I learned from Officer Schafer that he was investigating a hit and run accident that occurred the previous night at'approximately 10:24 p.m. in front of 123 West Francis Ave., Aspen, Colorado. Officer Schafer advised me of what he learned from Officer Forrest Barnett who responded to the accident the previous night; that Officer Barnett attempted to locate the run vehicle and attempted to contact the driver, but was unable to do so. Officer Schafer told me that he found the likely run vehicle in the driveway of 900 West North St., Aspen, Colorado. I responded to that location and observed a 2011 GMC Yukon in the driveway facing away from the street (the front of the vehicle was facing the garage door). From the street I could see that there was significant damage to the front end of the GMC. The license plate of the GMC was Colorado MEL OH. owner of this vehicle is Lance (09/18/71). The I started my Mobile Vision recorder and zoomed in to capture the damage to the front end of the GMC. I subsequently recorded my conversation with the alleged driver of the vehicle Anna Hansen (05/24/81). I have added this recording (and others) to this case as The recording is approximately 47 minutes. Officer Schafer texted Hansen (I learned that he had Hansen's number because she left it with the man who reported the crash the night before) and she agreed to meet us in her driVeway. Hansen met Officer Schafer and me in the driveway of her house. Hansen told us that she was driving home from an Aspen Art Museum party the previous night. Hansen told me that she drove the GMC home because "Lance had a little bit to drink so I was driving. I was not drinking" Hansen told us that after the art museum party she went to City Market and then Hansen added that she drove through the residential part (this is of Aspen's West End, lost Hansen told me that she "was drove home. an indirect route from City Market to her house) control of the GMC, and struck two parked cars. going to fast for conditions." Hansen told me that after the accident she drove her damaged car around-the corner, wrote down her information and returned by walking towards the two damaged parked cars, to leave her information. Hansen told me that she met the owner (actually homeowner of 123 West Francis Ave.) of the parked cars, Tom Van Allen (09/01/55) and told them who she was, providing a name and phone number to reach her later. Hansen added that she told Van Allen that she would take care of the damage to the rental cars. Hansen told me that she then drove the GMC home and parked it in the driveway. Hansen told me that neither she nor was injured in the crash. Hansen provided driver's license, registration and insurance for the GMC. I advised Hansen that Van Allen originally thought the accident was a hit and run case and called 911 because he heard the crash from inside his house at 123 West Francis, went outside to see two damaged rental cars and did not see the vehicle that caused the accident. I informed Hansen that she was required to immediately notify the police of an accident and return to or remain at the scene. Hansen told me that she was unaware of this law. I wrote Hansen a summons: 42?4?1606(l) Duty to Report Accidents Exceeding safe speed for conditions Hansen was upset by the severity of the summons but respectfully signed it; promising to appear in Pitkin County Court on 01/13/15. Officer Schafer and I left the scene. I was suspicious of Hansen's story so I decided to continue my investigation. I learned that the Aspen Art Museum's Freestyle gala was held at the St. Regis. I went to the security office of the St. Regis and watched their video surveillance. I learned that they did not have video of the valet service that was provided for the gala. I learned that Jay's valet provided services for the event. I called Jay's valet and spoke to employee, Dylan Gaffney (04/14/88). Gaffney told me that he recOgnized Lance and Anna Hansen; he told me that he assisted Hansen to the_passenger side of the GMC and entered the driver's side and drove away from the St. Regis. I asked Gaffney if he thought was intoxicated and Gaffney told me that "was not stumbling." Gaffney added that he was not close enough to to develop an opinion of level of intoxication. .This conversation was recorded on speaker phone on Mobile Vision in my patrol car. At approximately 1854 hours on December 29 I called Hansen back and asked her to tell me her version of the prior night's events one more time. Hansen again told me that she drove from the St. Regis to City Market and then home. I told Hansen that I had doubts about her story. She asked about my doubts and I told Hansen that the valet saw drive away from the St. Regis. Hansen became upset and told me that when they got to City Market, she shopped and then walked back to the car and told "You need to get in the passenger seat." I told Hansen that City Market has a surveillance system in the parking lot and that I was going to view the video. I told Hansen that I would continue my investigation and that we would speak later. This conversation was recorded on my cellular speaker