Statement of Work for Management and Operations exas Border Security Operations Center Emergency 405-1 1-00878 Amendment 1 Work required to sustain continuous Border Security Operations throughout the State of Texas and manage the Texas Border Security Operations Center (8800) from the date of execution by the last of the parties until 11:59:59 pm. Central Time on the day before the fourth month anniversary of the effective date of this Contract. The Contract may be cancelled with 30 days prior notice before the termination date if another contract is executed for all or part of these same deliverables, pursuant to another procurement process. Develop and refine border-wide security strategies and plans for seamless integration of interagency law enforcement border security operations within the State of Texas. 1. Develop border-wide strategies and plans to support and improve interagency effectiveness by facilitating unified efforts among local, county, state, federal, and tribal agencies participating in border security. a. The principal requirement for strategy advancement is to define and write the Texas Border Security Strategic Vision (Draft version only.) The Border Security Strategic Vision will incorporate steady?state and enhanced operations in transit corridors and urban areas. This task includes requirements to evaluate current strategies as part of simultaneous multi-sector Operations driven by information from the field and operational concepts, to sustain effective strategies, and to develop new strategies and requirements based on on-going analysis and assessments. b. Refine and update the Operation Border Star (OBS) Operations Order 2012- 2013. c. Support the development of a long range border security funding strategy which outlines potential funding sources, responsibilities, priorities, and requirements. 2. Provide the support to create Specialty (incident/Event Specific) Plans or Concept of Operations. a. Facilitate the update of the DPS cross border violence plan and sector annexes based on available capabilities and the evolving threat. b. Develop Plans for border related Mass Migration contingencies. 3. Develop plans in support of Texas Ranger operations. Develop Ranger Reconnaissance Team (RRT) Standard Operating Procedures (SOPs) to include boat operations. Facilitate after action reviews (MR3) and develop AAR reports following RRT operations. 4. Facilitate creation of the Border Operations Planning Group (BOPG) involving representatives from DPS Divisions and outside stakeholders. The process would include: stakeholder identification, charter creation, and training events for the BOPG. B. Facilitate DPS-level planning to counter border-related crime. 1. Develop a plan to expand operations to counter border-related crime beyond the border region. a. integrate long-term operational border strategies and plans with state- wide plans for securing transportation corridors. b. Integrate long-term operational border strategies and plans with state- wide plans icr urban areas to counter border?related crime. 2. Conduct special Research/deveIOp Functional Plans. Organize and facilitate planning for specific functional/regional challenges by interagency ?tiger teams." This product will consist of one plan or concept paper per quarter based on topics focused on significant or anticipated threats to the border region (as prioritized by the Rangers): lntracoastai Watenivay (Coastal Bend/Rio Grande Valley Southbound Operations, Kidnappings (RGV), Ultralight aircraft, Lake/Riverine Operations and Vehicle Recoveries, Railroad Operations, etc. 3. Assist in the development of a DPS policy document outlining roles, responsibilities, and authorities of Regional Commanders, DPS Divisions, and JOle with regard to countering crime and terrorism within the border region. C. Support public outreach efforts for border security operations to enhance the public awareness of border security programs and actions in place. 1. Develop a Border Security media/public information outreach strategy. 2. implement and support Web-based Border Security Outreach Programs through the continued expansion of the Border Security Community of interest Expand the user base outside of DPS to provide many partners access to the most current information. Accelerate the planned implementation of the initial start-up of the Community of interest by using the Homeland Security information Network as a host site. 3. Provide Public Communications support to DPS. Options may include public affairs strategy and plan, fact sheets, talking points, speeches, presentations, and testimony. 4. Provide conference support for Homeland Security Conference to include planning and implementation of the Border Security Track and presentations. D. Operate an interagency Border Security Operations Center (8800) with requisite staffing and procedures to: 1. Conduct analyses of on-going operations disseminate as required to Joint Operations and intelligence Centers (JOICs), state agencies, and State decision~ makers. Produce for Texas leadership and JOle the necessary reports, briefings, studies, and recommendations for action. Orient senior governmental leaders on border security issues. Facilitate the development of long-term and contingency plans for border security operations - coordinate development with .10le as required. Develop and implement curriculum for use by the Sector JOle on decision-support tools in support of operational planning to include the extensive use of border crime mapping tool. Develop, maintain, and improve as required a Texas Border Security information operation program for all interagency and authorized participants. Establish and maintain a single, secure web portal environment supporting research and information exchange to increase information sharing for the Border Security Community of Interest (001). Tasks include making available through the portal, reports, summaries, best practice documents, briefings, bulletins, operational plans, and other border security related documents that will be accessible to the border security community. This will provide a common understanding of the current situation in the border region and better information to support better decisions. Provide mission support to JOle and other command coordination nodes in State and selected Federal agencies. Conduct 24/7 operations for limited duration periods as directed to support requirements for law enforcement surge actions. 