An area, approximately 5 by 3 miles, has been the focal point of rioting, looting and extensive vandalism. What started out with peaceful gatherings and candlelight vigils soon turned into a very contentious situation. The specific genesis of last night’s violence is still undetermined at this time. The gatherings morphed into a riotous mob that began to confront authorities and become unruly. Authorities at that time began to request additional resources (neighboring agencies) and support. As the night progressed multiple stores were looted and vandalized. A QuikTrip store was set on fire, an ATM was burglarized, and many other stores (over a dozen by my count) in the local area were broken into looted, vandalized and robbed. Some of the affected stores mentioned in the media; Wal-mart, Zisser Tires, Taco Bell, Family Dollar Stores, JC Wireless, Advance Auto Supply, just to name a few. Many arrests have already been made but the situation is still active. It was reported that tear gas was deployed to disperse some of the crowds. Some accounts of gunfire were reported as well. An undetermined number of civilian injuries have been reported via different media sources; the number and scope of those injured has not been confirmed. An undetermined number of gunfire reports were received throughout the night, no reports were received that gunfire caused any injuries. Two police officers were reported to have been injured; neither were life threatening, nor were they hospitalized. The Mayor of Ferguson reported receiving death threats via social media, phone calls and emails. Also via social media, the anarchist group ‘Anonymous’ was credited with hacking the City of Ferguson’s website and crashing it. (See map below. ) BACKGROUND: An 18 year old male was shot and killed Saturday by a police officer of the Ferguson, MO. Police Department. The incident happened in a roadway Saturday afternoon near the Canfield Green Apartments in the 2900 block of Canfield. The victim was reported to be unarmed. Over the past couple of days large, emotionally charged crowds have gathered at the scene of the incident. Ferguson, MO., Police called for assistance from St. Louis County and nearby municipalities. Reports of vandalism, looting and unruly crowds have since been reported. Law Enforcement has responded with additional assistance and Tactical teams in riot gear. Tension between the local populace and police continue and has the potential to escalate The U.S. Department of Justice is reported to be monitoring the investigation of this incident. This incident is getting attention from the organizations such as the NAACP and the National Action Network. Ferguson, Missouri is a city in St. Louis County, Missouri. The population was 21,203 as of the 2010 census. Ferguson is located approximately 13 miles NNW of St. Louis, MO. LOCAL/STATE ACTIONS: At this time the Missouri State EOC is not activated; the Duty Officer is monitoring. FEDERAL ACTIONS/FOLLOW-UP: The RRCC is currently at Level 4 – Watch/Steady State; the RWC is 24/7. There have been no requests for Federal or FEMA assistance.