phone on Mobile Vision in my patrol car. I then interviewed Van Allen and he told me that from inside his house at 123 West Francis at approximately 10:24 on_December 28 he heard "gunning of an engine, then a clip and a big bang out front." Van Allen told me that he went outside with his brother?inmlaw William Brady (03/17/63) and observed that two rental cars were damaged: A white Jeep Wrangler rented by his brother?in?law and a white Toyota Four Runner rented by his sister?in?law. Van Allen told me that he thought this was "the classic hit and run, I thought, and then I called 911 and said, think we're the victim of a hitwand run.'" Van Allen stated that after he called woman, well?dressed, 30ish, blond woman came running around the corner in her high heels in six inches of packed snow which was pretty impressive; she ran directly to us and said 'We're so sorry, we came around the corner and slipped on the ice and we hit your cars, we're so sorry, we'll pay for everything.?" swimwmam Manatee? I asked Van Allen if he knew who was driving the car that was not on'visible to him because it was on another block and he replied, "She said, 'I'm Anna, we're the my husband's Lance, he was just driving maybe to fast around the corner or something,? you know, just a very brief reference to him." Van Allen said something which I was unable to hear clearly so I asked him to repeat part of what he just said. Van Allen repeated Hansen's words, "Well he was probably driving to fast coming around the corner." I asked Van Allen if those were the words he remembered hearing and he replied, "Well, you know I wish I had a tape recorder you know, that is vaguely what I heard." Van Allen told me that his brother?in?law was William Brady (03/17/63). called Brady and he told me that his rental car was hit near the front tire. told me didn't see the accident happen, I heard it." I asked Brady what happened after he went outside the house to investigate the accident. He replied, girl came and said, 'We're really sorry, sorry' and gave us a phone number to call and then she left and right after that the police came." Brady did not recall the conversation with Hansen, adding that his brothereinelaw (Van Allen) dealt with her. He 20l4 Anna Hansen came to the courthouse with her attorney, Ryan On December 31, I recorded Kalamaya. Also present was Deputy District Attorney Andrea Bryan. this interview and have added it to this caSe as RMZ. Hansen told me "We left the St. Regis and I was the passenger, we went to City Market to get our son some cold medicine and got back in the vehicle as the passenger and on our way home we struck two vehicles, at which point we kind of kept sliding and_were literally right around the corner; I wrote down my name and number to give to the owners of the vehicles, and they were out there at that point. Um, spoke briefly with them, then went home.? I summarized Hansen's original story in which she claimed to be the driver from City Market to her house and asked her if she was now admitting to being the passenger. Hansen replied, "Correct." I asked "Who was the driver?" Hansen replied, "Lance." I said, "Lance who?" Hansen said, I asked, "And Lance was driving the car when it crashed into those two other cars?" Hansen replied, "Yes." The interview continued and Hansen told me that she was not aware of the law requiring notification of accidents to the police. She added that after the accident she was "looking for something to write with, I mean it wasn't like a conscience like, pull around we gotta hide. At that point there was no decision about, 'I'm gonna say I was the driver Attorney Kalamaya added that it had been snowing for a few days and the roads were slippery. Hansen added, "It was crazy icy." I agreed with both of them, and noted that this was the only accident that the police department responded to that night. She replied, "No, that was a joint decision and um, you know _we've had our family name smeared over every paper in the world in the last couple of years and honestly, I've got teenagers, I just wanted to protect my family because I thought, 'Gosh, Anna Hansen hit some cars, it's not going to show up in the papers, but Lance hit some cars, it's going to be a national story.'" Attorney Kalamaya added, "When she went back (to the hit cars) she said, 'We are the Hansen added that when she spoke to Van Allen she stated, said, 'Lance and Anna we live in the west end,? I wanted them to know this is who we are, we not trying to, like and they were, the reason I left, they never told me they called the police. They were so nice." Attorney Kalamaya interjected, "When she went back it wasn't 'I?m just Anna Hansen,? she said 'Lance and Anna like for example, they are not married but their Christmas card, it says, the I asked Hansen if was intoxicated when he drove home from the St. Regis as she originally told me. Hansen replied, "He was not intoxicated, and that was um, you know, I'm sorry I lied to you that morning but I was trying to make it sound like well I was driving because that was just,-I don?t know, I?m not in the habit of lying in general