INCENTIVES IN SEGREGATION PILOT PROJECT 2/3/12 INCENTIVES IN SEGREGATION PROGRAM PILOT PROJECT Project Objective The Incentives in Segregation Program is designed to motivate prisoners to demonstrate appropriate behavior in segregation by offering short term incentives that encourage positive adjustment. Positive adjustment will reduce the overall length of stay in segregation for most prisoners and produce a safer, less restrictive segregation environment. Prisoners engaged in the Incentives in Segregation Program will have a clear understanding of the expectations for successful progression through the program. The program will also guide staff in bringing sound recommendations for release from segregation, while maintaining administrative discretion to ensure safe management of the prison population. INCENTIVES IN SEGREGATION Program Manual The goal of the Incentives in Segregation Program (IISP) is to motivate prisoners to demonstrate appropriate behavior by offering incentives that encourage positive adjustment. The IISP uses a six (6) stage progression of expectations and incentives to encourage appropriate behavior. Successful progression through the six stages will assist staff in recommending prisoners for release while maintaining a safe and secure environment. The Security Classification Committee and the Administration retain full responsibility and discretion for approving Segregation releases. Prisoners classified to Administrative Segregation will be afforded the opportunity to progress through the six stages of the program. Prisoners will be required to adhere to the requirements of each stage and may be provided with the incentives detailed in this Program Manual. All prisoners, unless determined differently by the Housing Unit Team and/or the Security Classification Committee, will start the program at Stage 2 and with positive behavior will advance through the stages to Stage 6. Prisoner’s positive and negative behavior will be evaluated by each shift on a daily basis and recorded on the Record of Segregation Incentive Program Form. Documentation of negative behavior does not need to be in the form of a Misconduct. The Housing Unit Team will review these Records on a weekly basis. Prisoners who do not complete all requirements or abuse the incentives provided at each stage will be evaluated and may be placed at a lower stage based on the Housing Unit Team’s recommendation. Prisoners who are considered to be high risk segregation placement may progress to Stage 6, but will not be considered for General Population unless approved by the Warden or higher authority where applicable. Prisoners will be required to complete Essays at Stages 2 through 6 and a Journaling Program at Stages 5 and 6. The Essays are important to the IISP and prisoners may be required to re-write their Essays if not appropriate. The IISP will be explained to each prisoner during the intake process and each prisoner will be given a copy of this Program Manual. *Prisoners transferring in from a facility with the Incentives In Segregation Program will be placed at the Stage he/she was at prior to the transfer. *Prisoners transferring into the facility who were not previously at a facility with the Incentives In Segregation Program (IISP) will be able to keep their TV if NOT currently on Sanctions. Prisoners who engage in negative behavior on arrival may have the TV removed, prior to reducing a prisoner’s IISP level to allow the prisoner to adjust his/her current negative behavior. Prisoners, who incur a misconduct resulting in Sanctions, must reach Stage 4 to be eligible to receive a TV. Prisoners refusing to return to General Population without a legitimate security reason to stay in Segregation will be returned to a lower stage as determined by the Housing Unit Team. Stage 1 – Incentives in Segregation Program EXPECTATIONS: Prisoners placed at Stage 1 are required to complete the following before advancing to Stage 2: 1. 2. 3. 4. Prisoners will not be threatening towards staff or prisoners. Prisoners will speak to staff without yelling, swearing, or exposing themselves. Prisoners will take a shower three times a week. Prisoners will clean their cell when cleaning supplies are passed. Prisoners placed at Stage 1 will receive the following: Basic Services: 1. Shower three (3) times a week 2. One (1) hour yard five (5) days per week (if not on LOP) Stage 2 – Incentives in Segregation Program EXPECTATIONS: Prisoners placed at Stage 2 are required to complete the following before advancing to Stage 3: 1. Prisoner will not be threatening towards staff or prisoners. 2. Prisoners will speak to staff without yelling, swearing, or exposing themselves. 3. Prisoners must maintain proper hygiene, shower three times a week, clean cell when cleaning supplies are passed, and have bed made when not sleeping. 4. Prisoners must write or explain the reasons why they are in segregation, and what it requires to get out of segregation. Prisoners who do not have an understanding of this will ask questions verbally or in writing. INCENTIVES: Prisoners placed at Stage 2 will receive the following incentives: 1. In-house General Library Services.