Does USAID have any means to track (independently or otherwise [EMIS]) whether schools are
opened or closed, whether students or teachers are present or not at any given point and time?
No, USAID does not have any means to track if schools are open or closed, or whether students or
teachers are present at any given point in time. USAID relies on the Ministry of Education for this kind
of information, although USAID also uses internal reports from our officers, ISAF colleagues, and
implementing partners to track and verify this level of field information.

Is EMIS the only database to track education metrics? How often is it updated?
Yes, the Ministry of Education’s EMIS is the only database to track education metrics. It is updated by
the Ministry as new information arrives.

Does USAID have real-time access to the data or is it limited to what is posted on the MoE website?
No, USAID does not have real-time access to the data and relies on what is posted on the website.
