PATH and neighborhood group Site Hardening: fencing, lighting and invasive removal Encampment Cleanups by: Private Contractor 2015 Work  Area has been cleaned 2 times in 2015 (March 2x)  City tour of site – Quarter 2  Ongoing monitoring by TPD, PATH team, City, volunteer groups and neighbors  Community engagement/site activation techniques researched Quarter 1 & 2  Site hardening options identified and researched – Quarter 2 NCS-2015 Encampment Work - 2015  Work with ES to identify management plan and land use options – Quarter 2 & 3  Implement site hardening – fencing and brush removal – Quarter 4  Encampment Severity Level - (1, 2 & 3)  Level 1 – Small in size and content  Small debris, cans, food wrappers, cardboard, clothing and other light items.  No individuals are in the encampment.  Area is easily accessible.  These are often found in parking lots, businesses(store front and property)  Usually are time-limited, moveable areas NCS-2015 Encampment Work - 2015  Level 2 – Small to medium in size (2 or more individuals and their belongings)  Similar to above, but larger in size and debris.  Looks like it has been populated for a longer period of time (more accumulation of stuff)  May be a previously monitored/cleaned site  Individuals may be in the encampment area, but are cooperative (Police presence required)  Area is easily accessible  Upon inspection there are no/limited hazardous materials (needles, feces, condoms, etc.).  Level 3 – Medium to large in size (usually more than 2 individuals)  Similar to above, but larger in size and debris  Dangerous to access the area, challenging terrain/slope  May contain a man-made structure (tent, fort, shelter)  Occupied by individuals who are not welcoming or may be unstable  Any kind of infestation (rats, mice, animals, bees, etc.)  Aggressive animals are present  A combination of, or more than a few of the following:  Hazardous materials (needles, bloodied items, feces, condoms, etc.) NCS-2015
