They are a private company providing publicly accessible transit services that are not wheelchair accessible (https://app.leaptransit.com/faq#handicapped). It appears that the vehicles used by Leap are not new, but in the process of renovating them to their specifications, Leap removed features that made the buses previously wheelchair accessible, such as the front door ramp, and wheelchair securement areas within the vehicle. A photo of one of Leap's vehicles can be seen in this article (http://money.cnn.com/2015/03/23/technology/luxury-bus-startupleap/), and their buses appear to be of the same model as this Los Angeles bus that is wheelchair accessible. (https://c2.staticflickr.com/8/7182/6894934400_227d0aa757_b.jpg) Despite the fact that Leap is providing a brand new publicly accessible service, and that it acquired wheelchair accessible buses, Leap has chosen not to provide wheelchair accessible transit service by appearing to remove accessible features from its vehicles, and not using vehicles that are wheelchair accessible. On a side note, Leap Transit claims that it "does not provide transportation services" and that it is "not a transportation carrier" (https://app.leaptransit.com/webterms). In practice, however, it appears to its customers that it is a transportation service provider.
