Justi?cation for these additional positions follows: Transport Coordinator/DOT Compliance Manager (TC). During phase in for Contractor Detention Facility New York City (Varick), determined that a dedicated manager is required to ensure compliance with US Department of Transportation and State Department of Transportation regulations regarding both drivers and vehicles. Both DOT entities require extensive reporting of driver records and vehicle maintenance histories. Our proposed TC, will be responsible for managing both emergent and periodic required maintenance, monitoring driver performance, conducting 100% annual urinalysis testing, driver testing, The TC will also track all billable transport miles for invoice purposes, ensuring the ?administrative? miles for fueling and maintenance are E: billed to the government. The TC will also train drivers on vehicle operation and ensure all permits and licenses are kept current. Transport Shift Supervisors (TSS). A supervisor is required each shift to monitor transport operations and provide guidance to drivers in the ?eld as necessary. This position is commensurate with a law enforcement ?dispatcher? position, and will have the additional duty of inspecting each vehicle prior to and after all transport runs, fueling the vehicle as necessary and verifying all required equipment is onboard prior to transport. The TSS will observe and supervise the loading and unloading of detainees as well, ensuring all required paperwork is present. Project Manager Administrative Clerk. This individual assists the Project Manager with administrative matters such as correspondence tracking, ?ling, time keeping veri?cation, attendance tracking, and disciplinary actions data base maintenance. Human Resources Manager (HRM). ASSET created the local Human Resources Manager position to meet the demands for staf?ng over 430 positions; this tasking will increase to more than 550 positions under the new contract. The HRM is responsible for recruiting, conducting employment seminars at four regional Texas Workforce Commission of?ces, assisting applicants with the application process, monitoring e-Qip initiation and applicant actions to complete this process. Staf?ng this contract to required FT E?s is critical to performing operations within budget and without over-taxing the staff through excessive overtime. A full time HRM is necessary to ensure optimal staf?ng. Due to the employment seminars, this function cannot be conducted remotely. We conduct seminars in Harlingen, Los Fresnos, Brownsville and McCallen, Texas, as over 90% of employees live in this geographic region. Detention Center Volume It Performance Work Statement Detention Services generates about 15 25 applicants, and the HRM provides them an overview of the application process, job requirements, pay and bene?ts, and federal career opportunities available to experienced detention of?cers. Human Resources Clerks (HRC). We are proposing two HR Clerks to assist the HR Manager with recruiting and staf?ng; in addition this position will be responsible for ensuring several contract requirements are monitored, including annual TB tests, Code of Conduct acknowledgements, and personnel records maintenance. These individuals will also track e?Qip responses by applicants by calling applicants twice during their 10 day initiation timeframe to ensure they are not rejected due to lack of response. Through our experience, we have learned that, due to the 45?90 days (or more) required for clearances, that personal contact is necessary to verify continuing interest in the position. The HRCs will be responsible for informing the ICE security department, via the COTR, of any applicant who withdraws from the application process I to enable ICE security to cancel their investigation. Schedulers. We implemented a schedules of?cer position in 2005 when the staff increases ?rst took effect. The Schedules Of?cer is responsible for posting weekly schedules and for all changes that occur during the week. This of?cer is available 24/7 to the Shift Commanders to advise them of of?cers with available hours in the event of call offs; he is also responsible for ensuring of?cers with appropriate clearances are placed on posts requiring Level II access, and for ensuring that ICE-designated critical posts are staffed with COTR-approved of?cers. In addition, the Schedules Of?cer conducts the CBA-required annual schedule bid Where all of?cers select their shifts, days off, and vacation slots. With the addition of the transport services to the scheduler?s duties, we propose to add a second scheduler position. Safety Environmental Manager. Due to the high incidence of injuries related to detainee con?icts, and the severe environmental working conditions at PIDC, we have proposed a Safety Environmental Manager to team with ICE counterparts to enhance personnel safety and health. The SEM will provide safety related training during training sessions with special emphasis on the handling of hazardous materials and preventive techniques to avoid exposure to blood borne pathogens. In addition, the mission will be to inspect food service operations for sanitation on a daily basis, providing our food services manager with oversight in this critical area. The SEM will also be responsible for maintaining the OSH-300 injury reportng log; and for compiling statistical reports. Quality Control Of?cers. We have added a second QA position due to the 10 performance categories and 79 performance elements that must be inspected each two months. Any and all non-participants in the work stoppage will