10. Facilitate JOIC analytical and planning capability to include organizational structures, 11. training plans, and support during the OPLAN execution through the integration of information operations that include analysis for action as required. Develop and conduct intelligence training to support the JOle' links with the Texas Fusion Center. Additional Unified Command members may attend the training. Support the JOICs and DPS Headquarters with additional training to support the change out of their Texas Military Forces and additional members of the Coming Home to Work (CHTW) Program. Plan and execute information operations to promote Texas Objectives on both sides of the border including an information operations strategy and mission-specific Information Operations (lO) plans. 12. Assist with development and execution of Directed Action Missions with the deployment of 8800 personnel to each sector annually. . Provide sufficient manpower to provide leadership, subject matter expertise, and quality assurance Iquality control in the areas of border security planning and operations, information operations, and requirements determination for integration of technical support for border security operations. Staff will be capable of providing simultaneous support to field operations and technical tasks for sustained and continuous multi-sector operations. Field operations staff support will also include the necessary manpower required to support and sustain the six JOle. Provide program management to coordinate periodic review and thereby ensure compliance with State directives and contractual agreements. F. Provide additional staff augmentation as levels of effort increase due to expansion of planning and operational oversight requirements. Augmentation will provide the flexibility needed to allow for operational support or crisis response requirements. Authorized staff augmentation will provide the 3800 with the ability to develop. implement, and manage new and sustained plans and programs, systems, or capabilities being considered for acquisition or implementation. All additional staff augmentation will require prior approval by the Texas Rangers. G. Provide support and advice for the design, development, integration, limited support, and acquisition of candidate technical systems to enable law enforcement agencies with the appropriate tools to meet State border security operational requirements. Support will include identifying and reviewing candidate technical capabilities to improve border security effectiveness and efficiency. Support should also include assessments of best rapid fielding using Government off-the-shelf software (GOTS) and Commercial off-the- shelf (COTS) candidates to address urgently required capabilities. Provide support to existing technologies. Conceptualize a Sensor Master Plan for the Border Region. Gather and process operational requirements for a border crime mapping tool in support of LEAs. ll. Specific services to be provided: A. Task 1: Provide the State of Texas Rangers or its representative with a Program Status Report. Subtask 1.1: Provide the Texas Rangers or their representative with a Program Status Report specific to the State of Texas Border Security Operations Center task order program elements. This report will include activities participated in by the vendor staff and other events and issues directly or indirectly related to the State of Texas Border Security Operations Center. The report shall: 1) indicate the progress on each task, except Tasks t, 5 and 6, in terms of the percentage of the project that is complete; 2) identify any issues that may cause problems in meeting contract milestones; 3) Indicate the actions being taken by the vendor to resolve the issues or recommend actions to be taken for facilitated by Texas Rangers to resolve those issues. For Tasks 5 and 6 the vendor will report which members of its staff worked in the Rangers facilities each day of the month'and the number of hours each staff member worked each day. The Project Management labor is captured inside the subtasks as it is performed. B. Task 2: Develop and refine DPS Agency Strategic Plans and Border-wide Security Plans and implement the Texas Border Strategic Vision (Draft version only) and supporting operations orders, contingency plans, and strategies. Subtask 3.1: Develop and document Ranger Plans and Standard Operating Procedures (SOPs) for Ranger Reconnaissance Team (RRT) field operations. Subtask 3.2: Conduct Special research and develop functional plans or concepts as requested. Areas of interest may include: 1. intra-coastal Waterway (Coastal Bend Grande Valley (RGVD 2. Southbound Operations Kidnappings (RGV) :5 9? Ultra~light aircraft 5. Lake operations 6. Riverine operations and vehicle recoveries 7. Railroad operations Subtask 3.3: Facilitate development of a DPS policy document outlining roles, responsibilities, and authorities of Regional Commanders, Ranger Captains, DPS Divisions, and with regard to countering crime and terrorism in the border region. Subtask 3.4: Assist each Unified Command with the creation, updating, and management of the integrated, prioritized list of reconnaissance targets and associated data for over-flight by the local reconnaissance assets. Targets and priorities are derived from the recommendations from the Unified Commands, Texas Fusion Centers, and JOle. Each of these prioritized target list will be integrated into a single list for all state and locally nominated target list and be made available for flight operations. . Task 4: Support public outreach efforts for border security operations. r?l?ubtask 4.1: Develop a Border Security media/public information outreach strategy i ciuding themes and messages targeted to provide public information and build