threats.

Issue: IN pay attention to when PGSS comes down

Discussion: Like any piece of equipment the PGSS comes down for routine maintenance or is
ineffective in inclement weather. The insurgents pay attention to this and will exploit it.
Recommendation: PGSS operators need to inform CPs of maintenance so an alternate 
platform can be utilized if needed.

Issue: PGSS not in your immediate AO

Discussion: Not all pieces of TI have a PGSS available to them. However, the PGSS has a large
area it can cover, not just its own immediate AO.

Recommendation: Cross talk with other companies that have PGSS and incorporate them in to
your A0 and operations.

Issue: Detailed Scan guidance aids a focused platform

Discussion: Numerous hours stationed at the PGSS and RAID tower monitors led to weary
operators and autoscan/stagnant scanning of the AO. To combat this TRP provided a
thorough directive for SP Luke. The guidance divided the sector into numerous sub-sectors
which were further broken down, according to to hours of focus and PIR to be
answered for each sector. This led to operators constantly shifting their focus and greater
surveillance of the AO.

Recommendation: Ensure Aerostat operators have clear guidance as to times, locations, and
Ple throughout their shift to ensure an active platform.

Issue: Plans for the 

Discussion: The needs a dedicated plan of it?s own to be effective. There must
be a way to communicate to the operators in a timely manner.

Recommendation: Ensure the collection manager is creating a specific plan for the 
operators. Take the collection manager out to the trailer so they can meet the
operators and get a better understanding of its capabilities.

Issue: feeds

Discussion: You need streaming feed in the TOC not only for you
control, but also for those outside of your AO that can see inside of it.

Recommendation: Ensure the contractors are sent out ASAP to repair any broken
feeds. Stream on and if you have a PTDS, have it broadcast to the OSRVT.

Issue: Deterrence Factor of PGS 

Discussion: serve as a great deterrent even if they aren?t operational. and LN 
alike believe the blimp can see everything and will act differently when it is up.
Recommendation: Fly the as much as possible, even if the camera systems/feed is
broken. Work 10 messages that re?enforce the perceptions that the can see
everything.