be provided with 12 hour schedules up to 60 hours per week until the work stoppage ends. We will secure all less critical posts, such as additional escorts, rovers, and secondary POD of?cers, subject to ICE approval. We will utilize remaining escorts and rovers to provide ?relief? for lunch/IO-IOO breaks. Only essential services will be provided, and a facility lockdown may be ordered, subject to ICE approval. Detainee traffic will be coordinated in such a manner as to provide a ratio of at least 10 detainees to escort. We will also provide staff from Buffalo Federal Detention Center, Batavia, NY and Varick Federal Detention Facility, New York City on an emergency basis; the shifts at these facilities will be modified to 12 hours. Transport Of?cers report to the Shift Transport Supervisor; duties include: Duties Providing overall security and remaining with and guarding detainee(s) until given further instructions by the Transport Coordinator (TC) or Shift Commander (SC). Ensuring weapons and ammunition are safeguarded at all times. Escorting detainee to/ from inbound/outbound ?ights and arrival/departure gates at the designated location speci?ed by the TC or higher authority. Guarding detainee(s) constantly, with a minimum of public contact, during the time prior to boarding the aircraft. Ascertaining that there are no unobservable exits that might allow the detainee to escape. Remaining at the gate until the carrier gate attendant verbally veri?es the aircraft departure. Verifying the detainee?s departure in writing to the TC. Remaining at the gate until the arriving alien has been taken into custody, unless the flight has been canceled or the TC has given veri?cation that other arrangements have been made. We will conduct pro-Entry on Duty background checks including police, driver?s record, credit reports, previous employment and personal references. We use USIS to conduct our pre-employment screening; this company?s expertise helps us to ensure that only the most quali?ed applicants move forward in the hiring process. Our disciplinary system is a graduated approach to achieving desired behavior and performance. The following forms are utilized in our disciplinary process: Employee Title Purpose File Administrative File Note File notes are submitted by Supervisors to document Section 3 minor infractions of company policies, they are also submitted to document performance excellence. Record of Counseling Records of Counseling are submitted to document Section 3 sub-standard performance of duties for which verbal counseling is performed. Training Program We have developed a highly effective training program during its tenure on the predecessor contract. We have done so by working closely with our ICE counterparts to identify training requirements that re?ect the ?real world? of detention operations. During the past 18 months, due to the sudden in?ux of Level detainees, We have revamped our training program to provide more emphasis on detainee/housing unit management in an increased threat environment. We developed post scenario training and an effective ?of?cer presence? training course speci?cally tailored to handling aggressive detainees. When con?icts between detainees arise, our of?cers are equipped with the tools to quickly resolve issues and restore order. In July 2001, at the onset of a bridge contract, ASSET quickly realized that the most signi?cant de?ciency contributing to poor guard force performance was the training program. Training was conducted sporadically and went undocumented for both administration and attendance. ASSET developed a detailed training manual and established training plans and schedules to ensure contract requirements were met. In September 2002, ASSET was awarded the competitive contract for PIDC. The new contract signi?cantly expanded the training requirements, and ASSET quickly and ef?ciently revamped its ?bridge contract? training program to meet the new training requirements. Training was expanded to 134 hours of pre-Entry?on-Duty Training coupled with 8 hours of refresher training. To meet the challenge, ASSET provided a ?rst-ever full time training of?cer, and as the staff increased in the ?nal 2?/2 years of contract service, added two additional full time training officers. The ?classrooms? at PIDC are constantly in use, as ASSET provides 54 hours of Basic Training, 40 hours additional training, and 40 hours of OJT prior to entry on duty. in addition, all newly hired individuals attend 40 hours of ICE-provided ACA training. ASSET also developed Personnel Quali?cation Standards (PQS) (training checklists) for each post at PIDC. These checklists are used during on-the-job training to document a newly hired of?cer?s progress in mastering the various tasks involved in standing a particular post. We will build on the lessons learned and successes of contract at PIDC to ensure a smooth transition and high quality performance. To test training effectiveness, our Quality Control Monitor (QCM) conducts post checks on a daily basis speci?cally to verbally test post of?cers on their knowledge of their post, as well as to observe the of?cers as the conduct their post business. Our QCM then documents the visit and provides a written report to the Project Manager, Shift Commanders and our Training Department. Shift Commanders take immediate action to rectify any performance issues, and our training department analyzes the ?ndings to determine if additional or remedial training is required for either the individual or the entire force. Our shift supervisors are also required to conduct post checks each shift and their ?ndings are also delivered to the training department for analysis. This integrated approach to utilizing quality assurance, supervision and ?observed performance? has resulted in a training program that enhances of?cer performance. In our continued partnership with ICE at PIDC, we will also channel any performance concerns noted by ICE of?cials to our training department for incorporation into training. In addition, if procedures are modi?ed by ICE, we pass this information at daily muster on all shifts to keep our of?cers up to date. We also utilize such tools as ?Management by Walking Around? (MBWA), more effective and increased searches, intel gathering, disturbance training, and staff responsiveness. 