We have used NEXBTL renewable diesel technology for building a successful business for our company through own investments. Creating production footprint in the US is part of our mid-term plans (2-5 year horizon) and we are interested in exploring partnering opportunities also. Riverside, in conjunction with its technology partners for the project, are designing the refinery to produce Ultra Low Sulfur Diesel (ULSD), gasoline and jet fuel for use in local and regional markets. The refinery will operate using light sweet grade crudes sourced by rail from interior continent shale oil fields of North America. The use of light sweet crudes combined with modern refinery process technologies and systems will allow Riverside refined product to be in compliance with the most stringent Federal and State fuel standards and to deliver products with the a lower carbon footprint than existing crude oil refineries. Site Riverside has selected a site at the Port of Longview, Washington. As a working port and brownfield site, the selected location offers deep water access to the West Coast, rail connection to two Class 1 rail carriers and on-site utilities required to support the project. The existing infrastructure substantially reduces the environment and community impact from building a new refinery on a greenfield site. Riverside and the Port are currently meeting with local and regional leaders to educate then on the project and continue to gather community support . Design Status/Permitting The refinery is currently in Phase 1 of the technical design process. Upon completion of the Phase 1 design reports in the 4th quarter of 2014 Riverside will proceed with filing its air permit and other applications with appropriate state and local authorities. Riverside is working closely with public and regulatory officials within the State of Washington to prepare for submission of the permit applications and ensure all potential concerns are addressed early in the permitting process. There will be an ongoing need to educate the public and interested parties about the many merits of the refinery project, both during the permitting process and the subsequent construction and operating periods. Riverside is committed to an open and inclusion process with all stakeholders and seeks to be an active and positive corporate citizen in the local community and the State. Technology and the Environment Riverside Refining will operate in a region of U.S. where existing and potential fuel standards and regulations require efforts to reduce the carbon footprint of all transportation fuel sources. For example, the California Low Carbon Fuel Standard (LCSF) requires a reduction in the carbon intensity (gCO2e/MJ) from the pre-law California refinery average of 99.18 to 89.06 by 2020. Riverside is designing its refinery to operate at or below the 89.06 level from commencement of operations. This will be achieved by a combination of crude oil selected for processing and process technology design. Although the U.S. has not seen new refinery construction in decades, expanding existing U.S. refiners, and many new refineries built in the past decade outside the U.S., employ more efficient and environmental friendly equipment and processes. Riverside will use the newest technologies to reduce the refinery's carbon index while providing the region will clean, cost competitive fuels. To achieve our goal of the lowest carbon footprint of any operating crude refinery the total projects capital cost will increase by 10% to 15% due to use of more expensive process equipment than would be required if carbon emissions were not considered. Riverside believes the environmental payback from this additional investment will result in a long term economic payback due to wider demand for fuels produced with lower carbon inputs. Other refiners will be able to see this return and modify their future capital improvements to achieve lower carbon emissions from their operations. Washington State is the perfect place to develop and deploy these enhanced process technologies. Construction and Operation In addition to the many logistical advantages of building at an established port site, Riverside selected Longview for its refinery due to the available skilled industrial work force. During the approximate 24 months construction period the project will require over 425 man years of skilled local labor to complete the plant. To operate Riverside requires 140 full-time direct employees at the refinery site. Riverside intends to draw from the existing union and nonunion workforce and to provide extensive training of these new team members to ensure a highly safe and efficient operation in Longview. Riverside firmly believes that hiring and training locally is a critical element of project success. Local hires have roots in the community and are as committed as we are to providing a safe operation for the public and the environment. Crude Supply and Logistics Riverside, through its joint venture with Blackline Holdings, LLC, has formed a separate entity, FuelSource Logistics, LLC, to develop the rail logistics, crude off-load terminal and refined product load-out in support of the refinery. This entity will source the crude supply and delivery the crude to the plant gate at an indexed price. FuelSource will work closing with the railroads, all states along the rail supply chain corridor, and other interested parties to ensure that the latest tank car and safety standards are adopted and followed in supplying crude to the refinery. Concerning project financing for our refinery project, time we meet.  Will be glad to share more details next I look forward to hearing from Sam about the ongoing delay in the EPA issuing the 2014 bio-diesel obligations under the federal RFS.  Under current federal law the EPA was required to issue the 2014 standard in November 2013.  Not the first time they have missed the deadline but it is killing the industry yet again.  There are also proposed bills in Congress that impact the future of the industry.  Given that the year is half over Congress may want to consider changes to the proposed legislation that better serves the goals of Congress and the industry.  I will be glad to discuss any and all of this with Sam. During our meeting we discussed issues surrounding crude by rail into and through Washington State.  Last weekend I attended/observed the Climate Solutions/350 Seattle rally against oil trains down on the Seattle waterfront.  They are passionate but not yet organized around a real solution.  It appears they are planning to attempt some track blockages this summer and fall if they can convince volunteers to risk arrest.  I worry about their safety if they go that route.  Takes a long distance to stop even a slow moving train.  During the rally a coal unit train came through the waterfront.  You can see the reason for concerns as to traffic and potential train/vehicle collision with an increased volume of unit trains moving through the corridor.  We continue to discuss oil by rail internally both for our project and for all parties statewide.  I believe there are workable solutions and compromises for all parties, the State, local communities, the railroads, environmental groups and the commercial operators and developers.  With federal laws related to railroads on one side and passion for the environment on the other, it will take agreement to reach a solution unless we all want this in court for years while the railroads continue to operate under federal protection.  Next time we meet I'd like to explore this in greater detail and perhaps bring in others from the State or local communities to discuss options.  Riverside is committed to helping find a solution to these important issues.   I'm leaving today for Greece to work on another energy project we have underway with the Greek government and commercial partners there.  I'll be back over the weekend.  I can be reached via email and can return calls when I have wifi access.  Please let Sam know he can email and we can set up a convenient time for a call.
