Border Security Operations Center task order program elements. This report will include activities participated in by the vendor staff and other events and issues directly or indirectly related to the State of Texas Border Security Operations Center. The report shall: a) indicate the progress on each task, except Tasks 5 and 10, in terms of the percentage of the project that is complete; b) identify any issues that may cause problems in meeting contract milestones; and, c) indicate the actions being taken by the vendor to resolve the issues or actions recommended to to resolve those issues. Additionally, the BSOC must provide the State with a coordinating focal point for planning and coordination of federal operations and capabilities. Subtask 5.1: Continue to oversee, coordinate and prepare weekly, and daily intelligence products, operational assessments, Operational reports, and other needed ad?hoc reports as they relate to Border Security Operations, in the State of Texas Border Security Operations Center. Integrate informational products from federal, state, and local agencies as well as from the private sector into support planning, decision-making, and operational support for border operations. . Task 6: Continue to develop and implement the operational concept that organizes, designs and establishes internal operating procedures for the Texas State Joint lnteiligence Centers (JIC). The Jle will provide intelligence information, analysis, and distribution of sensitive intelligence information as a timely actionable product. Additionaiiy, the Jle will be 'able to developadditional products to include vulnerability assessments, intelligence estimates, and early warning of impending threats. Subtask 6.1: Continue to refine and implement the Operational Concepts and Organizational designs and internal operating procedures to meet the goals and objectives established in Task 6 above for Border Jle. . Task 7: Continue to develop, refine, implement, and sustain a statewide?distributed Joint intelligence Support System. Subtask 7.1: Joint intelligence Support System (JISS) wili provide timely and actionable intelligence products and tools and collaborative intelligence planning support for state and local law enforcement agencies. This program will continue to leverage and incorporate existing intelligence capabilities (Livescan, Tdex, Texas Regional Resource Network and practices, and will develop the necessary improvements to support current and future operations. Intelligence products must be customized to the operational needs of the recipients and provide the necessary intelligence to detect, respond, and apprehend high-value targets. Subtask 7.2: Continue to develop, refine, and implement a statewide reporting process which will be incorporated into the JISS to provide timely and actionable intelligence reporting, information sharing, and collaborative inteliigence planning support throughout the state. 8800 Contract? Subtask 8.2: Develop plans for the implementation of the standard suite communications, automation, and databases for fixed communication and coordination centers and mobile capabilities to facilitate operations with special law enforcement operations. Task 9: Continue to oversee the design, integration, acquisition, and development of the concept of operations and implementation plan for the State?s web-based networked Border Surveillance Community Program to include sensor technology. Subtask 9.1: Oversee the implementation of the state selected technologies for the Web-based networked Border Surveiliance Community Program to include sensor technology. This will include best practices in order to fully exploit available technology and utilization as an intelligence gathering and analytical tool. Program will provide an additional solution to assist local law enforcement detect and deter criminal activity along the border region. Task 10: Provide BSOC leadership, planning, intelligence, and operational support staff for. sustained operations for the full cycle of the contract. BSOC staff group leaders will be subject matter experts inoperations, security and intelligence operations, plans, and training. On site staff will include a minimum of five operational planning experts, three intelligence staff experts; and two operational staff experts who can serve as the lead coordinating focal point for the BSOC and serve as the BSOC shift leader. Subtask 10.1: Develop plans for and implement BSOC staffing requirements. BSOC staffing must include one operational shift leader and one intelligence staff expert for a 12-hour shift from Monday through Friday and personnel availability for one on-call 8-hour daily shift on weekends and holidays. BSOC must have the capability to go to a 24 hour, 7 day a week manning to provide operations support when operations in the border region are underway or for crisis action. BSOC staffing will also include two level of effort operational planners during periods of increased border operations activity. Subtask 10.2: . BSOC staff will include a two person technicai element with subject matter expertise in information technology communications technology, information data systems and-tools, and technology integration for operational support. 3.
