CONTRACT FOR PROFESSIONAL SERVICES THIS CONTRACT entered into on the day of July, 2013, by and between Roosevelt County, a New Mexico incorporated County (hereinafter County) and Michael G. Miller, (hereinafter Lobbyist); and WHEREAS, County desires to employ a Lobbyist for purposes of lobbying for Roosevelt County on a year round basis; and WHEREAS Lobbyist agrees to devote his best (?nonexclusive?) efforts to lobby on behalf of County; NOW THEREFORE, in mutual consideration of the covenants and agreements of the parties, and for valuable consideration of one?dollar receipt of which is acknowledged, the parties contract and agree as follows: 1. Lobbyist Services: Lobbyist agrees to: A. Advocate issues presented by the County at the regular session of the New Mexico Legislature. B. Represent the County on any issues that might be pertinent during a special session of the Legislature. C. Follow-up with the Commission and County Administration after adjournment of the Legislature. D. Attend all interim Legislative Committee meetings and represent the position of Roosevelt County. These committees may include but are not limited to Legislative Finance Committee, Revenue and Tax Stabilization Committee, New Mexico Finance Oversight Committee, any other committee that may be discussing issues impacting county government. E. Be available for consultation to the County Commission and County Administration. F. Meet with Federal Legislators on behalf of issues endorsed by the County Commission. G. Attend other meetings and seminars as deemed apprOpriate by County Commission and/or Administration. H. Become af?liated with any other projects as may be directed by the County Commission and Administration and agreed upon between all parties. 2. Length of Contract: The term of this Contract, shall commence immediately and be renewed on a yearly basis. 3. Payment: County shall pay the Lobbyist the sum $25,000.00 inclusive of New Mexico Gross Receipts Tax; which sum shall be paid in twelve (12) installments of $2,083.00. Lobbyist will also be reimbursed for expenses directly incurred for Lobbying not to exceed 10% of the fee and with prior approval by the County Commission. 4. Limitation of Authority: Lobbyist shall make no statement nor take any action which would suggest or affirmatively indicate that he has authority to bind or act on behalf of Roosevelt County. For purposes of this Contract Lobbyist shall be an independent contractor. 5. Nonexclusive Contract Services: County recognizes, and agrees that Lobbyist may lobby on behalf of other entities so long as those entities interest are not adverse to the interest of Roosevelt County.