0 Our training program also places an emphasis on Management By Walking Around increased and more effective searches, disturbance control training, and the importance of staff responsiveness. 0 All management staff is trained in the management approach of MBWA. It is our philosophy that management cannot manage a facility by sitting behind a desk, and when management is visible to staff and detainees, problems can be identi?ed and quickly resolved. 0 We train all staff to be highly skilled in searching for contraband. It is our philosophy that frequent and skilled searches greatly reduce hard and soft contraband and create a safer facility. 0 We train all staff to be skilled in the art of collecting intelligence information from the detainee population. Staff is also trained in recognizing gang symbols or signs, such as tattoo identi?cation and hand signals. 0 We train all staff to be highly responsive to the detainee population and to treat the detainee population with dignity and respect. Through this approach, the detainee population is much easier to manage and the stress level in the facility is greatly reduced. When staff is respectful and detainees feel they can maintain their dignity even while incarcerated, detainees are also more comfortable in approaching staff and advising staff of concerns or tensions among the detainee population. Through these and other management practices, we are quite literally always in a training mode. H. Meetings. The Project Manager and the Assistant Project Manager will attend all facility meetings and provide input as requested by the COTR and Chief of Detention. Through participation in these meetings, teamwork between and ICE will be fostered through enhanced communications. Information disclosed in meetings will only be further disclosed to staff if authorized by the COTR. Over the past 7 years, our project management staff has offered numerous suggestions to enhance operational ef?ciency and performance effectiveness, most of these being adopted by ICE. I. Housing, Health and Medical Care, and Transportation (1) Detention Site Standards. Management, supervisory and detention staff will be responsible for ensuring the provision of a clean, vermin/pest free, and sanitary living conditions for the detainee population. Per their post orders, detention of?cers will cause detainees to conduct routine cleanup of their personal areas and supervise work details in general cleaning of the facility. Evidence of pest infestation will be reported to the appropriate government contractor for eradication. Waste will be disposed of according to current facility policies. Our staff will distribute government provided linens, blankets and uniforms per a set exchange schedule, per standards and facility policy. Frequent inspections (no less than once per shift) will be conducted of each housing unit to ensure living standards are met, and random inspections will be conducted by our Quality Control Monitors. These inspections will be documented in the unit log book and by a ?post chec form. We will ensure, through strict enforcement, that fire exits are unimpeded through constant surveillance by the Core Of?cer. Our of?cers will also process detainee personal supply replenishment requests, ensuring that requests are relayed from the unit to rover of?cers for delivery to central supply area. Orders will be delivered to the unit by the unit rover. Roving patrols, gate of?cers and escorts will be instructed to monitor all detainee movement outside of the housing units, and to inspect perimeter fences, windows, doors and all incoming/outgoing vehicles for potential as a means of escape. Any locking devices, broken windows, fence impairments, etc., will be reported to the COTR, Chief of Detention and maintenance department via maintenance request form. II Performance Work Statement Detention Services We understand that ICE staff will routinely inspect the facility for compliance with standards for housing and that we will be tasked to provide a plan of action to correct any de?ciencies noted. Sanitation. Sanitation is critical to maintaining detainee and staff health. All dining areas in the housing units will be cleaned after meals and detainees will not be allowed to keep unsealed food or snacks in their personal areas. Restrooms and shower areas will be kept clean and free from debris, and any defective urinal, commode or other possible source of contaminants will be reported to the maintenance department for correction. Follow-up reports will be submitted on a daily basis until correction is affected. We believe that maintaining high levels of sanitation also enhances the effectiveness of security and creates a better atmosphere for the detainees as well as the staff. When a facility maintains high sanitation standards, contraband is harder to conceal, and staff can quickly identify if something is out of place or if something has been tampered with. Strict sanitation standards and sound detainee property control also reduces the amount of time spent on searches and allows for a more effective search. It Will be our policy, subject to ICE approval, to ensure the following: 0 That staff and detainees are provided with a clean, sanitary working/living environment consistent with all applicable codes and standards. 