support Er border security. This effort will expand and integrate public communications support DPS by providing items such as: a public affairs strategy and plan, fact sheets, talking points, speeches, presentations, and testimony. Subtask 4.2: Continue the development and support of Web-based Border Security Outreach Programs through the continued expansion and adaption of the Border Security and facilitate establishment of information on new DPS portal records management software. Expand the user base. Accelerate the planned implementation of the initial start-up of the Community of interest by using the Homeland Security information Network as a host site. Subtask 4.3: Provide support for the State Homeland Security Conference to include planning and implementation of the Border Security Track and presentations. . Task 5: Operate a mum?discipline interagency 8800 with the requisite staffing and processes to produce the necessary briefings, studies, reports, analyses, plans, and decision support tools for Texas leadership. Information operations will orient the Border Security Campaign plan across the full?spectrum of disciplines necessary to bring the plan to fruition. BSOC will maintain the capability to surge for 24/7 information operations for limited periods as required. Task 5.1: Provide leadership; facilitate operations planning and execution; facilitate information operations management; provide program management and oversight; provide technical requirements determination support for continuous and sustained operations throughout the contract term. The BSOC staff will consist of subject matter experts in operations, information operations, plans, quality assurance quality control, and technical integration. On-site staff will develop strategies and plans for seamless interagency border security operations - to include contingencies as required. Coordinate operations, exercises, and other readiness activities. Develop standard interagency operating procedures. Facilitate the implementation of interagency Unified Command procedures and codification of ?best practices.? The operations staff within the BSOC will serve as the focal point for 8800 operations and coordinate cross-sector operations as required. Vendor will provide staffing support for on-site BSOC subject matter experts in functional areas that inciude operations, technical support, and plans and preparedness. The potential requirement to provide additional staff augmentation is identified below. Subtask 5.1.1: The vendor will provide the BSOC with leadership and staff support for continuous and sustained operations for the full term of the contract in the following functional areas: operations, technology support, and plans and preparedness support. BSOC staffing will include one operational shift leader to provide coverage for an 8-hour shift from Monday through Friday. Subtask 5.1.2: Subject to prior approval and funding by the Assistant Director, Texas Rangers or his authorized representative, provide staff augmentation in order to provide a robust and flexible BSOC capability to support Border Security Operations all-hazard all-state emergency reSponse operations and information management support. This augmentation will provide the additional personnel for direct support of ongoing operations and crisis response. Augmentation support will provide the BSOC with the capability to develop and implement new plans and programs while supporting continuous border security operations. Support will include plans and programs for border contingencies or emergency operations. Augmentation requirements will be coordinated and integrated with the information operations support to assist decision- making procedures and the development and coordination of additional products and services as required. Through augmentation the BSOC staff will be able to customize products and services to meet client needs and provide the necessary information to assist the on-going operations or emergency management decision-making process. Subtask 5.2: The BSOC will develop, execute, and refine as needed a comprehensive plan for conducting effective information operations to include operational analysis to identify vulnerabilities, risk, and means to mitigate risks associated with border security. Prepare daily, weekly, and reports on operational trends, data, and special focus areas. Prepare plans for the conduct of unified information Operations to provide the basis by which the BSOC and JOICs obtain, store, analyze, exchange, and report information within and among Unified Commands as required. Ensure the information operations plan further defines analytical and planning capabilities and requirements to produce effective information products within the BSOC and JOle and thereby establish procedures for supporting continuous operations within and among all border sectors. The BSOC will support the development of needed information products as required by Texas Rangers. The 8800 will discipline the information operations process by serving as the State information operations ?net control" station for border security operations information and data exchange. Subtask 5.3: Support sector directed action operations to include plans operations and assistance with coordination of logistical support. Subtask 5.4: Provide RRT direct support in the areas of: logistics, training, coordination, and command post operations. This sub?task has been approved for execution and funding for this task is made available from rte-prioritizing existing task and reallocating funds already made available under this contract. Subtask 5.5: The 8800 will provide training and support to enable the development of operational understanding and use of the border crime mapping tool in analysis and crime mapping; JOIC reporting; JOIC data entry; improvement of JOIC analytical capabilities. Develop curriculum, provide training for advanced intelligence products and integrate JOIC analyses to provide comprehensive understanding of evolving border security environments. This will include continued use, development, and enhancement of the border