Saskatchewan‘s Re—Opening Roadmap 2 Saskatchewan’s Re-Opening Roadmap More than a year after the first positive case of COVID-19 was first identified in Saskatchewan, the virus continues to impact the way we live and work in Saskatchewan. However, on the strength of the Saskatchewan Immunization Delivery Plan, we continue to move towards re-opening the provincial economy, as well as the activities and events the people of our province enjoy. With clear benchmarks and guidelines on how we can begin returning to our normal lives, the Saskatchewan Re-Opening Roadmap will help direct our province’s re-opening activities. Re-opening the province is based on the rapid expansion and delivery of larger volumes of COVID-19 vaccine, with the expectation that all residents in Saskatchewan over the age of 18 will have an opportunity to receive their first dose of vaccine by the end of May 2021. It will occur in three steps, with approximately three weeks between each step. The ability to quickly and efficiently Re-Open Saskatchewan will rely on three fundamental principles:  Everyone who is eligible to be vaccinated should be immunized as soon as possible – with the first available vaccine.  Until you are fully vaccinated (one or two doses depending on the vaccine), be patient and follow the public health orders in place.  The province receives the supply of vaccines it is expecting in a timely manner. The COVID-19 pandemic has been a long journey for all of us. We’ve all felt the effects of the public health restrictions and have missed our loved ones. However, for the sake of everyone in the province, if we continue to remain diligent and observe the public health measures, we will reach our goal of re-opening our province in the weeks and months ahead. 3 Re-Opening Roadmap Saskatchewan will lift public health orders and restrictions in three steps, based on specific vaccination thresholds being met. Steps Threshold Current vaccination level Step One  Three weeks have passed since 70 per cent of people age 40 and above have received their first dose of COVID-19 vaccine.  Vaccine eligibility is open to all adults (18+) in the province. 65% of 40+ Step Two  Three weeks have passed since 70 per cent of people age 30 and above have received their first dose of COVID-19 vaccine.  Three weeks have passed since the beginning of Step One. 53% of 30+ Step Three  Three weeks have passed since 70 per cent of people age 18 and above have received their first dose of COVID-19 vaccine.  Three weeks have passed since the beginning of Step Two. 44% of 18+ 4 Step One Step One will begin once three weeks have passed since 70 per cent of people age 40 and older have received their first dose of COVID-19 vaccine, and vaccine eligibility opens to all adults (18+) in the province. A reintroduction of some of the guidelines in place in the summer of 2020. Activity Approach Retail and personal care services  Current restrictions remain in place.  Retail operations: o Large retailers (20,000 square feet or larger) must reduce capacity to 25 per cent, while other retailers must reduce to 50 per cent. o Capacity is based on fire code regulations or, when fire code capacity has not been established, ensuring patrons can maintain a minimum of two metres of physical distance.  Personal service facilities: o Must reduce capacity to 50 per cent. o Capacity is based on fire code regulations or, when fire code capacity has not been established, ensuring patrons can maintain a minimum of two metres of physical distance. Restaurants and licensed establishments  Two metres of physical distancing must be maintained between tables or a structural barrier must be in place between tables when two metres of distance is not possible.  A maximum of six patrons per table.  Dance floors and buffets remain prohibited.  Resumption of VLT activity. Places of worship  The total number of people participating in services cannot exceed 30 per cent of seating capacity or 150 people, whichever is less.  Individuals must be separated by two metres, unless part of the same extended household group. 5 Conference and banquet facilities, casinos, bingo halls, movie theatres, art galleries, libraries  Current restrictions remain in place. o Banquets and conference facilities – Gathering sizes per banquet/conference room for all event types (including wedding and funeral receptions) is a maximum of 30 people. No food or beverages allowed o Casinos – Closed. o Bingo halls – Closed. o Movie theatres – A maximum of 30 people per theatre, as long as staff and customers are able to maintain two metres of physical distance. o Live theatres – A maximum of 30 people per theatre room, as long as physical distancing can be maintained. o Art galleries – A maximum of 30 people are permitted. o Libraries – A maximum of 30 people are permitted. Gyms and fitness facilities  An occupancy level must be maintained that allows staff and customers to maintain two metres of physical distance.  Group fitness classes involving intense aerobic or physical training (e.g. aerobics, Zumba, spin) can be offered if three metres of physical distancing can be maintained at all times. Seasonal activities  Seasonal activities to continue as previously announced in the Re￾Opening Saskatchewan Plan update. Adult and youth sport and recreation  Activities to continue as previously announced in Re-Opening Saskatchewan Plan update. Long-Term and Personal Care Home visitation  Visitation in long-term care home and personal care homes moved to Level 1 protocols provided they meet the vaccine thresholds previously announced. Primary and secondary education  Current protocols remain in place until end of school year. Post-secondary education  Current protocols remain in place until end of the semester. Childcare and daycare settings  Current protocols remain in place. Private indoor gatherings  10 people. Public indoor gatherings  30 people. Private outdoor gatherings  10 people. Public outdoor gatherings  150 people. Provincial masking mandate  Remains in place. 6 Step Two Step Two will begin once three weeks have passed since 70 per cent of people age 30 and above have received their first dose of COVID-19 vaccine, and three weeks have passed since the beginning of Step One. Further lifting of restrictions and capacity thresholds with physical distancing recommendations and masking mandate in place. Activity Approach Retail and personal care services  No capacity thresholds.  An occupancy level must be maintained that allows staff and customers to maintain two metres of physical distance. In Step Three, most remaining restrictions will be lifted. Guidance on gathering sizes and indoor masking will be developed based on the progress of the first two steps. Public health orders from Step Two on gathering sizes and indoor masking will remain in place until that guidance is finalized.
