The Fire Department required in my email to you on January 16, 2015 and verbally told both you and Joe Harrison that an engineer is required to certify that the LP gas system was designed, installed and inspected in accordance with the 2012 International Fire Code (IFC) and NFPA 58. Please refer to that email sent on January 16th for full clarification. The engineer's certification document was to be completed by a PE in the State of Washington and stamped/signed by that engineer. The latest submittal emailed yesterday does not meet the requirements since it does not clearly validate the design, installation and testing of the LP gas system conforms to the 2012 IFC and NFPA 58 (2011 edition). This exact wording must be in the certification document. This was again verbally conveyed to Joe Harrison last Friday afternoon. First attachment is as follows:  The final report from Snyder Gas Consulting LLC regarding the recent pressure testing of the 2 lines. Both lines passed with no issues.  Snyder’s documents of the testing of the 2 lines.  Documents regarding certification of Snyder’s gauges used in the test. The Second attachment is the engineer’s report from Hydrometrics, the engineer onsite during the original installation, along with copies of his daily reports and photo documentation. The Third attachment is the gas consultant, James Snyder’s list of items that we are doing to ensure compliance of our gas lines and propane tank with the IFC and NFPA 58 regulations. I also want to note that James Snyder is performing his SNIFF test tomorrow Wednesday. We will send results immediately along with a progress report on the items noted in the IFC/NFPA 58 list, most of which will be also completed tomorrow. Ruston Documents from emails Page 1 It is my understanding that the Tacoma Fire Dept. will be at Copperline Condo West tomorrow at 8AM to complete their final inspection. I believe all other departments have signed off, with the exception of Charla/Land Use, who is waiting for David’s nod to go out to the site, and then for JT/Building Inspector to give the overall sign-off. Bart Jones is calling in for these inspections for Thursday morning. Our immediate goal is a level one TCO. We have two owners in particular who are hoping and counting on a Friday move-in. We will have unhappy customers and be putting them up in a hotel otherwise. We then will be looking for TCOs on subsequent levels 2 thru 4 approximately every 10 days or so following this initial TCO. This is a well-built building, a great project, and it is served by a very safe and typical propane gas line that feeds the fully permitted and inspected propane gas lines installed to each unit. This is the same system the TFD/City of Tacoma signed-off on for occupancy of 2B-East. We hope you will treat this side of the building in the same manner. We are asking for a TCO and understand it has to be a final CO within an agreed amount of time. Any lingering issues and needs can be addressed during this TCO period, which as we know is why the TCO concept is there; so as to allow time to complete any remaining punch list items and resolve the final non-life/safety related issues, while allowing the owners use of their substantial investments.
