Morrell and myself were dispatched to the parking lot of Hannaford's on Lancaster St. for a child in a van that has its mouth duct taped shut. Upon arrival on scene, we came in contact with the father Jaime Sepulveda?Torres and the son- I asked . what was going on and he stated "nothing". I then asked him if he had duct tape on his mouth and he stated "yes". I then asked Jaime if this was indeed true and he stated "yes, his mouth keeps getting him in trouble and I have told him to keep it shut for his own good". I. asked Jaime if he thought that it was a good idea that his child had duct tape on his mouth so that other people could see. Jaime told me really didn't think anything of it because of his mouth?. All Jaime could tell me was that a mouth his gotten him in trouble in school and has had to switch to three schools this semester and they do not know what to do. Then while we were talking with Jaime and~ Christina Biser (mother) came out of the store and started to ask if this was all necessary. We advised her that it was very serious to have a child's mouth duct taped shut. She then told us the same thing that Jaime did and they don?t know what to do about anymore. During this entire incident it was apparent that Jaime and Christina didn't think that it was a big deal that had his mouth duct taped shut. Christina told me had duct taped his mouth shut prior to leaving the house. I then asked her why she or Jaime did not take the tape off or tell ?to do it. There reSponse was that his mouth is always getting him in trouble so they didn?t think anything of it. I then told Christina and Jaime that I would be contacting DCF and ?ling a emergency 51a in regards to this incident. They did not say anything in regards to this. I told them that they could leave and go about there business. Back at the station, I called the hot line for DCF and ?led the 51a and they stated that they would have there on call supervisor review this incident and then determine if they would be coming out.
