Recall on September 25. we released this study based on media reports in which you described provisions of your anticipated substitute bill. Since the advanced energy and energy ef?ciency industries were systematically excluded from the drafting process, this was the best we could do at the time. However, having now had the opportunity to review its provisions in detail, we can report that the row are worse for ratepayers mgr: we initiatiy thong. The Ohio State University Study (version 2.0) ?nds that the bill is a massive giveaway to Ohio utilities, and would cost consumers almost $4 billion between now and 2025. The study also ?nds the standards have already saved Ohioans 1.4% on their electric bills. In short, the current policy is working. and the substitute bill would signi?cantly drive up electricity costs. No study is ever going to be perfect, and we fully expect bill proponents to quibble with assumptions and details. But we would note this simple, undeniable fact: The Ohio Manufacturers Association. the Ohio Hospital Association. the American Association of Retired Persons, and the Ohio Consumers Counsel all oppose the bill as being bad for ratepayers. These are widely respected. reputable energy consumers? representatives. And in the face of this opposition, the proponents have not provided a single study showing any ratepayer savings under the bill. if this bill is good for ratepayers, why do those groups oppose it? To date, not a single Ohio utility has testi?ed in open committee about the bill?s rate impact or provided an analysis of its effect on ratepayers. Not one.
