During the month of September 2014, I received information from a
confidential source {hereinafter referred to a CS #l) in reference to the
alleged illegal activity of an individual identified as R
D(DOB:OS,W
I).
CS #l stated that Parker was known to be a source of CDS
Heroin in several counties in northarn and central New Jersey. The CS further
described Parker as a black male, in his mid-thirties, who resided in Newark.
N,J and knew Parker had done several years in State Prison for a Homicide and
believed that he was curx·ently on Parole. The CS stated that-. Parker
frequently utilized a White Lexus bearing New Jersey registration D62 EMA to
transport narcotics and U.S. currency in furtherance of his drug trafficking

I immediately advised DSG. Gauthier of my observations, and he
continued to order both llllil!l to the ground for our safety.
Mr. Sirleaf
complied with the orders, but Mr. Summerville refused to listen to commands
and waa brought to t:he grnund by DSG. Gauthier.

I then spoke with Mr. S\U1Ullerville and he provided me with a NJ
driver's license as identification and stated that he resided at 514 Avon
Avenue in Newark, New Jersey.
I advised
Summerville that we were
conducting a narcotics inveetigatio11 and asked if he knew the occupants of the
White Lexus and/or the Silver Mercury. Mr.
replied that he did
not know them.
I then read Mr. Summerville the NJSP Consent to
Form in
ita entirety and requested to search
Mercedes G550 bearing NJ registration
D39 DKU, and he verbally granted consent and signed the Consent Form
acknowledging same.
In the rear compartment of the vehicle ! observed the
black suitcase that was previously observed on the pavement. A check of the
luggage revealed voluminous amounts of over the counter prescription
medication and first aid products.
A check of the remainder of the vehicle
was negative for contraband, and the search was concluded. Detective Joaquin
and I proceeded to the Mall security office and reviewed video footage from
the parking lot;
After reviewing same, it was determined that Mr. Summerville
and Mr. Sirleaf had no direct interaction with the other
in this
investigation. Baaed upon this information, and the negative reaul t.s of the
consent search, I inw1ediately advised members remaining at the scene that
Summerville and Sirleaf could be :t·eleaL:Jed if no further information had been
developed. Refer to supplementary investigation report of DSG. Friedenberger.

DSG. Kelshaw had stopped Parker's white Laxus as he pulled out of
his parking spot.
Based upon this investigation, DSG. Kelshaw requested
consent to search Parker's vehicle and read him the NJSP Consent to Search
Form in its entirety.
Mr. Parker verbally granted consent to search the
vehicle and signed the consent form ackllowledging l:HUJie.
DSG. Kelshaw located
a black duffel bag in the trunk of the vehicle which contained Mr. Parker's
work clothes, and approximately two hundred "bricks" of suspected CDS Heroin
stamped "Street Fighter" and
Mr. Parker was advised that he wal"
under arrest, read his rights as per Miranda, and searched incident to arrest.
This search revealed one thousand and four hundred dollars ($1400) in U.S.
currency in his right front pants pocket. Mr. Parke:r. was later placed in the
rear of a State Police vehicle with Detective E. Bobal awaitirtg transport.
Highway Towing (908-354-7388) of
New Jersey was
contacted and removed the vehicle from the acene and transported same to the
NJSP Newark Station.
