BASIC COURSE CERTIFICATION REVIEW ACADEMY NAME Law Enforcement Training Center Section 1200 - Firearms Training Facility 1201 - Facility is conducive to a safe training environment. IXI Compliance Non-Compliance Not Observed How Verified: Overall appearance of equipment used in the training, available safety equipment, and instructors paying attention to enforcing rules and regulations. Facility is required to adhere to United States Marine Corps protocol for ranges due to location of facility aboard MCAS Miramar as well as P.0.S.T. safety rules. Similar rules applied to the other facilities used for consistency. A visual inspection of the pistol and shotgun ranges used for recruit training shows an adequate bullet impact area down range. All of the training ranges have a large dirt berm back ground. The ranges are separated by concrete filled block walls. The perimeters are contained by chainlink fences, warning signs, andlor work space counters which run the length of each range. Each range has a covered working bench area for re-loading magazines and for cleaning firearms when needed. The lead instructor uses an electronic PA system when giving recruits instructions while on the range. I was able to clearly hear all of the instructions given to the students in all directions around the range. This was a day light inspection, however, I observed the presence of overhead lighting at of the ranges. The main first aid kit and the AED device is located on the outside wall of the guard shack, located about thirty yards from the ranges. Instructors carry small first aid and tramau kits on their vests. While the tramau kits are sufficient for gunshot wounds, they would not provide the type of medical care for students needing cold packs, bandages, or an AED device in an emerency. There is a written safety policy for live fire on the pistol and shotgun ranges, however, there are no written policies related to the use of simunitions and paint guns, which are used during tactical training exercise. 1202 - Facility is properly secured and adequate signage posted to prevent unauthorized persons from exposure to potentially dangerous situations. The United States Marine Corps Police require all visitors and range staff to show their photograpic identification prior to entering the training facilites. All persons visiting the training facilites must check-in, adhere to all safety protocols, and access to secure areas are controlled by key, access card, or staff. There are bench areas at the rear of the range for storage of the recruits personal equipment, firearms and for weapon cleaning. In addition there are designated areas for tactical training at the Miramar center, located at East Miramar Road, Camp Elliott, which concists of a single family dweling located adjacent to the chemical agents facility, and ?Duffy Town? which is located adjacent to the firing ranges. The students conduct simunition and or paint ball training at the Ojai firearms training center located at 440 Alta Road, San Diego, California. Describe access control and security measures: The training facilities are located on Camp Elliott. Visitors must drive onto the facility via a gate controlled by a military police officers. Access to training offices, the armory, classrooms and storage facilities is controlled by key and access control measures. The Ojai facility is located near a prison facility and is isolated from the general public. In viewing the attached photograph of the area where the ?chemical agents house? is located, it is obvious that there are no controls present. It is unknown where portable barriers are erected for control and security due to the fact that none were present at the time of my visit. There is no documentation in the course specific safety rules regarding the site descriptions of the facilities where student participate in tactical training with simunition firearms or paint ball weapons. There is no mention as to the specific eqipment, instructor qualifications, instructor ratios and the specifc safety guidelines for the use of simunitions and paint guns during the tactical training segment of the training program. Firearm safety rules need to be posted at the Miramar range facility. First aid kits, in addition to what is being carried in the instructor vests, should be located at each training location to ensure that the proper medical care can be provided to any injured individual. There is only one large first aid bag that is available for all of the ranges. This bag is located in the range office. The presenter should consider providing additional AD devices closer to the range facility in the event they are needed. If the range office is locked when the device is needed, it could delay essential and immediate medical care. The instructor to student ratio does not meet the minimum safety requirements. The ratio of instructors to student should be to 5 students. The current ratio that was observed was 3 instructors to 26 students. There was not adequate supervision on the range to ensure a safe enviornment. The presenter indicated that they want to adhere to the 1:5 ratio, however, iv?iiramar College officials are unable to provide the funding for the staff that is needed to operate the range safely. Exemplary Aspects: The armory is an exemplary example of how firearms should be properly maintained and inventoried. The personnel who are assigned to this function are doing an outstanding job ensuring the equipment issued to the recruits is safe for use. The instructors who are assigned to teach in the Academy program are highly qualified shooters and trainers. Each instructor reportedly meets all POST requirements. I inspected several instructor files at random and found they met the minimum POST requirements. All of the instructors wear protective vests while training on the firing range, even though POST does not mandate that they wear vests. All instructors wear a red shirt over their vest or they wear a red colored vest over their red shirt. Ali of the instructors carry trauma kits on their vests in the event there is an immediate need to care for an individual suffering a gunshot wound. The trauma kits were provided by the USMC for the training staff. These kits cannot be purchased on the open market. BASIC COURSE CERTIFICATION REVIEW ACADEMY NAME Law Enforcement Training Center 4: The variety of training sites allow the staff to conduct live fire training and then participate in SIM firing exercises where students can use simunition ammunition during tactical training exercises. General Comments: The presenter express concern over the lack of funding for additional instructional staff and the increase of costs for ammunition and perishable materials for the students. The presenter was not aware of the provisions in the California Education Code, Title 5 regarding the responsibility of Miramar College to provide students with the necessary equipment to complete the course. The presenter is currently providing ammunition and targets for all students. They should review Title 5 and revisit the contractual agreement they have with Miramar College to ensure that they have an equitable agreement with the college to provide the necessary instructors and course materials to adequately provide a quality educational experience for their students.