0 At a minimum, the facility is cleaned three times daily, utilizing detainees and contract cleaners contracted by ICE. 0 Detention of?cers ?le reports of any unsanitary or hazardous condition noted three times daily. 0 That Detention of?cers supervise and instruct detainees to clean their dormitories daily, ensuring beds are made and immediate area is kept clean. Detainee beds must be made to facility standards and property must be neatly stored in the space provided. 0 That Supervisors inspect dormitories each shift, including regular and unscheduled visits. 0 The following cleaning routine is observed: 0 Overheads are cleaned Floors are swept and mopped using approved cleaning solutions; that all such material is accounted for with each issue/return. We understand that our role in providing for the health and medical care of detainees is to report their requests for non-emergency medical care on a daily basis through sick call requests. For emergency medical care, our housing unit of?cers will immediately call a ?Code 2? (Medical Assistance Needed) and render CPR or ?rst aid to the detainee until medical staff arrive. Through training, close supervision, and incident reviews, we will ensure and facility policies are observed. We will also provide detention of?cers to medical areas (and outside hospitals/clinics) by providing ?xed posts as follows: Medical 1 Control Medical Rover Desk Clinical Sick Hall T.B. We work closely with to educate our of?cers and give them the tools for suicide prevention. First Aid kits will be kept replenished through daily inspection by housing unit of?cers and other post of?cers at which a ?rst aid kit is placed by We will document First Aid Kit Inspections on an inventory forms maintained in ?rst aid kit. (3) Medical Services. No request for medical service will be ignored by our staff, and we will follow-up on requests by passing down any medical service request that has not been responded to from shift to shift. Our Shift Commander will be noti?ed of any such pass downs and will inquire with as to the status of responding to the service request. (4) Armed Transport Services. ASSET, as subcontractor, will provide highly skilled, licensed, and armed of?cers to the U. S. Immigration and Customs Enforcement (ICE). We fully understand our contractual duty to provide federal detainee transfers in a safe and expeditious manner. Our joint transportation mission with ICE is threefold: To provide expedited removal of aliens not lawfully admitted to the to keep criminal and fugitive detainees out of society; and, to provide detention services for detainees in removal proceedings. ASSET will comply with ICE Detention Standards and ACA policies to ensure detainees are provided professional, compassionate, safe, and humane treatment at all levels of the transfer process. We are aware that since 2005, ICE and law enforcement efforts combined to show a 16.5 percent increase in the number of alien removals. There were 276,912 aliens removed in 2007, which speaks highly of stepped up efforts by all areas of enforcement. AS extensive management experience in operating three existing detention centers has provided success in all areas of performance; adding the transportation function to existing services is a natural progression of responsibility, and we are poised and ready for this challenge. We accomplished transportation start-up operations in one of the nation?s most complex and highly regulated areas of the country at the Varick Federal Detention Facility in New York City. ASSET is a highly experienced detention facilities contractor, with more than 12 years of ICE detention contract performance. We have proven integrity and accountability, and we have earned our reputation as a ?can do? contractor through successful contract performance. We strive for excellence and are the best at what we do and a role model for others to emulate. Upon receipt of written request by the Attorney General, court orders, or at the request of law enforcement and/or ICE, ASSET will transfer detainees from local, county, state, or federal facilities. This will be done in accordance with the ICE Institutional Removal Program/Criminal Alien Program Our staff will also provide detainee transport to and from federal buildings for court ordered proceedings. A detainee convicted of a criminal offense who has served his/her sentence is remanded back to the detention center to await ?nal deportation orders. The ?nal step of the extradition process is to provide transportation to surrounding airports for deportation. Before any vehicle can leave the facility for a scheduled run, of?cers must ?rst perform a vehicle safety inspection. They must follow pre-departure; en-route and post return safety procedures. Drivers must follow all operation policies, ICE Standards, and mandated hours of service. In addition to inspection reports, drivers will also complete driver logs, trip logs and daily reports. Our officers conduct pre-departure security checks for all detainees to be transported. They control movement to and loading of vehicles. Detainee counts and identi?cation procedures are strictly followed by all transport of?cers. Vehicle seating for detainees is dictated by ICE Standards. Detailed procedures for of?cer performance are strictly enforced. Management closely supervises scheduling of detainee transports, security measures, and of?cer conduct. Every detail is methodically planned in advance to ensure the safety of the detainees, our of?cers and the general public safety. Each vehicle will be equipped with a cell phone and CB radio for emergency communications. as well as a GPS unit. - Upon delivery of detainees, appropriate delivery forms will be executed (1-216). 