Natasha Khan  Request for comment on PA report Pidgeon, David G.  To: Natasha Khan  Mon, Oct 12, 2015 at 2:31 PM Hi Natasha,   Thanks for reaching out to me on this. I’ll still refer back to the statement NS issued when Dr. Zarembski published his report, which is copied below:   Norfolk Southern will continue to invest in safety and work with the Commonwealth of Pennsylvania and U.S. Department of Transportation to ensure the safe transportation of not only crude oil but all our traffic throughout the system.   The Commonwealth’s communities are our communities, too. We employ about 4,700 Pennsylvanians, and they and their families make their homes here. Our people are safety­driven, and we are investing in Pennsylvania and elsewhere to further enhance safety and efficiency as we move the goods that move America. Norfolk Southern devotes enormous resources to safe railroad operations no matter what it is hauling, but hazardous materials transportation receives even greater attention, with a focus on prevention, mitigation, and emergency response. Across our system this year alone, Norfolk Southern is investing $2.4 billion in upgrades to our 22­state infrastructure, much of which is spent on track, bridge and infrastructure maintenance.  Our actions and continued level of engagement within Pennsylvania demonstrates Norfolk Southern’s strong commitment to safety and to the communities through which we operate.   Today, hazardous materials reach their destination 99.998 percent of the time without a release due to an accident, yet Norfolk Southern is focused on continuous safety improvement. Specific to crude by rail, Norfolk Southern is:   ·         Advocating for higher federal safety standards in tank cars ·         Voluntarily increasing high­tech track inspections of crude oil routes ·         Reducing speed limits for Class 3 flammable liquid trains in populated areas ·         Conducting routing analysis for crude oil trains to ensure the route that is safest and most secure ·         Sharing important information with emergency response agencies vital to our collective safety and security ·         Providing or assisting with hands­on training sessions to thousands of first responders and other emergency response personnel. In addition to these measures Norfolk Southern is actively undertaking, we look forward to further conversations with the Commonwealth of Pennsylvania to review productive ways to make our safe system even safer, while complying with federal regulation of transportation by rail.
