OPS0620008 INCIDENT REPORT: !IR_MO_CVU_04_2014_08_11 NEMIS NUMBER (IF APPROPRIATE): N/A INCIDENT OCCURRENCE DATE AND TIME: 08/10/2014 (2200 CDT) INCIDENT REPORT DATE AND TIME: 08/11/2014 (2050 CDT) REPORTING UNIT/ORG: FEMA/Region VII RWC TYPE OF INCIDENT: CIVIL UNREST SOURCE OF INFORMATION: Local News Media; Social Media (Twitter, Vine, etc) Update: Reports are trending on social media of clashes between local law enforcement and civilians in and around W. Florissant Road in Ferguson. Police dispatch in the area is reporting an unknown length of W. Florissant Road has been closed, and law enforcement is attempting to clear the streets. Local Media is reporting gunfire and rubber bullets in use, while video is showing tear gas being used and law enforcement in riot gear clearing the streets. Police dispatch is also reporting random acts of violence by a carload of males who are periodically stopping and attacking people on the streets. Background: The Region VII RWC continues to monitor reports of civil unrest in Ferguson, Missouri (St. Louis County). Violence, rioting, and looting broke out overnight in the community as local residents reacted to a police shooting that involved an 18-year old male. At least 12 businesses were damaged with one convenience store burned down. No civilian injuries have been officially reported. Two police officers were reportedly injured when one was hit by a brick and the other hit in the knee. Over 300 police officers from Ferguson and surrounding departments are in the area providing security and crowd control. One police helicopter was reportedly fired upon. OPS0620009 This afternoon (08/11) it was reported that local law enforcement personnel had turned over the investigation (initial incident - shooting) to county law enforcement. It was also reported that the FBI has opened a civil rights inquiry. And Missouri Gov. Jay Nixon has requested an independent U.S. Department of Justice investigation. LOCAL/STATE ACTIONS: At this time the Missouri State EOC is not activated for this event. The event is under the control of local law enforcement. The Missouri Highway Patrol SWAT team is on stand-by in Ferguson. FEDERAL ACTIONS/FOLLOW-UP: The RRCC is currently at Level 4 – Watch/Steady State; the RWC is 24/7.