0 Cage doors will be kept locked whenever detainees are onboard a vehicle. Keys will be periodically tested for each lock on each vehicle. 0 Upon debarkation from the vehicle, transport of?cers will keep detainees under constant surveillance to prevent external contacts and the introduction of contraband. 0 An appropriate number of transport of?cers (minimum of two) will be assigned to each transport. The second of?cer will maintain constant surveillance of detainees during transport. Vehicles will be kept clean and sanitary. Of?cers will conduct themselves with the utmost professionalism during transport operations. No personal articles will be carried by of?cers, and alcoholic beverages/illicit drugs will be prohibited. Of?cers performing transport duties will, by Company Policy, be instructed not to consume alcohol within 8 hours of their duty shift. 0 All items of personal property transported with detainees shall be manifested and inspected pre- and post-transport to ensure accountability. 0 Each vehicle/of?cer will be appropriately equipped to deal with contingencies of employee behavior or vehicle breakdown. 0 In the event of an escape during transport, transport of?cers will ensure the security of remaining detainees and notify ICE immediately providing identifying 7 information. The detainee will not be pursued using the transport vehicle. 0 If a hostage situation arises, the vehicle perimeter will be secured (if possible) and ICE will be immediately noti?ed. - Incident reports will be prepared to document an escape, escape attempt or hostage situation that may evolve. 0 If a detainee becomes ill during transport, the of?cers will exercise appropriate judgment to determine if local emergency responders (ambulance) should be summoned (life threatening situation); provide Aid; and/or alerting the receiving station of the incident. If a detainee dies during transport, ICE will be immediately notified. In case of ?re in a vehicle during transport, of?cers will immediately stop the vehicle and ?ght the ?re with onboard equipment. ICE and the Facility Director will be immediately noti?ed. 0 Detainees will be segregated by classi?cation in vehicles; women and minors will be transported in the front seating area segregated from all other classi?cations of detainees. 0 The phonetic alphabet will be utilized during any radio/cell phone communications. Transportation Vehicles We will provide one (1) 4-5 passenger SUV for short duration trips to hospitals and outside appointments. Although this vehicle is not speci?cally required in the solicitation, it is more fuel ef?cient to utilize the SUV for quick hospital rims and other 1-5 detainee transports than to use a van or bus. We will provide six (6) 44 passenger buses and six (6) 12-passenger vans to meet performance requirements to conduct transport between the facility and designated airports/locations. Each vehicle will be out?tted in accordance with ICE standards. At least one of the buses will be wheel chair accessible. All vehicles provided will be appropriately marked and provided with appropriate locks and wire cage/acrylic barriers between detainees and drivers/escorts. Vehicles will also be equipped with cell phones and CB radios to expedite dispatch to required locations, ?re extinguishers, and ?rst aid kits. N0 private vehicles will be used for detainee transport. All vehicles used for transport of detainees will meet all state and local inspection standards and they will be kept clean, free of trash and odor. A maintenance log and a trip log, to record actual miles, will be created and maintained for each vehicle. Drivers will undergo state-required driver's physical evaluations and carry any required medical certi?cate in their vehicle at all times while operating. Expiration of physicals will be monitored by our Transport Coordinator and drivers will undergo new physicals as required by state law. Hospital Runs/Escorts. We will provide 24/7 supervision of hospitalized detainees. Of?cers will be relieved every 8-12 hours when performing in-hospital duty. Weapons. Drivers/ crew will be issued duty weapons from the armory prior to each transport and return them to the armory when transport is completed. Weapons will be signed in and out with each issue. Weapons will be inventoried each shift. Note: Our Shift Transport Supervisor will personally sight the driver?s license and medical certificate and the pre-transport vehicle inspection checklist prior to a vehicle?s departure from the facility. Detainee Removal from the United States. When our detention of?cers escort/transport a detainee to a ?ight for removal from the US, the escorting detention of?cer will ensure completion of all necessary paperwork, as directed by the COTR, after witnessing the detainee(s) departure. Our detention of?cers will, when ordered by the COTR or designated Of?cer, take into custody any detainee located at the International Airport and transport him or her to a designated, pre-approved detention area. Upon