It was previously addressed as 74 South Jackson Street and is commonly known as the “Old Seattle Parking Garage.” The building was designed as a three story parking garage with a basement. The building, as it exists today, is a concrete structure with various layers of stucco and paint in various conditions and levels of repair. There is a trabeated opening on the southeast Jackson Street corner with a controlled entry gate. There are two trabeated openings on the building’s southwest Jackson Street corner and one on the Alaskan Way façade, both covered with ornamental fencing. The parapet is utilitarian. An earlier concrete band detail visible in a photograph circa 1936 appears to have been removed. The building has wide, trabeated windows with eight bays along Alaskan Way and seven bays along Jackson Street. The National Register of Historic Place Nomination states the building had brick sills. Today, the window frames appear to be aluminum. The windows into the basement along the eastern alley have been covered with planters as an apparent security measure. There are non-ornamental/security metal bars on the windows on the west, south and on the second floor windows in the alley. The ground level windows on the west and south facades have been covered with painted plywood. The building appears from the exterior to be sinking to the southwest and interior structural shoring appears to have been added in that corner as a result. The east wall is partially painted approximately 20 feet into the alley including patch paint areas to cover graffiti. There are various conduits and active and inactive lights and devices mounted to the building facades. Parking signs have been affixed in various locations on the west and south building facades. The interior is heavy timber frame with wood car decking floors. The heavy timber frame appears to be in good condition with repairs and added bracing in a few locations. The wood car decking is in varying levels of condition. A major note is that there is no perimeter wall on the north side of the building, which was built after the adjacent building to the north was already in place. The building installed new columns along the north property line and framed the new structure up against the existing building wall. Thus the columns and beams along the north side of the building frame are open to the brick wall of the adjacent building to the north. This building does have partial walls at the northwest and northeast corners as the adjacent building has loading docks without walls in those locations. From our observations, we conclude that this building is utilitarian in style and is in poor architectural condition today. Significant alteration to the window, parapet and cladding, as well as patched stucco, limited painting and repainting of graffiti, exposed and abandoned exterior conduits and electrical devices, fenced in windows and the corner entry all contribute to a current aesthetic of continued “intrusion” into the surrounding historic architecture of the District. This building does not carry the architectural weight or significance of many other buildings built in the similar time period. Significance: The period of significance for the Pioneer Square Historic District is listed as 1889 to 1931 in the National Register of Historic Places Nomination. The building at 316 Alaskan Way South was constructed in 1909. Originally referred to as the “Terminal Garage,” the National Register Nomination regarding the building states: “The building was considered an intrusion in the original nomination. Its significance still remains doubtful. The exterior has clearly been significantly changed, although the heavy timber interior structure is typical of early district buildings and is relatively unchanged….There do not seem to be any records that show what the building looked like in 1909, but it seems likely that, while the general shape and the window openings may not have been changed for some time, extensive changes were made to the exterior and particularly to the cladding, parapet and windows.” The Nomination classifies the building as historic, non-contributing. The building’s original architect, owner or builder are not listed in the City’s archival records. The National Register Nomination notes that the building has served as a garage since approximately 1919 and “does not appear to be associated with specific historic events or significant people.” Furthermore, the building at 316 Alaskan Way South or its architect(s), builder(s) or owner(s) is not referenced in Pioneer Square: Seattle’s Oldest Neighborhood. This book is recognized as a well-known guide to Pioneer Square architectural history and is referenced in the National Register Nomination. The King County Tax Assessor records do not list an original owner. The County’s records first indicate the owner as “Transport Storage & Dist. Co.” in 1948, outside the District’s period of significance. The park was renamed after one of Seattle’s International Sister Cities in 1974. Kobe Terrace Park is a 1.1 acre terraced hillside park with a pedestrian pathways and benches among the small garden plots tended by community residents. The purpose of the view study is to understand the total impact to Kobe Terrace views by the proposed building at 316 Alaskan Way S. A comprehensive site walkthrough was conducted to determine the location and direction of all views. In all, 20 locations, each with a varying number of directions, provide a total of 50 views, as shown on pages 35-44. Kobe Terrace Park is bounded by Main Street to the south, I-5 to the northwest and adjacent development to the northeast. The Seattle Housing Authority’s (SHA) International Terrace apartments are located on the same block to the southeast. All photos were taken from accessible, occupiable areas of Kobe Terrace and the public areas of the community garden. All photos were taken while standing (eye height approximately 5'-0") unless otherwise noted. All photos were taken with normal zoom and field of view, using an iphone 6 camera (4.15mm lens, 4.8mm sensor width, ~60º horizontal field of view). All photos taken in winter (January 25 and February 8) in similar clear conditions. We note that the existing Kobe Terrace Park foliage will be fuller in other seasons and views studied will therefore be further obstructed. V I E W P ROTECTION STA NDARD S : In 1985, the Seattle City Council amended the Land Use Code to provide: When new structures are proposed in the District, the Preservation Board shall review the proposed height of the structure and make recommendations to the Department of Neighborhood Director who may require design changes to assure reasonable protections of Kobe Terrace Park views. SMC 23.66.140.D. The Council did not define “reasonable protections” or any particular views to be protected. The City policies do not protect private views. SMC 25.05.675.P. However, in the context of the City’s State Environmental Policy Act (SEPA) policies, the City does protect certain public views from Kobe Terrace Park and the publicly-owned community garden of the following significant natural and human-made features: • Mount Rainier • Olympic Mountains • Cascade Mountains • Downtown skyline • Major bodies of water, including the Puget Sound The Project is located adjacent to Alaskan Way and will have no impacts on the protected views of Mt. Rainier, Cascade Mountains or the Downtown skyline. As the view analysis demonstrates, the Project’s impacts on the Kobe Terrace Park views of the City’s designated protected views is minimal. While the survey of view locations and views present raw, untouched photographs, several computer programs were used in the view analysis to accurately portray and measure the impact of proposed projects. First, digital models of the proposed buildings at 316 Alaskan Way S, Stadium Place East and 200 Occidental Ave S were created in Trimble Sketchup, then exported as a Collada 3D file that was placed in Google Earth at an accurate location and elevation relative to surrounding context (see page 34). Views from this Google Earth model were used to duplicate photographic views as templates to draw outlines of the proposed buildings in the enlarged views in Adobe Illustrator, as shown on pages 45-47. This is a commonly accepted architectural method for estimating the volumetric impact of future buildings.
