Dear Chief Zimmerman: This correspondence reports the ?ndings of the Commission on Peace Of?cer Standards Training (POST) compliance inspection and audit conducted April 28, 2015 and concluded on April 29, 2015 of your agency?s adherence to minimum selection and training standards of peace officers and dispatchers. 1, along with Senior Law Enforcement Consultants Jeff Dunn, Karen Lozito, Mario Rodriguez, Charles Sandoval and Maria Sandoval, inspected background investigation ?les for relative personnel hired since July 2010. Agency Roster The POST listing of agency personnel (Peace Of?cers and Dispatchers) was reviewed for accuracy. The agency roster was found to have some areas of discrepanices. San Diego P.D. Backgrounds/Recruiting personnel delivered the roster to the proper Department personnel to rectify and ensure POST is properly noticed of appointments and classi?cations. Compliance Audit Selection Standards Selected background ?les of peace of?cers and public safety dispatcher appointments made during the review period parameters were examined to determine compliance with established selection standards. The ?les were generally thorough. Areas of note: The Personal History Statement should be the most recent as provided by the Commission on The medical evaluation clearance letter should state the appropriate government code and POST regulation requirements as was noticed in the evaluation clearance letter. Con?dential medical, characteristics reports and questionnaries should be palledfrom all agency background investigation files. Summary Narotive report states: This report is ?ir the exclusive use of the Chief of Poiice and/or The City Attorney?. 1 was informed that the Lieutenant of Backgrounds/lieeroiting reviews the Summary Narative report and makes the appointment decision; we would advise against this practice. Please see POST form 1?284 INSPECTION for a listing of audited files and discrepancies that were identi?ed during the audit. Those areas noted tacking proper documentation shotiid be reviewed and brought to meet the state of Ctr/Vomit? government code selection requirements and Coi?ornio Commission on POST regniations. Training Standards A large number of Department personnel were shown to be out of compliance. Please refer to the attached Compliance Analysis Report for a listing of peace of?cers and diSpatchers who did not complete Continuing Professional Training (CPT) requirements in the last two- year training cycle that ended on December 31, 2014. A Written communique [by letter or Email) should be presented to the Commission on POST, via to me, with a brief explanation as to the circumstance of why each identi?ed personnel was out of compliance for the 2013/2014 training cycle. Please note is still showing in the POST Electronic Data Interchange (EDI) that she is not in compliance with POST Regulation 1005: Supervisory Course (Required) (1) Every peace of?cer promoted. appointed, or transferred to a ?rst~levsl supervisory position shall satisfactorily complete a certi?ed Supervisory Course prior to promotion or within 12 months after the initial promotion, appointment. or transfer to such position. An officer who will be appointed within 12 months to a ?rst-level supervisory position or an officer assigned to a quasi-supervisory position may attend a Supervisory Course, if authorized by the department head. Requirements for the Supervisory Course are set forth in PAM Section D-3. Also note the current training cycle began January 01, 2015 and will end December 31, 2016.