order of the COTR or designated Of?cer, we will then arrange transport for the detainee from the designated detention area to the Airport for removal from the United States. Our detention of?cers will escort the alien to the aircraft and then remain at the aircraft until such time as informed by the carrier gate attendant that the aircraft has departed. If permitted, the of?cer should remain on the ramp until the aircraft door is closed to ensure that the detainee does not de-plane and attempt escape. Prior to allowing the detainee to board the aircraft, the detention of?cer will physically inspect the perimeter of the departure gate area, access ramp, and boarding area to ensure there are no unobservable exits, which the detainee may use for escape. The detention of?cer will then certify the detainee?s removal in writing to Of?cers. Detainee Transportation to Hearings. When tasked, our detention of?cers will provide transportation to locations speci?ed by the COTR for hearings. Any detainee information provided to our detention of?cers will be kept strictly con?dential and any written materials will be safeguarded from view by unauthorized parties. (1) Detainee Transportation to Miscellaneous Locations. We will provide transportation of detainees to other speci?ed locations when directed by the COTR and then return them to the detention site. During all transport activities, the detention officer assigned shall be the same gender as the detainee; that is if all detainees transported are females, at least one female escort will be assigned; if mixed male/female a female will be assigned; only if all male, will the driver and escorts be males. We will ensure that hospital security posts are located in areas that provide constant visual and auditory surveillance of detainees and provide detention of?cers with the capability to respond to emergency situations. (In) Emergency Transport Operation. We will comply with all ICE written policies concerning the transport of detainees under emergency circumstances. In life threatening situations, our detention of?cers will summon emergency transportation (ambulances), and inform the COTR of our actions. In non-life?threatening situations, we will provide transportation upon approval of the COTR. In the event of evacuation of the detention facility (due to inclement weather or other reasons), we will provide ICE with appropriate assistance by making our drivers/vehicles available for transportation to designated locations. (11) Insurance requirements. Automotive insurance requirements will be met as follows: Automobile Liability: $200,000 per bodily property damage. We will also carry an additional $5 million in liability insurance on our buses and $1.5 million on our vans. (5) Detention Services. We understand that we may be required to take up additional off-site ?posts? such as at hospitals or clinics. These services will be performed initially by one of the escorts assigned to a transport crew; the transport escort will be relieved by a ?diversion? of one of the ?facility escort? post of?cers (if transport demands dictate) on the day and swing shift, and one of the other rover/escort of?cers on the graveyard shift. This is the process currenth utilized at the facility, and we will obtain (if delegated) approval prior to diverting such posts for hospital duty. Our of?cers will be ?approachable? without being overly ?iendly so as to establish credibility and trust among the detainee population that we are genuinely concerned for their welfare while detained. Part of our Code of Conduct addresses that of?cers may be removed from sexual misconduct with a detainee and we will strictly enforce this admonition through immediate removal of offenders. We use the ICE policy on Sexual Abuse/Assault and the issue is addressed in the Detainee Handbook. Minimum Standards of Employee Conduct. has developed a Code of Conduct form that employees are required to sign to acknowledge their awareness of minimum standards of conduct. These standards are further discussed in our Employee Manual and in the Collective Bargaining Agreement: 1. Personal Conduct CODE OF CONDUCT The use of illegal drugs or narcotics of the abuse of any drug or narcotic is strictly prohibited at any time. Use of alcohol while on duty or immediately prior to reporting for duty, or being under the in?uence of alcohol while on duty, is prohibited. I shall conduct myself in a professional manner at all times when dealing with detainees and others. I understand that prohibited conduct includes: A The use of brutality, physical violence, intimidation, verbal abuse, group punishment or capricious disciplinary actions against a detainee, or any force used beyond that wh1ch 1s reasonably necessary to subdue a detainee. Further, I shall never strike a restramed inmate. Showing partiality toward or becoming emotionally, physically, sexually, or ?nancially involved with any detainee or former detainee. Displaying favoritism or preferential treatment to one detainee, or group of detainees, over another. Further, I am prohibited from allowing any detainee or group of detainees to have control or authority over other detainees. Offering or giving any article, favor, or service to a detainee or former detainee, or a detainee?s family member or to any person known to be associated with a detainee or former detainee, which is not authorized in the performance of my duties. Neither shall I accept any gift, personal service or favor ?om a detainee, or former detainee, or from a detainee?s family member or associate. Entering into any business