August 6, 2015 Governor lay Inslee Office of the Governor PO Box 40002 Olympia, WA 98504-0002 Dear Governor Inslee: Thank you for making your staff available to work with the Squaxin island Tribe to finalize a marijuana compact under the authority of House Bill 2000. As you may know, the Tribe worked for many months and years with the Liquor Control Board, now the Liquor and Cannabis Board, to arrive at an appropriate government-to-government approach to the state?s legalization of marijuana. have led the Tribe?s efforts to fight drug abuse on the Squaxin Reservation and I arrive at my support for this new approach only after long deliberation. But I recognize that continuing as an island of prohibition while surrounded byjurisdictions that allow the sale and consumption of marijuana is unworkable. The draft lasttransferred by Squaxin staff to LCB by email has my full support. I hope you can sign it as it stands, but I understand the LCB may have few final changes to propose. Please take whatever steps you can to encourage the fair and timely completion of this process, and please direct your staff to continue to work with staff attorney Nathan Schreiner on the details of the document. lam available if you wish to discuss any aspect of this with me directly. Sincerely, ,1 I David Lopeman Chairman cc: Sandy Mullins, Senior Policy Advisor, Office of the Governor SQUAXIN ISLAND TRIBE 10 S.E.
