First, the revised Accountant?s Report dated 26 May 2006 from Ernst Young certi?es that ?during the period from 13 February 2004 to 30 November 2005 [the Company] incurred expenditure of ?3,061k on the gross wages in relation to the jobs in sub paragraph (0) above.? However, it is clear from the spreadsheets now supplied (Appendices A C) that ?3,06 1k is the gross wages incurred only for the period from 1 April 2005 to 30 November 2005. I should be grateful if you could arrange for to provide a ?arther revised Report as a matter of urgency which certi?es the cumulative amount of gross wages incurred for the entire period from 13 February 2004 to 30 November 2005. When doing so, it will be necessary to ensure that (as is the case for the gross wages in respect of the period from 1 April 2005 to 30 November 2005) the gross wages ?gures for the period from 13 February 2004 to 31 March 2005 include bonuses and employers? National Insurance. In this connection, my email of 12 January 2006 to you refers. Secondly, with speci?c regard to the Appendices A spreadsheets in respect of Gourock, the annual gross wage for each job (the ?nal column) has still been arrived at by taking the Week 35 wage and multiplying by 52. You will recall we agreed that a more accurate method of calculating the annual gross wage would be to take the average weekly wage paid for each job since commencement of that job and then annualise that ?gure. Your email of 12 January 2006 advised that this had been done. Unfortunately, whilst that methodology has been applied by you in respect of the Glenrothes spreadsheets, those for Gourock appear to have been unaltered and require to be corrected applying the aforementioned more accurate methodology. I look forward to hearing from you as soon as possible and would be happy to discuss any of the above with you. Susan Re the claim in respect of the Gourock project: the draft claim form now looks to be in order with no changes required; on the spreadsheets with the wages: I have not checked the numbers, this being for the Reporting Accountant, other than to comment that Appendix should be 249 not 244 jobs ie it should include the 5 previous employees transferred to Gourock to whom the ?151,489 in wages were paid on the period to 31 March 2005; (ii) I assume the wages for the aforementioned 5 transferred jobs ire the period from 1 April 2005 are included in Appendix but should be grateful if you could 12/01/2006 Draft of updated GLAI claim form with numbers Page 2 014 check this; (W) (V) On the format of the Appendices, I am afraid that as indicated in my letter of 16 November-.2005 (undersection therein) - the annual gross wage for each job needs to be included as does the job title. These are required for us to check that the gross wage being paid is in line with that set out in the Grant Agreement; and with regard to employer?s National Insurance, if my understanding is correct, this was not included in the gross wages ?gures against which grant was claimed last year nor is it included in the ?gures you have drawn together for the proposed claim. Had we known about this at the previous claim, I would have alerted you to the fact that it must be included. This is because, under EC rules, grant paid must not exceed a certain percentage of the wage cost of the person hired, calculated over a period of 2 years. The wage cost, as de?ned by the EC, includes employer?s National Insurance contributions. As a Government Department which is subject to audit of our grant?aided projects, we must be able to prove that we have adhered to the rules and that, as far as possible, we have ensured that the ?gures on which grant. is paid are totally accurate and that grant paid is within the limit permissible. For that purpose, I am sorry but we really do need you to include the employer?s NI contributions for all jobs from the outset of the project; for the same reasons as (iv) above relating to employer?s NI (as well as for consistency), I would recommend that you re-work your ?gures to include performance bonuses paid to all employees not only in relation to the current tax year but also for 2004/5. I appreciate that above will cause quite a bit of additional work for you. However, in our experience, there can be major problems in trying to re-work data further down the line in grant? aided projects when/if problems surface and it is in a company?s best interests if we deal with any anomalies and/or inconsistencies at an early stage. 1: hope this is helpful Wk; Kind regards. That might be optimistic on my part, but if you can give me a general timeline of how long it would take you to review the claim and assuming that everything is accurate, how long it would take to release the funds, I would be grateful. Many thanks in advance for your help. Take care. Susan claim doc - GLA1install3and4.doc>> PLEASE NOTE: THE ABOVE MES SAGE WAS RECEIVED ROM THE INTERNET. Hi- Much to our disappointment, we will not be able to meet the Dec 12th deadline for turning in either installments 3 and 4 for the Gourock project As you can imagine, the auditors are very busy at this time of year, and we were unable to get more of their time than they had already allocated to Amazon for the month of Dec. Amanda and are meeting on Monday to discuss revised timelines, but the latest from our auditors is that they can commit to Jan 3rd at the earliest. So, it appears that we are back to our original timing of January for the completion of the claim forms. i will email you next week with a revised timeline for completion. Thanks for continuing to help us get our claims resolved in an expedient manner. Take care, and do feel free to contact me with any further questions. The best way to reach me this afternoon is via my mobile. Dear Very sorry to trouble you again. However, by the end of this week we have to ?nalise our forecasts for out-turn expenditure on RSA for 2005/6 with a View to giving up to other parts of the Scottish Executive any money that we are unlikely to spend this ?nancial year. As well as the ?600,000 due to Amazon in respect of the Gourock project, I Many thanks in anticipation. 09/12/2005 FW: REGIONAL SELECTIVE ASSISTANCE Page 2 of 4 inal From:%w Sent: 05 December 2005 14:07 To: Cc: MinshuII-Beech, Amanda Subject: RE: REGIONAL SELECTIVE ASSISTANCE Dea? Thank you. As per my letter of 16 November 2005, I shall be departing on annual leave on 19 December 2005 and will not be back in the of?ce until 4 January 2006. Hence, as also indicated in that letter, to ensure payment before the end of this calendar year, I would really need to have the completed claim, accountant?s report and all other documents in respect of the Gourock project by 12 December 2005 (viz next Monday). Hopefully, with the auditors having been at Gourock last week, they should be able to meet that deadline. Kind regards. it?? Our intent is to have something to you before the holiday if at all possible. Hopefully now that we have been through it once, we won?t have as many teething pains. When you are out of the office for the holiday season? Thanks.
