During the January 2013 ARNG Senior Leaders Conference it was identi?ed that California has over 1300 overdue LODs and is the highest number of by any state in the nation. If a Soldier appears on this report that has transferred, the losing unit is responsible for completing the LOD. To facilitate action of these overdue LODs, I have enclosed your Brigade breakout which indicates where the LODs are within the LOD Module either in Draft (at Unit Admin), Unit Commander, Intermediate Unit Command Admin, Appointing Authority, or Investigating Of?cer level. 2. No later than 28 February 2013, Commands will action all LODs in Draft, Unit Commander, Intermediate Unit Command Admin, Appointing Authority, or Investigating Of?cer level. Any current Draft LODS that remain in the system after 28 February 2013 will be manually closed by State Admin due to inactivity. Any commands with current LODs remaining in Unit Commander or Intermediate Command Admin levels after 28 February 2013 will have to reply by endorsement through their Chain of Command, the CAARN G1, CAARNG Chief of Staff, to the Commander, California Army National Guard as to why these LODS have not been processed. 3. Effective immediately, LODs will be processed Within the timelines outlined in AR 600-8?4 or they are subject to be administratively closed by the G1 due to inactivity. Any Draft Informal LOD that remains in Draft more than 60 days will be administratively closed by the l. LODs submitted after the fact must be annotated with credible justi?cation by the Commander in block 30 or the LOD will be administratively closed by the G1. 4. If an LOD needs to be re?opened after it has been administratively closed, then the unit can request that the CAARNG G1 ~Medical Claims Section re?open the LOD by calling 916?854-3687 or 916-854-3219 and providing valid justi?cation. 5. Remember that LODs must be timely and AR 600-8-4, Chap 2-3, para b, states that a Line of Duty Investigation is not required ?for injuries so slight to be clearly of no lasting signi?cance.? Line of Duties are required for duty related?Me'dical Evaluation Boards, applying for lncapacitation, Active Duty Medical Extension, Medical Retention Processing 2 (MRP2), and potentially to file for future disability bene?ts. Our ability to support Soldiers through these processes is hampered by our continued failure to properly process the LODs.
