Therefore, in order to initiate the process to protect Fenland's remaining unique scenic resources, the City hereb creates a task force composed of thirteen (i 3 members which shall be known as the 'Scenic Vler Task Force?, hereinafter referred to as the 'Task Force'. Composition. The Task Force shall be appointed by the Mayorwithin sixty (60} days of the date of enactment, and shall consist'ot the following, all of whom shall be residents of the City of Portland: one (1) member of the city council; (1) member representing the Historic Preservation Board; one member representing the Flaming Board; one membe representing Portland Development Corporation; and one (1) member re resenting the Land Bank Task Force; and eight f8) members representing the public-at?lar o, with at least one (1) member being appoint from each Council District; these eight members should have a signi?cant history of community involvement, and experience, training or expertise in one of the following disciplines is desirable: architecture, economics, landscape architecture, planning, community organization andtor advocacy, real estate or development, biology or natural sciences. to) Duties. The duties oi the Task Force shall mctude: The Task Force may sponsor andior encourage community programs, from time to time, to educate residents about the scenic viewpoint inventory methodology and to seek put on Portland's Scenic resources. The Task Force shalt inventory, or cause to be rnventorted, signi?cant scenic areas and viewpoints throughout the City ol Portland, including the islands, widtin eighteen (18) months of the dale of enactment. Once the inventory is complete, the Task Force shall present its ?ndings to the Flaming Board for recommendation, and to the City Council for action on its proposal to designate add?ional distinctive andr'or highly distinctive viewpoints for ?protection? through use at the Scenic Wewpolnt retention Overlay Zone. The Task Force may make such additional recommendations as it deems appropriate. The ask Force shalfmake report to the cigr council at least annually on an interim basis, and shall issue its ?nal report within three years of the date cl enactment. . Sec. 14-58 Resenverh Zoning Map andior Zoning Text Change Requirements When an applicant ?les an application for a zoning map change, a zoning text change, or a oombrned zoning map and text change, the applicant shall submit a complete application in a term and with content as speci?ed by the Department of Ptanni and Urban Development.
