We are gathering approximately 50 experts from free?market think tanks and industry to assist us in developing an action plan to address legislative concerns likely to arise this fall and next spring. Between now and April 2007, federal and state policymakers will address National Ambient Air Quality Standards, greenhouse gas regulatory programs, and new boutique formulas for bio?iels. A series of new standards and regulations are taking effect simultaneously with the reqUirernents for local governments to develop SIPs plans under the Clean Air Act. For example, EPA plans to formalize a rulemaking on PM 2.5 in September 2006. . We hope to bring together free-market and industry experts who are now working on parts of this overall problem but may not be aware of how the pieces ?t together. We hope to identify research and education opportunities, and needs. We hope to forge some personal relationships among researchers, writers, and policy entrepreneurs so we can all become more effective. The meeting will consist of a series of brief historical and factual presentations by policy and industrial experts in the morning followed by a roundtable discussion in the afternoon. Expected outputs include ideas for white papers, identifying opportunities for testimony, outlining educational forums for elected of?cials, and determining a communication strategy for media.
