Dear Madam Treasurer:

I am writing to clarify my position and future intentions regarding bonding in 2016. As
you know, there is authority to issue roughly $5 million in Land for Maine?s Future bonds, which
was rati?ed in 2012. Additionally, authority to issue roughly $6.5 million in Land for Maine?s

Future bonds recently expired in November, but this bonding authority may be reauthorized by
the Legislature.

As you prepare for next year?s bond sale in June of 2016, please be advised that I intend
to issue the roughly $5 million in bonds from 2012. Further, if the Legislature acts to reauthorize
bonds rati?ed in 2010, I intend to issue those bonds as well.

While I do not agree with the Legislature?s spending priorities and the constituencies that
their priorities bene?t, 1 am prepared to issue these bonds this year.