and especially not to police officers so, I don't know I was just trying to make something up at that time." I told Hansen that I appreciated her honesty and that I would not charge her with any traffic or criminal charges. Hansen told me that was aware that she came to the courthouse to tell the truth and that he was prepared to admit driving the car and accept responsibility for the crash. - Hansen and Attorney Kalamaya left the courthouse. On 01/02/15 I spoke to Attorney Pamela Mackey about this case. Mackey told me that she was representing and that he did not wish to speak to me about the incident. I agreed to serve Mackey a summons on behalf of On 01/12/15 I served Attorney Mackey a summons for 42~4?l606 (1) Duty to report accidents 42?41101(3) Exceeding safe speed for conditions. Francis on 12/28/14 at 2228 hours. Officer Dave Rosselot also responded and we observed two damaged rental cars parked(parallel) facing west on the south side of Francis St. directly in front of 123 W. Francis. The vehicles were a white Jeep Wrangler and a white Toyota Four Runner. We spoke to the reporting party, Tom Van Allen. Van Allen told us that the vehicles belonged to his houseguests. He said that they heard the collision from inside the house and that he emerged to find the vehicles damaged and the run vehicle nowhere in sight. Van Allen then called police. Van Allen said that shortly after he went out to inspect the damage, a female apprdached him and handed him two notes with her phone number on each. He said that the female identified herself as Anna Hansen and she said that her husband was Lance Van Allen said that she told him that she would pay for the damage. Rosselot and I arrived shortly after she left and we collected registration and insurance information on the two hit vehicles. We observed a GMC grille on the ground_which did not fit either of the hit vehicles. I told Officer Rosselot that I believed the grille to be specific to a GMC Yukon. It appeared that the run vehicle was traveling west when the incident occurred. Other APB units began searching the area for the run vehicle with no success. Rosselot and I both called the number left by Hansen and she did not answer or return our calls. -Officer Rosselot went to last known residence, 900 North St; and did not see the run vehicle. Rosselot told me that he could not discern whether the occupants of the home were awake and we elected to wait until the following day to follow up. We did not know at the time if Hansen resided at that address. I took three photographs of the hit vehicles which I have attached to this case's involvements(FBl). I also spoke to the renter of the Jeep, William J. Brady(3/l7/63) and the renter of the Four Runner, Anna Brady Evans(2/6/6l) and- obtained the registration and insurance documents for the hit vehicles. It appeared as though the Jeep was hit first and the damage was to the right side toward the front. The Toyota was then hit in the right rear and both sustained substantial damage. Snow was falling and the tracks from the run vehicle had been covered. The GMC grille was found to the side of the Toyota. I sent an email to dayshift for follow up. Case Open/Active 2 SCHAFER, ROBERT 10 21:47 01/06/2015 new sums/ms newsman 4456 ASPEN POLICE 9 .02/02/15 LAW INCIDENT TABLE Page: 16:33 mt107 APV Mon.Feb 02 15:06:50 MST 2015 R8142, 14A022370, Tue Jan 06 10:23:24 MST 2015 On Monday morning December 29th, 2014 I received an email from Officer about a hit and run accident that occurred.the previous night(Sunday December 28th at approximately 2230 hours). He asked that I follow up by phone with the driver of Vehicle number 1 (run vehicle) (Anna Hansen) as he didn't get her information from the previous night. At approximately 0745 on Monday December 29th, 2014, I went to the scene of the accident at 123 Francis to see the damage to two vehicles street parked in front of the residence. Both vehicles were parallel parked on the south side of the street facing west. Parked in front were a Jeep Wrangler and a Toyota 4Runner that had moderate to severe passenger side damage. I took photos of the damage. (see attached photos) I then proceeded to the residence of Anna Hansen, who I know to be the partner of Lance residing at 900 North Street in Aspen, Colorado. Upon getting to the residence, I noticed a black Suburban type vehicle that had damage to the front end and hood visible from the street. (see attached photos) I then called the reporting party of the accident at 123 Francis and spoke with Tom VanAllen. I told him I was following up on the investigation of his two struck vehicles and asked him to briefly explain what happened. VanAllen told me he was in the basement level of his home (window open) getting ready for bed around 10:20pm when he heard a car with its engine revving loudly coming around the corner then a large crashing noise come from the front of his house. He said he went upstairs and asked his house guests if they heard a crash from outside. They said they didn't but he checked outside anyway. He said he noticed the two vehicles were askew from where he parked