Total site is about 35 acres. Current appraisal for the Met Council land is $11 M. Current Zoning is TN4 our highest density TOD zoning. - To allow sports stadium, amend the TN4 zoning so that a stadium would be allowed with a conditional use permit. (There are currently only a few places in the City with a TN4 zoning.) The City has a road easement through the middle of the vacant RK Midway site from the edge of the Met Council property to Pascal running West to East. An alternate easement runs the same direction immediately south of the shopping center. 39,000 people ride the Green Line past the site every average weekday. The Green Line connects people to CH8 Field, TCF Bank Stadium, Williams Arena, both University of Minnesota hockey arenas, the Vikings stadium, Target Field, and Target Center. Snelling A Line is expected to have 8,700 riders per day by 2030 (4,000 rides today, before improvements). 20 to 25% of fans rode transit to games, for the Vikings last year at TCF Bank Stadium and the Twins before the opening of the Green Line. More than 160,000 cars pass the site on -94 daily. The City owns the Spruce Tree Centre parking ramp across the street and it could be expanded to approximately 810 parking Spaces total. Notwithstanding section 272.01, subdivision 2, or 273.19, real or personal property which is subject to a lease or use agreement between the owner of property exempt under this subdivision and another person for uses related to the operation or infrastructure of property exempt under this subdivision, including related parking facilities, is exempt from taxation regardless of the length of the lease or use agreement or the characteristics of the entity leasing or using the property. He added that in addition to finding money to update the environmental work (EIS), and before that work can happen, there needs to be a decision on what the City wants to move forward with in terms of a two lane vs. a four lane configuration. This has been a source ofgreat controversy in the community. There was a request submitted to the capital improvement budgeting process this year to pay for the study needed to do that, but it did not score highly and is not likely to be funded. However, there is a new proposed mixed?use project at the Associated Bank site at Selby and Snelling. This has raised concerns in the neighborhood about additional traffic being generated in the area and may create momentum for finding the resources to take the next step forward on Ayd Mill. In summary, the timeline for when the Ayd Mill Road connection happens is very uncertain. Also, on the question of possible leasing by the feds, a couple days ago I received a voice message from Ms. Pat Benda of the General Services Administration who said the GSA is doing a ?procurement? in downtown St. Paul and protocol requires her to contact the Mayor?s Office about it. They must?ve sent her my way. It sounds like GSA is looking to lease 2,700 sq ft of office space downtown for a 5-year or 10?year term. Benda wanted to know if we have any space. I can?t think of anything we have available (maybe PED knows of something?), but I thought about Ramsey County?s Metro Square Building, which I believe has lots of vacant space, and asked Bob Smith in our office to give Benda Bruce Thompson?s phone number.
