Same-sex marriage in Virginia Nearly 3,600 marriage licenses were issued to same-sex couples in Virginia in the first 12 months after same-sex marriage became legal in the state. Among large cities, Roanoke had the highest percentage of marriage licenses issued to same-sex couples in the first nine months of 2015 with 11.1 percent, more than twice the state-wide 5.4 percent.