them and then he noticed the damage. VanAllen said he called the police and they arrived within a few minutes. While he was waiting for the police to arrive, he said a woman came running in high heels from around-the corner up to him. He said she came to him and introduced herself as Anna Hansen, the wife_of_Lance and that she was driving and hit his cars. VanAllen said he didn't see her vehicle as it was around the corner. Hansen wrote down her phone number for VanAllen and said she would take care of all the damage and to call?her in the morning. VanAllen said she then turned around and went back to her car around the corner which he never saw. At that moment he said the police arrived and they began their investigation into the crash. I next called Anna Hansen at the number she gave to VanAllen. Officer Barnett called this number several times the night before with no one answering the phone. No one answered when I called and I left a message saying I was investigating the accident she was involved in and I needed her information to complete the accident report. I then exited my marked patrol car which was in front of the residence at 900 North Street and took photos of the damage to the black Yukon XL from the street.(see attached) My next phone call was to Officer Magnuson (119) to assist in the interview of Hansen. Officer Magnuson arrived a few minutes later. I relayed the investigation to that point and told him I was waiting for a response from Hansen. At that moment, I received a text message on my department issued phone from Anna Hansen. The message said "Hi officer, this is Anna Hansen. I just tried calling you on your work cell to do the accident report. My reception here in the house is not good. Please call me on our land line at (phone number omitted). She said'she_would meet us out front of the house. Officer Magnuson and I met Anna Hansen out front and introduced ourselves. We asked her if she was injured in the accident and she said no. She said she had one other passenger with her, Lance in the passenger seat and he wasn?t injured either. I asked her to tell us what happened, HanSen stated she was at a party for the Art Museum with Lance who was drinking, so she said she decided to drive home. She said as she was driving home on West Francis Street, she was driving too fast for conditions and lost control around a snowy corner and collided with the two parked cars. She said she parked around the corner and walked back to the accident scene. She said she told a man there (Van Allen) that she was driving that and they would take care of any_ damage to the vehicles. She said she wrote down her phone number and told the man to call her in the morning and they would take care of the crashed cars. She said she then walked back to the car and drove home. I asked Hansen if she could show us the damage to her vehicle. Her vehicle is a black GMC Yukon XL with moderate to heavy damage to the driver's side front corner, front bumper area and hood. I told Hansen a large front grill from a GMC was left at the accident scene and her car was missing her GMC grill. Hansen said that was probably from her car. - I asked Hansen why she was driving back to her house on the 100 of West Francis when she lives in the 900 block west. I explained it would be more efficient and quicker to drive down Main Street to the curves then to her house. Hansen said she always goes through the west end to their home. I also asked her why she didn't wait until the police arrived on scene to make a report. Hansen said it didn't occur to her as she didn't think she needed to wait for the police. I explained to her that anytime you get into an accident you need to have the police involved. She said she didn't know that. I told Hansen that it's my experience that when people out through the west end of town and don?t.wait around for police they're typically intoxicated. She said she didn't have anything to drink, that's why she was driving. I left the scene after Manguson wrote Hansen a ticket for failing to notify the police of an accident and driving too fast for conditions. Later that same day, Officer Magnuson and I discussed the possibility of Hansen not actually being the driver of the vehicle. Magnuson said we can visit the places they visited the night before to see if we can find evidence of who might have been driving. Magnuson and I proceeded to the St Regis Hotel in Aspen, Colorado as the Art Museum party had taken place there the night before. We watched video of security cameras of the valet area and the car in question was not on video. The security supervisor at the St Regis told me that the Art Museum used a separate entrance for the party and that a separate company called Jay's Valet parked the cars of attendees. The supervisor said they didn't have video of that entrance or area where they parked the vehicles. While I continued to watch video, Magnuson called the owner of Jay's Valet to ask about the car we were looking for. Not finding any evidence at the St Regis Hotel, we left. At this point, Officer Magnuson took over the case and my involvement stopped.
