Whether the district court erred in granting plaintiffs a preliminary injunction requiring the government to cease bulk collection and analysis of any telephony metadata regarding the subscriptions of the Little plaintiffs under Section 215. 2. Whether the district court’s preliminary injunction should be vacated on grounds of mootness, given that the government’s authority under Section 215 to conduct bulk collection and analysis of telephony metadata has now expired. /s/ Catherine H.