crime mapping tool. . Task 6: Provide JOICs with on-site support staff to assist JOIC Coordinators with the capability to meet planning, operations, and reporting requirements. Vendor provided staff support for JOle will include JOlC-based Border Liaison Officers (BLOs) to support field operations. The potential requirement to provide additional staff augmentation is identified below. Subtask 6.1: On-site staff will include Border Liaison Officers (BLOs) physically located within each of the designated JOle. The normal JOIC staffing will include one BLO for duty, eight hours a day, five days a week, excluding holidays. In addition, BLOs will be made available on a limited on-call basis for emergency crisis operations during non- duty hours. Subtask 6.2: Subject to prior approval and funding by the Assistant Director, Texas Rangers or his authorized representative, provide additional staff augmentation in order to provide a robust JOIC support capability for all sector field operations for continuous operations and information management. This augmentation may be required for operational support or crisis response. Prepare to augment JOIC BLO coverage and thereby extend their operations as directed by the Texas Rangers. Prepare augmentees to be available on an on-call basis during non-duty hours. . Task 7: All IT related acquisitions will be conducted in conjunction with and under the supervision of the Information Technology Division. All efforts to develop prototypical software appiications for use in border security operations will be conducted in with full knowledge and coordination with the Information Technology Division. Provide technical support and advice to the State Program Manager or Management Team for the design, integration, acquisition, and development of the concept of operations and implementation plan for technical support for the State?s border security operations. Of paramount importance is the requirement to consider techniques and technologies that will enhance Border Security Operating Systems that Ill. lV. include requirements for reliable and robust means to provide the following capabilities: reliable, interoperable, and secure communications; detection of criminal activity or the intent to conduct criminal acts; rapid assessments and decisions for action; rapid placement of the right law enforcement capabilities, at the right place, at the right time; non-lethal engagement systems to interdict and deny criminal actions. Subtask 7.1: Identify and review candidate capabilities to improve border security effectiveness and efficiency. Candidate capabilities will consider cross?cutting, multi- disciplinary solutions to address and resolve operational gaps in border security. Subtask 7.2: Facilitated acceptance of technical concepts for rapid fielding to address urgently required capabilities for border security using government-off?the?shelf (GOTS) and commercial-off-the-shelf (COTS). These concepts will include best practices in order to fully exploit available technologies. Priorities for Border Security Operating Systems capabilities deveiopment will include the following: Detection seek to improve law enforcement capabilities to detect border-related criminal activities; Communication seek to improve interoperable, interagency communications systems used by law enforcement agents in the air, on the ground, and in the water; Assess] Decide - seek to improve rapid assessment and decision by law enforcement agencies employed in interagency border security operations; lnterdict seek to improve the ability of law enforcement agencies to rapidly place decisive capabilities at right places and times. Subtask 7.3: When directed and funded, establish and develop program management support plans for technologies to support Border Security including, but not limited to, fingerprint reader, license plate reader, autonomous surveillance device (wildlife cameras) and other potential camera surveillance systems/technologies, interoperable communications, and other appropriate technical programs as defined. Subtask 7.4: Provide maintenance, logistics, and technical training support for on-going technology programs. Subtask 7.5: Develop the border wide sensor integration plan. This plan will assist the State of Texas coordinate the investment and deployment of long, medium, and short range thermal and electro-optical sensor systems. Milestones and deliverables: A. The implementation date for this contract shall be the date of the last signature on the contract. 8. The table in Figure A (at the end of this SOW) identifies the delivery dates for each deliverable within this statement of work. Texas Rangers will review each deliverable and identify any required changes within 7 days, which the vendor will incorporate into the final deliverable within an additional 7 days. Other terms and conditions: Copies of all written deliverables developed by the vendor to fulfill the tasks outlined above will be provided to Texas Rangers, preferably as MS Office documents. Those materials will be provided on a clearly labeled CD. Charges: A. For the purposes of this Statement of Work, ?Charges? shall mean all labor and material costs as described in Section II of the Statement of Work. Texas Rangers? payment obligation for charges shall begin on the contract effective date. Vendor will invoice Texas Rangers for work performed under this Statement of Work upon completion of the deliverables/work specified in the Statement of Work and accepted by Texas Rangers. Travel expenses incurred by the vendor and billable under this contract in order to furnish the deliverables shall be pre-approved by the ALIS Project Manager and shall be reimbursed at the State rates current at the time of travel. State rates are published on the website of the Texas Comptroller located at All pre-approved travel expenses should be invoiced weekly. Pre-approved travel expenses will be reimbursed if they are invoiced within 30 days from the expense date. Expenses though pre-approved will not be reimbursed if they are not invoiced by the 45th day (15 day grace period) after the expense date.