relationship with inmates, former inmates, or their families. Having other than incidental outside contact with a detainee, former detainee, or a detainee?s family member or associate. Use of obscene or verbally abusive language when communicating with detainees or others. I shall not be demeaning to detainees, former detainees, their families or friends, or others. I am further prohibited, while on government property, to participate in games for money or other personal property, the operation of gambling devices, conducting a lottery or pool, or selling or purchasing numbers tickets. Illegal activities on my part, in addition to being unlawful, re?ect on the integrity of ICE and betray the trust and con?dence placed in it by the public. It is expected that I shall obey not only the letter of the law, but also the spirit of the law while engaged in personal or of?cial activities. Should I be charged with, arrested for, or convicted of any felony or misdemeanor, I must immediately inform and provide a written report to the Facility Director. Traf?c violations resulting in ?nes of under $150 are exempt from this requirement. I am prohibited from engaging in sexual harassment in violation of Civil Rights Act of 1964, as amended. 2. Responsiveness A I am required to remain fully alert and attentive during duty hours. I shall respond immediately and effectively to all emergency situations. 3. Con?dentiality I will have access to of?cial information with varying degrees of sensitivity. To protect this information, of?cial information may be disclosed or released only as required in the performance of my duties or upon speci?c authorization from the Contracting Of?cer (CO). Facility Identi?cation I shall not use my facility credentials, identi?cation cards or badges to coerce, intimidate, or deceive others to obtain any privilege not otherwise authorized in the performance of my duties. 5. Searches may also be conducted when the CO and Facility Director and/or ICE Of?cer in Charge of the Facility have reasonable suspicion that I am removing contraband or Federal property from the institution. Although this contract does not speci?cally require detention/security guard experience, per 800 Subsection II-B, we intend to have all personnel meet the Texas State Commission on Private Security quali?cations standards up to the ?armed guar Level or that they have satisfactory military or law enforcement experience. To assist our applicants with quali?cation, we refer all applicants without such training or experience to a local Texas State licensed Security Training Academy to complete Texas Commission on Law Enforcement levels 1 (Basic) 2 (Advanced) and 3 (armed) security of?cer training. ASSET also holds a Texas State license as a Security Training Academy. Detention Center Volume Performance Work Statement Detention Services . .. e? m. is keenly aware of the length of time required to receive Entry-on?Duty clearances for staf?ng federal contracts by virtue of our performance on several contracts for ICE. Experience shows us that it takes at least 90 to 120 days to ?replace? a staff member with approximately 60 days to turn around a clearance from submission to EOD approval, and then 30 days to complete the four weeks of required training. Experience has also taught us that ?good performance? by our employees on ICE detention contracts provides our staff with excellent work history for government employment with Border Patrol and other federal agencies. With this knowledge in hand, coupled with historical statistics for attrition at this sight, we project and will require our HR Manager to recruit a minimum of 10-15 new applicants per month. Current turnover at PIDC averages four to six per month, however, we have experienced a ?drop out? rate for applicants of approximately 15% from orientation date to package submission date. We also counsel all applicants regarding their credit report; informing them of the ICE tolerance levels of zero delinquencies on child support and student loans, and no more than a certain aggregate amount of credit card debt over 30-60 days in arrears. We have also referred numerous applicants to local credit card counseling services to improve their credit worthiness to meet credit score requirements. At all of our current detention contract sites, we work closely with state work force centers through registration of our job postings and have been highly success?ll in reducing cost to the government through utilization of state resources for applicant initial processing. We conduct job seminars in state employment facilities and provide applicants with an ?orientation? of job requirements as the initial stage of recruiting. We then conduct initial criminal background checks, previous employment veri?cation and personal reference checks for interested applicants. Those who are preliminarily quali?ed are invited to take a pre-employment drug test and physical. If quali?ed, they are then provided with the various forms to complete their clearance process. We monitor this process closely and use a single email address for e-Qip initiation notices from the government. Once the 10 day initiation notice is received, we personally call the applicant in to complete the e-Qip process online. Once the process is completed, and an EOD received, we schedule out?tting and training. Aggressive recruiting/staf?ng goals must be maintained in order to provide the required post coverage and relief required, and ASSET has achieved a remarkable record of post coverage over 99.99998% during their seven year tenure as the contractor.
