ANNOUNCEMENT FROM THE ARCHDIOCES-MANUEL GALLO-ESPINOZA
We wish to bring to your attention information about a former priest who had served in this parish more than ten years
ago. In 2003, Manuel Gallo-Espinoza, a priest of the Diocese
of Loja, Ecuador, who had served as a parochial vicar at St.
Mary’s Parish, Plainfield from 2000 until 2003, was accused of
sexual misconduct with a minor. Upon learning of the allegation, the Archdiocese immediately removed Gallo-Espinoza’s
faculties to serve as a priest within the Archdiocese and reported the matter to civil authorities. It also notified the St.
Mary’s Parish community about the existence of the allegation. In addition, the Archdiocese extended an offer of support and outreach to the victim. Gallo-Espinoza left the country before any prosecution could be undertaken. The Archdiocesan Review Board of the Archdiocese of Newark -- – a
group of lay people with extensive investigative, law enforcement, legal, clinical and canonical experience that investigates
allegations of abuse by clergy for The Most Reverend John J.
Myers, Archbishop of Newark – conducted an inquiry into
the matter with the cooperation of the victim and others.
The Review Board concluded that there was sufficient information to support the allegation. The Archdiocese notified
the US Conference of Catholic Bishops, a number of neighboring dioceses, and the Union County Prosecutor’s Office of
the Review Board’s determination. The Archdiocese also notified the Bishop of the Diocese of Loja and recommended
that the Diocese of Loja begin a canonical process to laicize

Gallo-Espinoza.
The Archdiocese believes that GalloEspinoza may have returned to the United States. If anyone
is aware of Gallo-Espinoza’s whereabouts, the Archdiocese
asks that the information be provided to the Union County
Prosecutor. The Archdiocese of Newark takes very seriously
any and all complaints of sexual misconduct by members of
the clergy, Religious and lay staff of the Archdiocese and/or
its parishes. Anyone with knowledge of any other act of sexual misconduct by Manuel Gallo-Espinoza or by any member
of the clergy, Religious or lay staff serving in the Archdiocese
should inform the Archdiocese immediately so that it may
take appropriate action to protect others and provide support
to victims of sexual abuse. Although the Archdiocese will report all allegations of abuse immediately to the appropriate
County Prosecutor, anyone with an allegation of abuse is encouraged also to reach out to the prosecutor. Individuals
with knowledge of any sexual misconduct by members of the
clergy, Religious and lay staff of the Archdiocese and/or its
parishes may report it to the Archdiocese by calling the Victim's Assistance Coordinator of the Archdiocesan Office of

Deseamos que preste su atención sobre la información de un
sacerdote que sirvió en esta parroquia alrededor de diez años.
En el año 2003, Manuel Gallo-Espinoza, sacerdote de la Diócesis de Loja, Ecuador, que prestó servicios como Vicario Parroquial en la Parroquia de Santa María, en la ciudad de Plainfield, del año 2000 al 2003, fue acusado de conducta sexual
impropia con un menor. Tan pronto como se supo la acusación, la Arquidiócesis inmediatamente removió a GalloEspinoza, de sus facultades para servir en la misma y reportó
esta cuestión a las autoridades civiles. También se notificó a
la Comunidad Parroquial de Santa María la existencia de esta
acusación. En adición la Arquidiócesis extendió su oferta de
apoyar a la victima buscando el paradero de acusado. GalloEspinoza abandonó el país antes que el procesamiento se
iniciara. El Borde Diocesano de la Arquidiócesis de Newark –
Un grupo de laicos con gran experiencia en investigaciones,
en el cumplimiento de la ley, con experiencia en asuntos
legales, clínicos y canónicos, y en investigaciones de acusaciones por abusos de clérigos, que reportan a su Excelencia Reverendísimo John J. Myers Arzobispo de Newark –
condujo una investigación sobre este asunto con la cooperación de la victima y otros. El Buró de Revisión concluyó que
había suficiente información para apoyar esta acusación. La
Arquidiócesis notificó a la Conferencia de Obispos Católicos de los Estados Unidos, a las diócesis vecinas y al Fiscal
del Condado de Unión la determinación del Buró de Investigaciones igualmente notificó al Obispo de Loja y recomendó

que la Diócesis de Loja iniciara un proceso de Reducción al
Estado Laical a Gallo-Espinoza. La Arquidiócesis cree que
Gallo-Espinoza posiblemente regresó a los Estados Unidos. Si
alguien conoce el paradero de Gallo-Espinoza; la Arquidiócesis desea que se informe al Fiscal del Condado de Unión.
La Arquidiócesis de Newark toma muy seriamente cualquier
denuncia sobre conducta sexual impropia de un miembro del
Staff de la Arquidiócesis o de una parroquia, sea un miembro
del Clero, Religioso o laico. Si alguien conoce de otro acto de
conducta sexual impropia llevada a cabo por Manuel GalloEspinoza o por otro miembro del Clero, Religioso o laico que
forma parte del Staff que sirve a la Arquidiócesis debe informar inmediatamente a la misma a fin de tomar la acción apropiada para proteger otras posibles victimas de abuso sexual.
Aunque la Arquidiócesis reportará todas las acusaciones de
abusos inmediatamente al Fiscal del Condado pertinente, si
hay alguien que tiene una acusación de abuso lo animamos
que también contacte al Fiscal y denuncie la misma. Las personas que se les conoce alguna conducta impropia ya sea
miembro del Clero, Religioso o laico del Staff de la Arquidiócesis o de una parroquia deben ser reportados a la Arquidiócesis llamando al Coordinador de la Asistencia a las Victimas,
en la Oficina de la Protección de Niños y Jóvenes al teléfono
