Results of July 2015 Groundwater Sample Analyses    Central Sands Dairy, LLC    WPDES Permit No. WI00063533‐02‐0    Town of Armenia, Juneau County, Wisconsin    Dear Ms. Chern:  Pursuant to our approved groundwater monitoring plan RJN returned to the Central Sands  Dairy (CSD) on July 23, 2015 for groundwater sampling.  Groundwater Flow  Table 1 summarizes groundwater elevations as measured on July 23, 2015 by RJN.  Although  irrigation wells were being utilized in the area on July 23, the water levels were comparable to  those measured in April, indicating that the irrigation wells appear to have little effect on  groundwater levels beyond the field boundaries (note that the irrigation system in the field  adjacent to the CSD‐1 nest was operating at the time of water level measurements).  Vertically, the gradient at the CSD‐1 nest was flat, with water levels in each well at 942.55 feet  (MSL); a slight upward gradient was present at the CSD‐3 nest.   Figure 1 shows the water table as measured on July 23.  The flow is slightly more easterly than  measured at previous times, but still in a generally east‐southeasterly direction.    Groundwater Quality  Groundwater samples were collected from site monitoring wells on July 23, 2015.  Prior to  sampling, water levels were measured in all wells.  Wells were then purged using low flow  methodology.  Wells were pumped using a Geopump peristaltic pump and water quality was  monitored in a flow‐through cell using a Horiba U‐52 meter.  Field measurements of  temperature, pH and conductivity were taken after the removal of each casing volume.  Purge Page 2    parameters had stabilized, samples were collected in containers provided by TestAmerica.  The  samples were then placed in an iced cooler.  Field sampling sheets are provided in Attachment  1.  Because of a short (24‐hour) hold time for bacteria samples, those samples were not sent to the  TestAmerica laboratory.  Instead, they were delivered on the morning of July 24, 2015 to the  Wisconsin State Laboratory of Hygiene, in Madison.  Pursuant to the CSD work plan, samples  were analyzed for:            Total dissolved solids  Chloride  Chemical oxygen demand  Ammonium  Total Kjeldahl nitrogen  Total organic carbon  Total coliform bacteria (count)  E. Coli (count)  Nitrogen (nitrite+nitrate)  Potassium  Results of the analyses are summarized in Table 1; the laboratory reports are provided in  Attachment 2.    Coliform was not detected in any of the samples; however, E. Coli was present in CSD‐1D (count  of 11), CSD‐3S (5) and CSD 3D (200).  This is a distinction from the April sampling event, in which  coliform was present in all samples, but E. Coli was not detected in any samples.  Due to a lack  of downward gradient, it is not likely that the presence of E. Coli in the deeper wells are derived  locally, especially in CSD‐3D, which is the most upgradient well location.  Preventive Action Limits (PALs) for ammonium were exceeded in samples from CSD‐1S and  CSD‐1D, as was the case in the April samples; however, the remaining samples yielded  ammonium concentrations significantly below the PAL, if at all.  CSD‐1D results were more  elevated than CSD‐1S.  The ES for nitrite+nitrate was exceeded in samples from CSD‐1D and CSD 4.  The PAL for  nitrite+nitrate was exceeded in samples from CSD‐1S, CSD‐2, and CSD‐3D.  As with previous  rounds of samples, the highest concentrations occurred in the samples (sample and duplicate)  collected from CSD‐4, which is at an upgradient location on the property.  No other ES or PAL  exceedances were detected.  Total organic carbon is present in all samples.  Although there are no data to indicate  background concentrations (because wells CSD‐3 and CSD‐4 are at upgradient locations, and  groundwater has been impacted at those locations), the concentrations appear somewhat  elevated. chemical oxygen demand.  Again, the highest chemical oxygen demand occurred at well CSD‐4  indirectly indicating the presence of a greater amount of organic compounds at that upgradient  location.  Potassium concentrations remained consistent in the individual wells.  Ammonium concentrations remain stable in the CSD‐1 nest.  As discussed previously, that  location is downgradient from the lagoon; however a recent inspection found the lagoon  construction to be in good working condition.  Additionally, we have seen no variation in
