G3520C LFG Fired Internal Combustion Engines #1, #2, #3, #4, #5 and #6 INSPECTION DATE: AUDIT TYPE: COMPLIANCE STATUS: March 14, 2011 Level 3 Out-of-Compliance INSPECTION COMMENTS/RECOMMENDATIONS: On March 14, 2010, Ms. Wanda Parker-Garvin of FDEP visited the subject facility to perform an annual Level 3 compliance inspection. Contact was made with Mr. David Gillespie, Environmental Technician for the Brevard County Solid Waste Support Division. Ms. Parker-Garvin conducted a records review before Mr. Gillespie escorted her to the Energy Plant to observe the scheduled stack test being conducted. Contact was made with Mr. Joe Mutchler with the energy plant. Ms. Parker-Garvin met Mr. Mike Brack with Derenzo & Associates who was conducting the compliance test on unit #4. The testers were finishing the first run, about to start the second run at the time of inspection and three summa canisters were being collected. Ms. Parker-Garvin observed no opacity from the unit #4 stack, however there was some smoke coming from the top of the roof. An energy plant employee, Dan, stated the smoke was from oil burning off from an area that collects around the engines. Ms. Parker-Garvin suggested the facility maintain the area so no smoke emits from the engine area. The calibration gases were checked and all were in compliance. Ms. Parker-Garvin conducted a walk-through inspection of the landfill. The asbestos waste is disposed of along with the municipal waste and locations are kept by GPS. The flares were not operating because the gas was being routed to the engines. Well RLPS-G was inspected and had a temperature of 90?F, no sound, cool to the touch and good vegetation. Well GW-50 had good sound, slight odor, warm to the touch and good vegetation. Well V-317 had strong sound, slight odor, was warm to the touch and no vegetatin because it was a new replacement well. Facility-wide Conditions No objectionable odors were detected. No visible emissions were observed. A Method 9 or Method 22 observation was not considered necessary. No areas were observed where reasonable precautions were not used to prevent unconfined emissions. The semi-annual reports indicated monitoring well data found the several well operating above the permitted limits for temperature/oxygen and wells were decommissioned without prior Department approval. At the time of inspection the issues were being addressed by within the Department enforcement section. Based on the previous reporting data, the facility was found to be out-of-compliance.
