During our recent audit with the folks from Battle Creek we were discussing the age of ours and other Peacekeeper armored vehicles out in the field. currently being used by law enforcement agencies across the US. It dawned on us that our vehicle has been in our possession since 1996. Some have been in service for many years longer and many of those agencies have been fortunate enough to qualify for Homeland Security grants since 9?11, allowing them to replace their aging Peacekeepers with Lenco Bears. Bear?Cats, or similar ballistic protected vehicles. Unfortunately for us, because of our size and relatively rural location. we do not qualify for most of the counter-terrorism funding that comes from DH 3. We do however have an abundance of i activity and it has steadily increased since we have reconstituted our internal Anti-Crime team. Working in conjunction with HIDTA task forces from Tacoma and Thurston counties, they have been very active in the area. We have been encountering more and more individuals directly related to Mexican drug Cartels and our SWAT team has been more active recently than ever before. We have worked very closely with the team from the Lewis County Sheriff's Office in parts of a county that is 2500 sq miles in size. At present. we are in the discussion stages of combining/ neglonalizing the teams into one cohesive unit, but that is a goal and not yet a reality. The team has used the Peacekeeper (PK) for all of its missions with great success for well over 16 years. It has on at least two occasions. saved officer?s lives including mine. But because of its age and the fact that it is essentially 19703 technology. it is getting difficult to maintain and the ballistic protection is not up to par with some of the larger caliber ri?e threats we may face in the current environment. We have been lucky enough to have weathered SKS rounds (7.62X39) and shotgun pellets in the PK but we have yet to meet a determined suspect with signi?cant irepower, such as armor piercing ammunition or a .50 caliber rifle. That is simply a matter of time. We have a gentleman in our county who has actually made it clear he is just waiting for the right time to make it happen. This brings me to the purpose of this request. 1 have been in contact with folks in the DU. system checking on the status of equipment being turned in as draw downs occur in the war on terror. While no one will commit, they say that there are possibilities that vehicles such as MRAPS (possibly the early ?Cougar? versions) may become "unrestricted" and available as units are deacrivated. In order to be considered for any of these i was told we had to be placed on the National Priority List. For that to occur we had to submit an ?Armored Tactical Vehicle' request form. So, i have attached the signed request to this letter. for your approval.