* 2. Recreation equipment for segregation yard, i.e., basketball* * To be determined by the facility. Stage 3 – Incentives in Segregation Program EXPECTATIONS: Prisoners placed at Stage 3 are required to complete the following before advancing to Stage 4: 1. Prisoner will not be threatening towards staff or prisoners. 2. Prisoners will speak to staff without yelling, swearing, or exposing themselves. 3. Prisoners must maintain proper hygiene, shower three times a week, clean cell when cleaning supplies are passed, and have bed made when not sleeping. 4. Prisoner must write or explain the proper and valid reason why they are in segregation, and what it requires to get out of segregation. Prisoners who do not have an understanding of this will ask questions verbally or in writing. 5. Prisoner will not yell or cause excessive noise. 6. Prisoner will not pass items to other prisoners or open door slots. 7. Prisoners may be required to work within the housing unit as authorized by Unit Staff, i.e. clean empty cells, shovel yard modules, tutoring other prisoner in a cell next to them, etc. INCENTIVES: Prisoners placed at Level 3 may receive the following incentives: 1. 2. 3. 4. In-house General Library Services.* Recreation Equipment for segregation yard, i.e., basketball* Leisure Time Activities, i.e.; approved crossword puzzles and greeting cards.* Selection of approved store items for payment of positive work performance paid for by Prisoner Benefit Fund.* * To be determined by the facility. Stage 4 – Incentives in Segregation Program EXPECTATIONS: Prisoners placed at Stage 4 are required to complete and maintain the following: 1. Prisoner will not be threatening towards staff or prisoners. 2. Prisoners will speak to staff without yelling, swearing, or exposing themselves. 3. Prisoners must maintain proper hygiene, shower three times a week, clean cell when cleaning supplies are passed, maintain a clean cell at all times, and have bed made when not sleeping. 4. Prisoner must write or explain the proper and valid reason why they are in segregation and what it requires to get out of segregation. Prisoner must show that he/she accepts responsibility for his/her actions. Prisoners who do not have an understanding of this will ask questions verbally or in writing. 5. Prisoners may be required to mentor prisoners at the same stage or lower as approved by Housing Unit Staff. 10. Prisoners will be required to work in a Journaling Program. Journals will be reviewed by designated Staff on a monthly basis. These journals will be retained by the prisoner after review. Prisoner will not be threatening towards staff or prisoners. 2. Prisoners will speak to staff without yelling, swearing, or exposing themselves. 3. Prisoners must maintain proper hygiene, shower three times a week, clean cell when cleaning supplies are passed, maintain a clean cell at all times, and have bed made when not sleeping. 4. Prisoner must write or explain the proper and valid reason why they are in segregation and what it requires to get out of segregation. Prisoner must show that he/she accepts responsibility for his/her actions. Prisoners who do not have an understanding of this will ask questions verbally or in writing. 5. Prisoner will not yell or cause excessive noise. 6. Prisoner will not pass items to other prisoners or open door slots. 7. Prisoner will be required to work within the housing unit as authorized by Unit Staff, i.e. clean empty cells, shovel yard modules, tutoring other prisoners in a cell next to them, etc. Prisoners may be considered for Unit Porters at this Stage. 8. Prisoners may be required to watch self help videos and read self help paperwork/books. 9. Prisoners may be required to mentor other prisoners within segregation. Prisoner may be required to mentor prisoners at the same stage or lower as approved by Housing Unit Staff. 10. Prisoners may be required to have goals explaining what is expected of them if they were to be released from segregation and how they will work towards these goals. 11. Prisoners may be required to work in a Journaling Program. Journals will be reviewed by designated Staff on a monthly basis. These journals will be retained by the prisoner after review. 12. Prisoners will abide by all the rules of the housing unit and encourage others to do the same. INCENTIVES: Prisoners placed at Stage 6 may receive the following incentives: 1. 2. 3. 4. In-house General Library Services.* Recreation Equipment for segregation yard, i.e., basketball.* Approved crossword puzzles and greeting cards.* Selection of approved store items for payment of positive work performance paid for by Prisoner Benefit Fund.* 5. Allowed to order 5 total approved store items.* 6. One (1) small cup in cell.* 7. Prisoner’s who agree to return to General Population, may have all Detention Waived prior to release. 8. Use of personal television. Prisoners who are indigent and can not afford a television may be provided with a loaner television.* 9. Two (2)-15 Minute Telephone calls per month. 10. One (1) photo ticket. 11. Extra out of cell activity.* 12. Prisoners approved for Unit Porter Assignments will be allowed to work with another approved porter within the Housing Unit. *To be determined by the facility.
