SUBJECT: Emergency Contract Extension Request for Abrams Learning and information Systems, Inc. (ALIS) - Border Security Management and Operations - Texas Border Security Operations Center (BSOC) On April 1, 2010, the Border Security Operations Center (3800) personnel came under the direction and control of the Texas Ranger Division. Prior to this date, Intelligence Centers (JOIC) employ contract personnel from Abrams Learning and Information Systems (ALIS). The existing contract (P40501131 874050) will expire August 31, 2010. The 8800 function is vital to the safety of the citizens of Texas as well as law enforcement officers working along the Texas-Mexican Border. Aside from tracking, analyzing, and disseminating vital criminal intelligence resulting from the border. Moreover, the 8800 assists the Department and Ranger Division with ongoing uni?ed command missions such as Ranger recon missions and Border Star operations aiong the Texas-Mexico border. The current contract expires on August 31, 2010, and it is not foreseeable to open and negotiate a viable contract during this short time period. Services provided by these personnel are vital to the life, safety, and welfare of those citizens and law enforcement officers working and living along the Texas-Mexico border. Discontinuing this service to ongoing ?eld operations would have a severe impact upon the effectiveness of law enforcement working in this geographical region of the state.
