MARTIN ROBERT SANDOVAL SANDRA TAYLOR-SAWYER Scope of Work Capitol Consultants In close coordination with the City of Clovis, Mr. John Ryan will advocate to: vii) Secure federal funding to support water consrvation initiatives to preserve the Ogallala Aquifer in New Mexico; Provide information regarding status of Base Realignment and Closure (BRAC) at the federal level; Support military construction funding (MILCON) for the 27th Special Operations Wing at Cannon Air Force Base; Secure federal funding to support the design, planning and construction of various road and transportation related projects; Secure the continuance of the Essential Air Service program and related federal issues in support of the Clovis Municipal Airport; Secure federal funding to support parks and recreation programs; Secure adequate funding levels for the Community Development Block Grants (CDBG) Program; . Secure federal funding for future phases of the ef?uent'reuse project; and Promote such other federal appropriations as directd by the City Administration. This will include advocacy amoung the New Mexico Congressional delegation, the Obama Administration and other key Congressional authoriizing and appropriaitons committeess with jurisdication over related projects. Mr. Ryan will develop and execute a fedral advocacy plan and strategy that incorporates the following activities: 0 Manage the City of Clovis federal legislative agenda - Advocate for federal authorization and appropriation language 0 Secure and conduct meetings with members of Congress, the Administation, and other key government of?cials in Washington DC. 0 Secure opportunities to present testimony before Congress 0 Provide emerging assessment of political conttext and dynamics of evolving issues 0 Provide regular updates to the City of Clovis representatives Mr. Ryan may also engage in other activities as mutually agreed upon, however, he will not engage in any New Mexico legislative advocacy and all activities associated with the City of Clovis will be directed exclusevely toward formulating and executing a federal legislative agenda. CONTRACT AGREEMENT PAYMENT: . The City of Clovis shall pay Capitol Consultants. LLC, the following amount: $40,000 for Services $3,333 per month plus expenses for travel, estimated at $4,500 for the fiscal year of 2015/2016. Connelly, Clovis, New Mexico, hereinafter referred to as the ?City?, and the Capital Consultants, LLC, 1020 Salanlanca Street N.W., Albuquerque, New Mexico, 87107, hereinafter referred to as ?Capital Consultants?. WHEREAS, the parties hereto have entered into that certain Contract for Services dated July 1, 2014, which will expire on June 30, 2015. WHEREAS, the parties mutually desire to extend the current service contract on a month to month basis on the same terms as set forth in the service contract. WHEREFORE, for good and valuable consideration, the receipt and suf?ciency whereof are hereby stipulated, the parties agree as follows: 1. The existing current service contract is hereby extended on a month to month basis upon the same terms and conditions as set forth therein. 2.
