The device is designed to communicate with authority and exceptionally high clarity. What makes the LRAD unique is its ability to transmit a message with exceptional voice clarity in a highly directional beam over 600 yards away, even with significant ambient noise, for example a large crowd or assembly, or for dispersal of such events. The LRAD also has an added functionality for Search and Rescue, Emergency Management and in circumstances where a large scale public address is required for notifications, evacuations and searches for missing persons. The LRAD may be used for tactical communications. Deployment of the LRAD The primary use of the LRAD within the PD will be for the following: Crowd Control Operations Search Warrant/Arrest Warrant Execution Large Scale Evacuations If a request is made to deploy this device for the purpose of crowd control operations, the decision to deploy and operate the LRAD will rest with the Incident Commander or designee. Operation of the LRAD The operation of the LRAD 100X will only be done by officers trained in its use. The LRAD has the capability to emit acoustic sound pressure levels in excess of accepted OSHA noise hazard levels. This function is called the ‘Alert function’ and is designed to alert crowds and demand attention. The volume is controlled by the operator. It is clearly marked on the device and its use, according to the manufacturers’ guidelines is to be no more than a 2-5 second burst. Hearing protection will be required for operators of the device. Qualified personnel must ensure the area in front of the device is clear for 10 yards prior to activating the alert tone function. Use of the device at other than the highest levels is dependent on the level used (Yellow = 1 yard separation, Red = 10 yards separation). Under no circumstances should anyone be directly in front of the device when it is broadcasting. 1 It is suggested that the alert tone be used to gather the attention of the crowd, then paused, then direct any communication to the crowd and wait a reasonable period of time for them to respond and/or officers to move the line. Do not operate the LRAD while the formation is directly in front of the device or the formation is actively directing the crowd (i.e. do not conflict orders from the line personnel with those from the LRAD). Repeat the sequence of (alert tone, pause, give direct commands, wait for response) as needed to move the crowd. Operator Will have completed the prescribed training Wear prescribed safety equipment If using the ALERT function ensure its use is no more than 2 – 5 seconds Follow the operational guidelines of the LRAD at all times When issuing verbal direction be specific and professional in regards to requested action When used make specific notations to the Incident Commander/Dispatch Upon completion of use, clean and store the equipment in the prescribed manner Incident Commander or designee Will ensure that only trained personnel operate the equipment Monitor the situations in which the LRAD is deployed If the LRAD is used, ensure that its use and the operators of the equipment are noted on the After Action Report Upon completion of use ensure the proper storage of the LRAD 2
